No. 122 WILSON SCHOOL DISTRICT SECTION: PROGRAMS TITLE: EXTRACURRICULAR ACTIVITIES ADOPTED: October 4, 1995 REVISED: February 21, 1996 122. EXTRACURRICULAR ACTIVITIES 1. Purpose SC 511 The Board believes that the goals and objectives of this district are best achieved by a diversity of learning experiences, some of which are more appropriately conducted outside the regular classroom curricular program of the school. All learning experiences offered by the schools of this district - curricular and extracurricular - should be planned and integrated for the purpose of attainment of the district's educational objectives. 2. Definition Title 22 Sec. 5.217 For purposes of this policy, extracurricular activities shall be those activities which are sponsored or approved by the Board but are not offered for credit toward graduation. Such activities shall ordinarily be marked by student participation in the processes of initiation, planning, organizing, and execution and available to all students who voluntarily elect to participate except that where eligibility requirements are necessary or desirable. The Board shall be so informed and must approve the establishment of eligibility standards before they may be operable. 3. Academic Eligibility Junior High If a student fails two (2) major subjects or one (1) major and two (2) minors, s/he will be ineligible to participate in contests and/or performances. In addition, said student will be required to attend tutoring sessions at least three (3) days per week until passing grades are achieved. High School If a student fails one or more major subjects, s/he will be required to attend tutoring sessions at least three (3) days per week until passing grades are achieved. As long as said student is attending the minimum number of tutoring sessions required per week, s/he may participate in contests and/or performances. If the number of subjects failed during any given week reaches three (3), the student is automatically Page 1 of 3 122. In all cases where a student must attend tutoring sessions, s/he is required to attend a minimum of three (3) days per week until passing grades are achieved or said student will be ineligible to participate in the week's contest, performance or activity. 4. Authority SC 511 P.L. 98-377 The Board shall make school facilities, supplies and equipment available and assign staff members for the support of a program of extracurricular activities. Such availability and assignment shall be in accordance with the Equal Access Act. Athletic facilities will be made available by the Extracurricular Director for any interscholastic contest; intramural contest, practice sessions or other after-school activities by prearranged schedule changes in such schedule may be approved by the Director with the agreement of both parties involved in any exchange of time allotment. 5. Delegation of Responsibility The Superintendent shall prepare procedures to implement an extracurricular program. No new interscholastic or intramural sports shall be introduced into the junior high, junior varsity or varsity programs without the specific recommendation of the Extracurricular Director and Superintendent to the Board, nor until affirmative action has been taken by the Board at a regularly scheduled meeting. Marching Band and Other Performing Groups In addition to performing at all football games, the senior high marching band will participate in a limited number of band competitions and parades. In acting on a request for participation in non-regularly scheduled events, the Superintendent will consider the availability of funds budgeted for this purpose. Other music groups may participate in a limited number of engagements at the discretion of the Superintendent. All trips requiring overnight stays must have Board approval. All parades and competitions must be approved by the Board. Where conflicts occur, requests for change must be approved by the Board. From time to time, other school groups may be formed for a specific purpose. Participation of these groups at out-ofschool functions is at the discretion of the Superintendent, provided they do not require overnight stays. Page 2 of 3 122. EXTRACURRICULAR ACTIVITIES - Pg. 3 Equal Access Act P.L. 98-377 The district shall provide secondary students the opportunity for one (1) or more non-curriculum related student groups to meet on the school premises during noninstructional time for the purpose of conducting a meeting within the limited open forum on the basis of the religious, political, philosophical, or other content of the speech at such meetings. Such meetings must be voluntary, student-initiated, and not sponsored in any way by the school, its agents or employees. Noninstructional time is the time set aside by the school before actual classroom instruction begins or after actual classroom instruction ends. The meetings cannot materially and substantially interfere with the orderly conduct of the educational activities in the school. The Superintendent or his/her designee shall establish the length of sessions, number per week, and other such limitations as deemed reasonably necessary. The district retains the authority to maintain order and discipline on school premises to protect the well-being of students and employees and to ensure that the attendance of students at such meetings is on a voluntary basis.
