FULL AUTHORITY MINUTES - NOVEMBER 7 th , 2007

(as approved at the Full Authority Meeting held December 5, 2007)

R. Sackrider, LPRCA Chair called the meeting to order at 7:30 pm, Wednesday, November

7 th , 2007, in the LPRCA Boardroom with all members present. Staff in attendance were C.

Evanitski, B. Baskerville, J. Robertson and P. Gagnon.

ADDITIONAL AGENDA ITEMS

It was noted that taking of the November 7 th minutes would be provided by Corporate

Services interim Administrative Assistant/EA, Teri Wilson.

A Calendar Update by J. Robertson, Supervisor of Community Relations, was added as item 9 (e).

DEPUTATION: BRIAN HAMILTON, CANADIAN FOOD INSPECTION AGENCY (CFIA)

The GM introduced Brian Hamilton, a CFIA Program Officer from London, ON. The GM had requested a presentation by the CFIA regarding the Emerald Ash Borer (EAB) after the federal agency had officially announced the presence of EAB in Norfolk County. B.

Hamilton provided a history of the EAB in Ontario, its progression across the region and the current status of the infestation here in Norfolk.

L. Chanda asked if something can consume the EAB. The CFIA thinks that species like the woodpecker and wasps could be predators of the EAB.

R. Sackrider asked if any ash is resistant to the EAB. B. Hamilton said the blue ash and the European are resistant at this point.

L.Chanda asked if you have 70 per cent ash trees, what should you do as a woodland owner. The CFIA suggested a “wait and see” approach. B. Hamilton said the closest EAB is in Turkey Point. L. Chanda then asked that once the females have laid eggs, is the tree considered dead. It was explained that the EAB girdles a tree, i.e. it chokes the tree by stopping the downward flow of sap and the upward movement of water.

R. Sackrider asked if sawmills are reporting EAB. Mr. Hamilton explained that there is a policy to be followed by every sawmill in that they have to report all incidents of EAB to the

CFIA.

P. Black commented that the EAB defoliates as an adult and so they need to feed and hence leave marks on the leaves.

L. Chanda asked where the ash population will go in 15-20 years. B. Hamilton said some places will feel it more than other places over that period. Some will die and in some places it will be business as usual. L. Chanda asked how severe the problem is. B.

Hamilton said CFIA received 2-3 calls per day in July and August.

P. Black asked why certain bugs like certain trees. B. Hamilton said there is no real answer yet. Scientists were sent to Asia and it took two weeks to find the bugs. A huge trailer was set up and many varieties of trees were put inside. Once the bugs were let loose in this controlled environment, they only attacked the ash trees.

R. Sackrider thanked Brian Hamilton for the information session on the “Emerald Ash

Borer.”

MINUTES OF PREVIOUS MEETINGS

BUSINESS ARISING FROM THE MINUTES

CRAIGER’S DEVELOPMENT

B. Baskerville said the permits are approved for Craiger’s proposed restaurant. Plans need to be slightly revised in regards to the retaining wall and other minor changes. B.

Baskerville reported that on his last visit, brick and debris had been removed and that the clean-up will be continuing.

NORMAN HEARING UPDATE

B. Baskerville reported that with the lack of rainfall has prevented LPRCA’s ability to conduct a proper site visit.

LPRCA SEASONAL SITE STANDARDS UPDATE

The GM reported that after the last Full Authority meeting, D. Holmes contacted

Haldimand County’s CBO to review seasonal campsite standards at Haldimand

Conservation Area. A full report is expected in December. D. Holmes is also working on contacting Norfolk County to conduct a review of Norfolk Conservation Area.

REVIEW OF COMMITTEE MINUTES

PLANNING

FILL, CONSRUCTION APPLICATIONS

B. Baskerville reported there have been no complaints and that people are happy on the whole with the clean-up and extension of the Tillsonburg Golf Course.

Members asked what is LPRCA’s policy regarding charging fees for approved works that have been washed out by a storm. B. Baskerville said if the work is a straight maintenance issue, a fee most likely would not be charged unless the replacement work differed from what was originally there.

NEW BUSINESS

GENERAL MANAGER’S REPORT

The General Manager outlined highlights from his report including his meeting with

Bernie Solymar of the Long Point World Biosphere. Mr. Solymar has proposed adding the entire LPRCA watershed to the Biosphere’s designation. The proposal has been discussed by Senior Staff who are seeking more information. Members asked for more information regarding World Biosphere designations. The GM said a weblink with such information would be forwarded to members.

P. Black announced that he had just been elected Vice-President of the Biosphere and that the designation involves no regulatory aspect. Members asked what are the implications of being designated part of a World Biosphere. P. Black told members that there is a meeting scheduled with the World Biosphere on November 14 th , at which point he will ask questions and report back to the Full Authority as soon as possible.

SOURCE WATER PROTECTION UPDATE

C. Evanitski said he attended a meeting that day to screen “at-large” applications for the

Source Protection Committee. Members asked and were provided with the names of the three agricultural representatives. R. Sackrider announced that Craig Ashbaugh will be an excellent chair for the SPC.

LPRCA WATERSHED CONDITIONS UPDATE

conditions. Conditions at the east end of the watershed region made up part of the discussion.

CONSERVATION ONTARIO UPDATE

The Chairman and GM spoke to issues brought up at the CO meeting in Toronto on

October 22 nd . Topics of interest included Ecological Goods and Services, ALUS and integrated pesticide policies. S. Lamb noted that Tillsonburg is holding a public meeting on November 14 th to discuss the use of pesticides.

CALENDAR UPDATE

J. Robertson spoke to upcoming events of relevance to LPRCA for the month of

November including the ALUS Farmer to Farmer Info Session (November 28 th , Delhi), the Permit to Take Water Information Sessions (November 28-29-30 th ) and the annual

LPRCA Christmas Dinner (December 7 th , Delhi Golf Club).

LAND ACQUISITION COMMITTEE

Land Acquisition Chair, L. Chanda spoke about the challenge presented to the

Authority in securing property in light of the escalating land prices throughout the watershed. He provided a number of examples of current values being paid for vacant properties.

Authority of the LPRCA does now enter into an “In Camera” session to discuss personnel matters about an identifiable individual, including Conservation Authority employees; and a proposed or pending acquisition or disposition of land by the

LPRCA does now adjourn from the “In Camera” session.

Moved by L. Chanda, seconded by R. Geysens and carried, that the Full Authority of the LPRCA directs staff to maintain the open bottom draw to relieve pressure on the

Rocks Mill Dam abutments and that staff continue periodic maintenance inspections and that required downstream sediment removal be contracted out when necessary.

The Chairman adjourned the meeting.
