I should be able to save the doc with just a description (like the rest of the KFS docs) but I get a
stack trace when I try to do this.

This is available to test in CNV.
However, after this change a Collection Activity doc can be submitted without a
Proposal/Award being selected or any events being added. I'll create a new JIRA for that.
