REPORTS: Chairman’s report: (Len Dowse) The flat fee structure has been sent to clubs with a form if you wish to challenge the costing. Many clubs have lost registered players and the budget could be strained if they had to pay for numbers they do not have. Bowlers must be registered, even if they play socially, under the constitution and there may be consequences if clubs do not comply. There is also a suggestion that we introduce a flat fee in the Zone structure. The 2016 COP is now available on the Bowls NSW web site so all should download a copy. Bill Farrell has resigned his position with the juniors and taken a position at Charlstown. He will be missed and the zone thanks him for his dedication and effort. He is wished all the best in his new venture. The issue of venues for Zone meetings is under discussion and clubs are requested to say if they wish to continue with the current changing venues or revert back to a single venue for all meetings. The next Zone meeting is 19th November at Bankstown Tennis & Bowls from 6.30 pm. All are welcome to attend. Secretary’s report: (Jim Tattler) I am pleased to report that the 165 practice questions have been up-dated to fit in with the 3rd edition of the Law book. Work is well underway with the discussion issues we had from previous versions of the laws. I thank Len, Roy and Joe for their assistance and feedback on the work to assist the successful completion of each item. Nice to have good constructive critics especially to dot the i’s and cross the t’s. We still have issues with access to application forms on the net as Bowls NSW does not have them on their web page. The applications are in pdf and we cannot edit the files to even include them on our zone 12 web page. It appears that we can have commentators doing the live streaming of bowling events but cannot have our forms updated. Does make us simple volunteers wonder of answers to the questions we get as to what do these people do for ordinary bowlers except increase fees. I will give Geoff an update for the zone web page for the ‘how to become a national umpire’ part and interested parties will just have to contact us for applications if we don’t have them there. We have completed a ‘notice to umpires due to re-accredit’ that we will forward to them about 3 months before their due date. This will give them time to pay their $11.00 and receive their manual so they can see the changes to the previous method of assessment. The manual replaces the old umpire’s handbook and is an improvement in many aspects. Assessors & Presenters: (K. Tulk) The four re-accreditations are still outstanding due to my ill health but they should be completed the first week in December. The Marker/Measurer will also be finalised by that time. Next week, I will be sending notices to those due to re-accredit in hopes of getting the paper work to the Royal before they close for Christmas. I hope to get the manuals to each umpire as soon as they are available. I have completed a 2016 umpire’s roster for my club and it includes the Zone, pennant & championship dates. I have a blank copy on my computer for anyone who would like a copy to adapt for their club. Just let me know & I can email you a copy and you can fill in the spaces for your clubs program. Hampson – Padstow. Received & Forwarded Thank you: GENERAL BUSINESS: Q1. Part 1 of the 2 explanations requested of an umpire, in our November questions, resulted in some healthy discussion and will be written up as Issue 19 of our laws discussed. The subject in question was ‘why does the player at the head with his foot level with or in front of the jack, have to move back as soon as his player delivers the bowl as he is still in possession of the rink?’ A1. The umpire was asked to explain why this is so. One should understand, the laws are made by World Bowls and the only answer an umpire can give is that Law 12.1.3 states that the player should move to a position as described in law 12.1.2. In this case it is Law 12.1.2.1 behind the jack. Laws discussed 19 will give you a broader understanding of this issue. Q2. Is the delivery complete at the release of the bowl from the hand or when the bowl comes to rest? A2. The delivery is complete once the bowl or jack is deliberately released from the hand Law C.3. (It is not a delivery if the bowl was dropped or slipped from the hand and can be picked up.) Once the jack or bowl is released from the hand, they become a jack or bowl in its original course Law C.15. Q3. The Conditions of play in a singles event stated that players could only go to the head after delivery of their third bowl. All conditions were read out by the controlling body before the start of trial ends. A player approached the umpire and explained that he had an eyesight problem and requested that he be permitted to go to the head more frequently than stated in the conditions of play. The umpire spoke to his opponent stating he would approve more trips to the head and the opponent had no problem with his request. What do you think about this scenario? A3. Law 43.2.5: The umpire must make sure that all aspects of play are in line with the Laws of the Sport of Bowls. Law 57.2.1: The Controlling body have made Conditions of Play to govern their competition. Law 60: No individual has the right to contract out of the Laws of the Sport of Bowls. There was a lot of discussion in this matter with respect to players with disabilities and ensuring they were not disadvantaged. Refer to Law 41.3 where there is reference to partially sighted players and the type of assistance approved by the National Governing Body for partially sighted & blind bowlers. This is of no importance to the umpire as the Controlling Body set the COP and they would have to rule on this matter. There was reference to Appendix A.4.2 where, in exceptional & limited circumstances, a singles player can ask the marker for permission to walk up to the head earlier than described in law A.4.1. This is also irrelevant as the COP does not refer to Appendix A but has its own written requirement to restrict player movement. Indeed, if you refer to appendix A4, you will see the CB can adopt or adapt the listed requirements. You will also see in singles, a player can only walk up to the head after their 3rd & 4th bowl – A.4.1.1.1. Result: The umpire has no right to permit changes to the Conditions of Play for any reason and is wrong to permit the player to approach the head other than described in those Conditions of Play. He should instead prevent the player breaking the COP. The player would need to take his case to the Controlling Body and see if he can get approved assistance for the tournament.
