Basic Qualifications & Experience
Bachelor’s degree in Engineering, Computer Science, Information Technology or a
related field appropriate to the work and five years progressive experience as a
PeopleSoft Developer OR an appropriate combination of education and experience that
demonstrates possession of knowledge and skill equivalent to that gained in the
above OR an appropriate experience that demonstrates that the applicant has acquired
the knowledge, skills, and abilities equivalent to that gained in the above. Strong
analytical skills. Proven experience with the following tools: Application
Designer, PeopleCode, Workflow, Application Engine, Component Interface, File
Layouts, SQR, Query, Application Messaging, Application Packaging, Change Assistant,
XML Publisher, Integration Broker and PeopleSoft Security. Expertise in
retrofitting customized objects (components, pages, fields, records, modified
PeopleCode, etc…) Working knowledge of the PeopleSoft Internet Architecture,
PeopleTools 8.47+, Weblogic and Tuxedo. Ability to debug complex PeopleCode and
Application Engine programs. Is recognized by peers as a PeopleSoft technical
expert. Experience with Oracle SQL required. Experience with both UNIX and Windows
Server environments. Ability to work effectively with both business and technical
teams. Ability to work both independently and in a team environment. Excellent
communication skills – written and verbal.
As an authorized and privileged user of Department of Defense Information Systems
must possess or receive Information Assurance awareness by completing the Security+
Certification as a condition of access within six months of employment, and
thereafter must complete annual Information Assurance awareness training.
Duties and Responsibilities
Performs and leads requirements collection, requirements analysis, solution
analysis, design, development, coding, testing, implementation, maintenance and
documentation of the MCCS PeopleSoft Human Resource Management System (HRMS).
Updates, modifies and customizes new designs for software system enhancements.
Develop programming solutions for transaction processing, software system
interfaces, input and output requirements, database queries, formatted reports and
all other assigned development tasks. Work directly with the HRMS Functional
Analysts to document functional specifications for project development/system change
requests. Documents technical specifications and builds custom solutions as
required in response to agreed upon business requirements and functional
specifications, meeting customer expectations and deadlines. Evaluates, applies and
retrofits customizations for application and system maintenance patches as required.
Exercise proven software development methods and practices to ensure quality
delivery of products and services. Understands and follows established change
control methods.
Provide technical and application expertise in the assessment and resolution of
operational system incidents and technical issues. Interacts directly with
customers to troubleshoot issues and seek resolution. Collaborates with team
members, DBAs, System Administrators, Integrators, Network staff and product vendors
as appropriate to coordinate, plan, solve problems, etc. Available as needed for
batch processing support and system issues that occur during normal duty hours and
off duty hours as required. Performs or assists in application and system
administration tasks to include infrastructure and environment support as required.
Maintain expertise in PeopleSoft PeopleTools and related technologies to include:
Application Designer, PeopleCode, Workflow, Application Engine, Component Interface,
File Layouts, SQR, Query, Application Messaging, Application Packaging, Change
Assistant, XML Publisher, Integration Broker and SQL. Maintain high skill level and
expertise with all assigned software tools. Learn new applications, tools and
technologies as required. Maintain strong functional and technical understanding of
PeopleSoft in the areas of Human Capital Management to include HR, Payroll,
Benefits, Time & Labor, Self-Service, Pension and Training Administration. Seek
self-improvement.
Develop system documentation and instructions. Assist the AST HRMS Team Leader to
develop co-workers with cross-training of particular areas of technology. Create
and maintain project plans and schedules for assigned projects as required. Assist
the HRMS Team Leader with project and system status reporting. In the absence of
the Team Leader, acts on their behalf as required.
