No part of the school’s earnings inure to the benefit of any individual and all funds earned by the school are reinvested in the school. The Norfolk Cooperative Preschool does not discriminate in providing services to children and their families on the basis of race, religion, national origin, cultural heritage, political belief, marital status, sexual orientation, toileting ability, or disabilities. It affords any student the rights, privileges and programs generally afforded or made available to other students in the school. Norfolk Cooperation Preschool is licensed by The Commonwealth of Massachusetts: Department of Early Education and Care. The cooperative program concept centers on parents taking an active role in their child’s social and educational development. Families of enrolled children are encouraged to serve on the Board of Directors, committees, and in the classroom as helpers. Also, families are encouraged to give input and suggestions to the staff regarding curriculum and program development. Our program staff uses their knowledge of the community and the families we serve as in integral art of the curriculum and the children’s leaning experiences. Program Purpose and Philosophy The purpose of our program is to provide a part time two, three, four and five day per week, preschool experience that will benefit the child, the parents and the community. In general, our goal is to: Provide children with opportunities to interact with other children in a setting conducive to the development of positive social relationships. Provide children with opportunities for meaningful play that is based on individual needs, interests, and abilities that will build a foundation for future academic skills. Provide a stimulating environment that will appeal to children’s natural curiosity to learn. Develop in each child a sense of independence, self-worth and respect for others. Provide parents with opportunities to meet and work with other parents and teachers who share a common concern with the interests and needs of young children. The staff at Norfolk Cooperative Preschool respects all families and their diversities. We will accommodate to the best of our ability any medical issues, allergies, religious needs, language translation and any other special needs. We are in constant contact with all families. 1 Norfolk Cooperative Preschool Family Involvement: As we are a cooperative preschool, family involvement is welcomed as an integral part of our early childhood program. Parent intake forms must be filled out before the child begins in the program. These forms ask for information on the child and family so the program can use the information to adapt the program environment, curriculum and teaching methods. We invite families to share their culture, traditions and talents with the class and/or the whole school. Parents are asked to volunteer in their child’s classroom one day per month and to bring in the snack for the children. On parent helper days, any adult member of the family is welcome to be the helper provided there is a valid up to date BRC for that person on file with the Director. Parents are invited to the Parent Orientation night in September. This is a night to learn more about the general business of the school, the philosophy of the school and to meet with other parents from the school. Parents are invited to become Board Members and to come to the parent Board meetings. During the board meetings many items are discussed about the involvement in the school and the general curriculum. There are also many opportunities for families, including siblings, to come to the school for special events such as: Open House, Parent Orientation, Spring fling, Holiday Sing Along, Thanksgiving feast, Halloween “Spook”tacular, Week of the Young child brunch and the End of the Year Picnic. There are also monthly events for families and staff to get together sponsored by our social committee. Just to name a few. We want your child’s preschool experience to be an extension of home; therefore, we welcome your family! Registration Procedure Registrations are accepted on a first come, first served basis. Registration applications are taken in December for the following school year. Families with children currently enrolled at Norfolk Cooperative Preschool and siblings of alumni are given first choice of openings. Mid-year enrollments are welcomed for children 2.9 years and older. Tour and Orientation to the Program You are encouraged to take a tour of NCP with your child before the first day of school. Please arrange an appointment with the Director. Each family is given a Parent Handbook upon registration. Please sign the parent handbook form, located in the forms pack, when you have read and understood the information located in the handbook. The information contained in the handbook is all of our program policies including guidance and discipline. There is also a required parent orientation meeting on the first evening of school. The information in the parent handbook is shared and discussed along with the program philosophy, curriculum goals and objectives of the program. The first day of class is an orientation day where the children stay in the classrooms for one hour. Your family is welcome to attend school with your child on this day. This gives the children time to get acclimated to the classroom with the security of having the caregiver/parent along with them. 2 Norfolk Cooperative Preschool Programs Available Two-Day Program & Two Day Extended The two-day AM program meets on Tuesday and Thursday from 9am – 12 pm. The recommended age for children in this program is 2.9 to 3.9 years of age. The two-day extended program meets from 9am –1pm with the children bringing their own lunches. This program is recommended for children 3 and up. It is also recommended for children for whom this will be the first year in an early childhood program. The two-day programs place an emphasis on development social relationships and skills. It is an introduction to school routine and self-help skills. Play is an integral part of this program. Children are encouraged to participate in fun activities that promote fine and gross motor skills, listening skills, social and emotional development, an appreciation for art, music and reading, self-help skills, and cognitive development. Three-Day Program The three-day programs meets on Monday, Wednesday and Friday from 9am – 12 pm. The recommended age for children in this program is 3.9 years and up. It is also recommended as a progressive step up from the two-day program. The three-day program places emphasis on both social and cognitive development, and some focus on kindergarten preparation. (Those children eligible for kindergarten the following year will have an opportunity to take a field trip to a kindergarten class at the H. Olive Day School in Norfolk.) Children are exposed to colors, shapes, letters, numbers, science and math activities, name recognition, simple writing activities, scissors skills and much more. Three-Day Extended Program The three-day extended program meets on Monday, Wednesday and Friday from 9:00 a.m.– 1:00 p.m. The recommended age for children in this program is 4.0 as of August 31 st. It is also recommended as a progressive step up from the two-day program. The three-day program places emphasis on both social and cognitive development, and kindergarten preparation. (Children will have an opportunity to take a field trip to a kindergarten class at the H. Olive Day School in Norfolk). Children are exposed to colors, shapes, letters, numbers, science and math activities, name recognition, simple writing activities, scissors skills and much more. The extra hour in this program is designed for a lunchtime, which each family is responsible for providing, and free playtime. Four-Day & Five-Day Program The four-day program meets Tuesday through Friday from 9am- 12 pm and the five-day program meets MF 9am to 12pm. The required age for children in this program is four years of age as of August 31 st. The four and five day programs are recommended as a progressive step up from either the two or three-day programs. These programs focus on kindergarten preparation for the following year. Children have the opportunity to participate in writing activities, whole language activities, cooperative art projects, math and science centers and much more. This program also takes a field trip to a kindergarten class at the H. Olive Day School in Norfolk. Stay & Play Program The Stay and Play Program will be available to children who are already enrolled at NCP. The program will begin in September/October and meet on Monday through Friday from 12pm to 1pm. for all children and M,W,F from 12-2:30pm. Parents can sign up for one, two, three or four days depending on the child’s current class schedule. The program consists of open-ended activities, lunch and outside/gross motor time. Children need to bring lunch. Parents need to make a commitment of a month at a time. Drop in time is available as well. 3 Norfolk Cooperative Preschool Intake Paperwork All parents are required to fill out intake paperwork for their child including enrollment form, developmental history, authorization and consent, transportation, medical and immunization forms, handbook consent and confidentiality agreement. These forms need to be in the child’s file before the first day of class. All of the children’s files are kept in the strictest confidence in a locked file cabinet in the directors office and are updated quarterly. The child’s parent or legal guardian may only access the content of the file along with administrators and teaching staff with signed permission from parent or legal guardian. The children’s files may be available to regulatory authority upon request with signed consent from parent or legal guardian. Continuity of Care Each child will be assigned to a classroom before the start of school. Each classroom is staffed with a team of two staff members consisting of a teacher, a co-teacher or an assistant. Each classroom at Norfolk Cooperative Preschool can have a maximum of 15 children with two staff members at all times. Children will have the same classroom and teaching team throughout the school year. The staff/ child ratio will be maintained throughout the day, as the child is their designated classroom for the entirety of the program. The staff/ child ratio will also be maintained as the children access the playground, indoor play space and during field trips (including bus transportation to field trip). Transitions for Children When entering Norfolk Cooperative Preschool for the first time children are invited to come on a tour of the facility with their parents. There will be an orientation day in September where the children will attend class for one hour with their parent. This is a wonderful opportunity for the children to meet other children in their class along with their new teachers. Children enrolled in a program at Norfolk Cooperative Preschool they will stay in a particular program for the school year. At the end of the school year the children will be off for the summer and then enter into their new program in September with another onehour orientation in their new classroom. The children going onto Kindergarten will get an opportunity to visit a public school kindergarten program in May. Teachers may share information with the child’s next team of teachers with the parent’s permission. Tuition Programs NCP offers the following tuition programs: participatory and non-participatory. Participatory Program The participatory tuition program is for families who wish to volunteer in the classroom as helpers. This requires one day of volunteering per month. The 4/5-day parents may be asked to bring in snack for another day during a month. Volunteers are asked to complete a scheduling survey at the start of the year, and are scheduled on their most convenient days. Any volunteer in the classroom must have a valid up to date BRC on file with the Director. The participatory tuition is lower than the non-participatory. We ask that if you cannot make your scheduled volunteer date for a particular month that you pay the nonparticipatory rate for that month. See volunteer policy later in document. Non-Participatory Program The non-participatory tuition program is for families who are unable to volunteer in the classroom. The non-participatory tuition is higher than the participatory. However, families are welcome to volunteer only in the months they are available and pay the participatory rates for those months. 4 Norfolk Cooperative Preschool General Duties of a Classroom Helper Parent and family volunteers are provided a Parent Helper Guide, which is included in this handbook. The classroom helper does not provide the discipline, plan curriculum, assist in the bathroom, or teach the class. The classroom helper assists the staff in preparing the classroom for the day, assists with arts and crafts or learning centers, monitors the classroom for safety and gives the staff a hand whenever needed. As a cooperative, we depend on your help in many capacities. Your assistance is very valuable in the classroom. We ask you to arrive on time and stay for the entire morning. Teachers will provide a specific guide for their particular classroom. Most importantly, the classroom helper should enjoy being in the class and spending quality time with their child. Hours of Operation and Holidays NCP office hours are Monday through Friday, 8:00 a.m. to 2:30 p.m. Classes are in session 9-12, 9-1 or 92:30pm depending on the program. NCP generally follows the same holiday schedule as the Norfolk Public Schools system and are guided by their “no school” announcements (See School Cancellations/Delay) with few exceptions. The school is closed on the following holidays: Columbus Day, Veterans Day, the day before and after Thanksgiving Day, Thanksgiving Day, generally two weeks off during Christmas including Christmas Eve and Christmas Day, the week after Christmas, Martin Luther King Day, Winter Break (according to the Norfolk Public School), Good Friday, Spring Break (according to the Norfolk Public School), Memorial Day, Norfolk Public teacher workshop days and Parent-Teacher Conference Days (generally held in March). As the days listed above may change, from year to year, dependent upon the day a holiday might fall on, NCP asks families to refer to the NCP Calendar for specific dates provided at the beginning of each calendar school year. School Cancellations/Delay School sessions may be canceled due to inclement weather. In such event, NCP will follow the closing of the Norfolk Public School system. A “one-hour delay” of school means a “one-hour delay” for NCP (we shall open at 10:00 a.m. for the day). In the event that there is a “one and a half hour or more delay”, NCP will be closed for the day. Snow days will not be made up. “No school” and “school delay” announcements for the Norfolk Public Schools are announced to the community through various local media outlets (radio and television stations). A message will be on the answering machine by 6:30am. In the event that the weather becomes hazardous during the school day, NCP will act upon its Unscheduled Dismissal Policy. A designated contact parent for your child’s class will contact parents within your child’s class. If you cannot be contacted, the person(s) listed on your Release Authorization Form will be contacted. 5 Norfolk Cooperative Preschool There will be no make-up days if for some reason (ex: no heat, no water, large funeral at church, or snow) we have an unscheduled day off. Snow/weather policy holds at all times and if there is no school then there is no Stay & Play Open Door Policy Norfolk Cooperative Preschool has an open door policy for all parents with children at NCP. All visitors MUST report to the Director and sign in immediately upon arrival. Please feel free to visit our school and/or speak with the Director during general operating hours. Transportation Plan Children will be dropped of and picked up by a parent or another person designated by the parent. See child’s transportation plan in student file. Norfolk Cooperative Preschool does not provide transportation to or from the program. For field trips or in case of emergency, the local bus company (Holmes Bus) will transport all children. All children must be dropped off and picked up directly at the classroom door. Please arrive on time as teachers wait for all of the children before beginning the day. If your child will be out for any reason please call as soon as you possible. If your child does not arrive to school by 9:30 and a phone call has not been received to explain an absence the family will be called. Director/ teacher will call family and emergency contacts until child can be accounted for. Children will be dismissed by teacher, from the classroom door, to parent or person designated by parent or guardian on enrollment paperwork. Your child will only be dismissed to the authorized people on the Release Authorization Form in the Enrollment Packet and/or Orientation Packet. In the event someone not listed on the form will be picking up your child, we will need written permission. Photo identification will be required from that person. Any changes in car pools or authorized pick-ups must be reported to the Director and Teacher. Parents and/or authorized drop off and pick up people are responsible for the supervision of their child once they leave the classroom. It is our policy that you do not leave your children (siblings, day care children etc.) unattended in your car while you or your childcare provider is dropping off or picking up your child/children at NCP. Late Pick Up We ask that you please be prompt in picking up your child from their particular program. The teachers may have meetings or personal obligations after their school session. If you are going to be late for any reason please try to make alternate arrangements and call the school as soon as possible. We will institute a late fee of $1.00 per minute after 5 minutes late. The late money will go directly to the teacher who stays with the child. Thanks for your cooperation in this matter. Withdrawal Withdrawal from the program requires a one-month written notice, except in unusual circumstances. This gives us time to fill your child’s slot. In instances where a child is removed without one month’s written notice, the tuition for that month is non-refundable and non-transferable, unless the school requested the child’s removal from the program. Please see above Tuition Payment/Refunds section. 6 Norfolk Cooperative Preschool Parking and Carpooling Please drive slowly in the parking lot, especially when driving past the doorway. Please park in the marked parking lines. Feel free to use both lots if necessary. Please leave Handicapped Parking Spaces for those who need it. We ask that you do not park in front of the building, as it is a fire lane. Please hold your child’s hand at all times when in the parking lot. We do encourage carpooling. After the school year has begun and you have met other parents in your child’s class we advocate forming carpools. All children are transported to and from school by parents or parents arranged car pools. Norfolk Cooperative Preschool staff never transports children in their personal vehicles. When attending a field trip the director arranges transportation from the local public bus company (Holmes Bus). It is our policy that you do not leave your children (siblings, day care children etc.) unattended in the car while you or your childcare provider is dropping off or picking up your child/children at NCP. What to Bring/Clothing Please dress your child in play clothes for school, we like to paint and glue! All clothing (jackets, sweaters, mittens, boots) should be labeled clearly with your child’s name. Each child should have a full change of clothing at school in case of an accident or spill. We encourage parents to keep a change of clothing in their child’s backpack. We furnish a change when necessary but it is more comforting to a child to wear things brought from home. Donations of children’s clothing and outerwear are always appreciated. The clothing will be used as a back up when needed. Also, we ask that each child bring a book bag or backpack (labeled, please) to school each day to transport art projects and other items. Cold Weather Policy/Outdoor Play It is NCP’s belief that children of all ages benefit from the opportunity to engage in active outdoor play. Provided that weather conditions permit, NCP’s curriculum includes a designated time for your child to play outdoors on the NCP playground. We will not play outdoors if it is raining, snowing heavily or if extremely cold weather prohibits outside play. Families are asked to send children to school in appropriate cold weather clothes (i.e., boots, mittens, hat snow pants, coat, etc.) every day during the winter months. If weather conditions prohibit outdoor play, your child’s class will have the opportunity for gross motor play in the indoor playroom located on the first floor of the school. For safety reasons we encourage parents to have their children wear appropriate shoes for the playground, i.e. sneakers. Children too sick to play outside must be kept home. Day to Day Communication Family/Staff communication is an integral piece of our program. There are marker boards outside of each classroom outlining in detailing your child’s agenda for the school day. Please take the time to read the daily events, as it makes a good topic of conversation with your child. The bulletin board in the lobby will let you know of upcoming events, fire drills and other pertinent information. Parent Communication books are located in each classroom for you to let the teacher know of any special changes for your child. Your child’s teacher will also “touch base” with you both at arrival and dismissal times. Please utilize these times to let the teacher know any information regarding your child. As arrival and dismissal times tend to be brief, the staff welcomes your telephone calls to discuss any ideas or issues. Email is also another option to get in touch with a staff member, director or family. Also, the staff will call you when needed. A monthly newsletter will be emailed from the program director and the teachers will give a hard copy of their monthly newsletter to all parents. 7 Norfolk Cooperative Preschool Curriculum Planning Each Teacher and Assistant Teacher or Team Teachers are responsible for creating and implementing their own curriculum for each individual classroom. During the weekly meeting teachers will use the children’s assessments to design goals for children and to guide in curriculum planning. Curriculum is discussed at one staff meeting per month, where all classrooms share their curriculum plans and ideas for the month. The curriculum should guide in the development and implantation of the programs goals and objectives. The curriculum will be implemented in a manner that reflects responsiveness to family values, beliefs, experiences and home language. Children’s Assessment Each child will have an assessment portfolio, which is located in each classroom. Included in the portfolio will be anecdotal notes, checklists, progress charts, work samples and written evaluations. The children will be assessed on their performance and behavior while they are in school by use of various forms of assessment tools. Teachers will work with families about assessment methods that will best meet the child’s needs. Assessments will sensitive to the families values, culture, identity and home language. There will be an informal written evaluation given in November/December and a formal written assessment in March. Parent teacher conferences will be held in March with and informal conference held in November. During the conference the child’s teacher will go over the portfolio including the assessments. The parent and the teacher will then create goals for the child for the year. The purpose of the children’s assessments includes but is not limited to arranging for developmental screening and referral for diagnostic assessment, identifying children’s interests and needs, describing the developmental progress and learning of children, improving curriculum and adapting teaching practices, planning program improvement, and communicating with families. Evidence in the portfolios and the goals for the children will be used to create appropriate curriculum for the program. All children’s portfolios and records are kept in the strictest confidence. Parent/Teacher conferences may be held, as requested by either your family or the teacher at any time during the school year. Newsletters The Teacher sends newsletters home monthly in each classroom. The director sends newsletters home every other month by email. If you wish to have a hard copy of the newsletter sent home please let the director know at the beginning of the school year. Parent Information Area NCP has a parent center near the Director’s office. Pertinent community information, parenting magazines and a small lending library are available to families. All materials can be signed out and borrowed for a period of two weeks. Please feel free to post announcements, with the Director’s approval, on either the parent board or bulletin board in the lobby. Information for All Families All families will be given any and all written information having to do with Norfolk Cooperative Preschool in English. Every effort will be made to accommodate a non-speaking English family by obtaining important information in the families’ native language, including program handbooks, policies and procedures. 8 Norfolk Cooperative Preschool Tuition Payment/Refunds Tuition can be paid on a one-time basis, 5-payment plan or in monthly installments. There are nine monthly installments that are due on the first of the month. The first tuition payment is due with a completed tuition agreement on May 1 st. This deposit guarantees your child a place in the program and is non-refundable and non-transferable. The remaining eight monthly installments are due on the first day of each month beginning on September 1 st, and every month thereafter through April 1st. The remaining payments in the five-payment plan are due on September, November, January and March 1st. * A one-time enrichment fee is due each year in November. This fee covers all visitors and field trips throughout the year. Prompt tuition payments are extremely important, as we are a non-profit organization and depend on tuition to operate. All checks should be made payable to Norfolk Cooperative Preschool and sent to the attention of the Assistant Treasurer. Please include your child’s full name with payment. A late fee of $10.00 is charged for all payments received after the 10 th of the month in which it is due. There is a $20.00 fee for returned checks. After 2 returned checks in a calendar school year, all remaining payments are required to be made by bank check. If your child has attended any classes in the month of a withdrawal, that month’s installment will be forfeited in its entirety. Board of Directors and Board Meetings A Parent Board of Directors governs NCP. The Executive Board consists of a President, Vice president, secretary, Social Committee chair, Marketing and PR chair, program director, and a teacher representative. The full board consists of the executive board, teaching staff, committee chair people and a parent representative with specified duties from each classroom. The Executive Board meets monthly with the full board 3 times a year. All full Board Meetings are posted and families are welcomed to attend. All Board positions are elected from a pool of volunteers at the beginning of school. All parents are encouraged to serve on the Board. Strategic Planning Process Our strategic planning process consists of monthly meetings with staff and the Board of Directors. All items on the agenda are discussed and voted on by the Board. Goals are set in September and reviewed in May. The strategic planning process is put in place to implement the program’s vision/mission, to achieve desired outcomes for children, to maintain high-quality services for children and their families, and to provide long-term resources to sustain the operation of the Norfolk Cooperative Preschool. Annual Program Evaluation In the spring, families are encouraged to complete a program evaluation. This helps us to improve the quality of our program, set goals for the following school year and make sure our program is meeting your child’s needs. The program evaluation process will include gathering evidence on all areas of program functioning including polices and procedures, program quality, children’s progress and learning, family involvement and satisfaction, and community awareness and satisfaction. The results of the yearly program evaluation will be given out at the final Full Board meeting in May and will be shared with families after that meeting. The results will guide the NCP in creating goals for the following school year, continuing the successful activities and changing those needing improvement. 9 Norfolk Cooperative Preschool General Staff Qualifications The Director and Teachers all hold certification from The Commonwealth of Massachusetts Department of Early Education and Care Services. All staff members hold current certification in both CPR and First Aid. Also, each staff member participates in ongoing professional development. Staff/Child Ratios The maximum class size in each classroom is fifteen students. There is one Teacher & one Assistant Teacher or two co-teachers and one family helper per classroom. NCP’s ratio is one adult to five children (1 adult being a parent volunteer). The Executive Committee reserves the right to cancel, combine, add or divide classes if necessary. Sample Classroom Schedule All of our classrooms follow the same general schedule. However, the specific times may vary from room to room to accommodate staggered restroom and playground times. Below is a sample schedule: 9:00 – 9:10 Arrival 9:10 – 9:20 Greeting Circle 9:20 – 10:20 Learning Centers 10:20 - 10:25 Clean-Up Centers, Set-Up Snack 10:25 – 10:30 Bathroom Time/ Hand washing 10:30 – 11:00 Snack Time 11:00 – 11:30 Outdoor Play 11:30 – 12:00 Circle Time 12:00-12:30 Story/ Group Activity 12:30-1:00 Lunch/Dismissal Field Trips All classes take several field trips throughout the school year. Families are well informed in advance and are required to sign a permission slip. Most often, we use parent volunteers to chaperone and use a school bus to transport children to destinations. All chaperones must have a valid up to date BRC on file with the director. Enrichment Programs All classrooms have the opportunity to participate in on-site enrichment activities throughout the school year. A few of the presentations that might be offered are Music, Puppet Shows, Dental Hygiene, Wildlife and Farm Animals. Parents who have a special talent they would like to share are encouraged to speak with their child’s teacher/school director. Each family is asked to pay a minimal enrichment fee, due in November, in lieu of having fundraisers to fund our enrichment programs. 10 Norfolk Cooperative Preschool Emergency Evacuation Drills Emergency evacuation plans will be posted at all exits. During an emergency evacuation the Lead Teacher will be responsible for taking the attendance information and for leading the children out of the building. The other teacher will assist in the evacuation and check for stragglers. The lead teacher will be responsible for taking attendance of all of the children once they are safely out of the building. The director will make a visual inspection of each classroom before exiting the building. All classes, once evacuated, will meet near the dumpsters and wait for the go ahead from the director before reentering the building. Emergency Evacuation Drills are held monthly at NCP. All drills are held calmly and orderly with prior notification to the family via the bulletin board in the lobby. Children and staff will practice alternating evacuation routes as so to become familiar with each. The director will maintain documentation of the date, time, exit route used, number of children participating and effectiveness of each drill in the fire drill log. Emergency Procedures In the event of a medical emergency, a child or staff member will be given immediate first aid and the Director/Lead Teacher will call 9ll and the parent/ emergency contact. In the event the parent cannot be reached, the alternate emergency contacts, listed on the Emergency Card Information Sheet, will be called. If the emergency warrants a trip to the hospital, the child’s teacher will accompany the child in the ambulance and into the medical center. The Director and Team Teacher will then assume responsibility for the class. The director will notify the Department of Early Education and Care if a child is taken to a hospital or hospitalized from injury at the school. Children with medical conditions will be required to have an individual emergency care plan in their files. Staff are required to review all of these plans as to be ready in case of emergency. In the event of a dental emergency the child will be given first aid and the parents will be called to pick up the child. The child’s dentist will be called if additional information is needed. In the event the school needs to close due to power loss, loss of heat or water and/or severe weather warnings we will engage the Unscheduled Dismissal Procedure. You will be called by a designated contact person to pick-up your child. In the event of a Natural Disaster, chemical spill or bomb threats, all children will be evacuated by bus to a town shelter and families will be called with pick-up information. Signs will also be posted at the school as to where children can be picked-up. Norfolk Cooperative Preschool will follow the Town of Norfolk Comprehensive Emergency Management Plan. It is EEC regulation that we have an emergency plan in place and that families are notified of our procedures. Grievance Procedure If a parent has a grievance or difference of opinion the parent is asked to try to be resolve the issue with the teacher first, the Director second and the Board last. If a grievance or difference is not resolved with the teacher then it should be presented in person and then in writing, to the Director. Every effort will be made by the director to rectify the situation if possible. If the grievance/difference is not solved to the family’s satisfaction, the family may request a hearing in front of the Executive Board. The Executive Board will do everything reasonably possible to resolve the issue. All efforts will be made to communicate with the family in the language in which they can understand. 11 Norfolk Cooperative Preschool Health Care Consultant Norfolk Cooperative Preschool is required by EEC to have a health care consultant to our program. The health care consultant will meet at least two times a year with the director and staff during the year to discuss any health issues and concerns at the school. The health care consultant will make recommendations about the programs practices and written health care policy. The health care consultant will provide articles and documentation important to young children (general health practices, nutrition and safety); will be placed in a Health Care portfolio for any interested parents and staff. Handouts concerning any health care issues will be provided to each family in the school throughout the year. Toileting Policy/ Diapering Policy All children are accepted at Norfolk Cooperative Preschool regardless of their toileting ability. We will have a designated changing station in the boy’s restroom for children who need a diaper or their clothing changed due to soiling. The changing station will have readily available: mat, disposable paper, trash bags, soap/water solution, bleach/water solution and extra pull-ups diapers if needed. Cloth diapers will not be used unless a child has a medical reason for use. If cloth diapers are in use a waterproof covering must be used to prevent the escape of any bodily fluids. If a child has had soiled themselves a staff member will bring the child into the changing area in the boy’s bathroom. The staff member will place a mat on the floor and cover with disposable paper. The child will stand for the change. The disposable paper and soiled diaper/pull up will be placed in a garbage bag and promptly thrown in the dumpster. The child and staff member will wash their hands. If clothing is soiled it will be double bagged and placed in the child’s backpack. The mat will be washed with soap and water and then disinfected with a bleach and water solution according to the Cleaning and Sanitation Frequency Table. No child will be punished verbally or humiliated for soiling, wetting or not using the toilet. Extra clothing is available at school. Each class must set aside time to go as a group to the restrooms. The Teachers accompany the children to the restroom. Children, after using the facility, must wash their hands with soap and running water. Each child will be allowed to use the facility when necessary. Supervising adults must also wash their hands with soap and running water after using the restroom facility, after wiping noses and before snack. All toileting needs will be supervised and/or assisted by hired staff only. Health Policy In each classroom and near each telephone is the name address and phone number of our Health Care consultant, the local health care authority, the fire department, police department, ambulance, nearest emergency health care facility, the poison control center, and an emergency substitute. The information also contains the address and telephone number of our program in case calling in an emergency. A completed Massachusetts School Health Form, signed by a physician, is required at the time each child is admitted to school. A child must also have had a complete physical exam within one year prior to each year’s enrollment, and must have received immunizations required by the state. A family can file for medical and religious exemption of health forms with a letter signed by the child’s pediatrician. When a child is overdue for any routine health service the parent must provide evidence of an appointment for those services. If a child shows mild symptoms of illness at Norfolk Cooperative Preschool, including occasional coughing and slight runny or stuffy nose, the child will be monitored by the teacher and will be made as comfortable as possible for the school day. Children with severe runny nose and a bad cough should be kept home until these symptoms clear up. Children with the following symptoms must be kept home 24 hours after they disappear: fever, vomiting, diarrhea, conjunctivitis and rash. Your child should not attend school if they have chicken pox, head lice, impetigo, measles, mouth sores, mumps, pinworm, ringworm, rubella, scabies or strep throat. 12 Norfolk Cooperative Preschool Clearance from a physician is required before a child returns to NCP’s program after the diagnosis of a contagious disease. Notices will be posted when there is an outbreak of disease in the classrooms. Children’s cubbies will be used for sending information to families about infectious diseases. Mildly ill children, taken sick during class hours, will be isolated in the office area and supervised until the parent is able to come for the sick child. NCP has a nit-free policy regarding head lice. The child will need to be checked by a registered nurse to make sure he/she is nit-free and written notification will be required before the child will be re-admitted to school. His/her physician/nurse, public school nurse, or our nurse consultant can see the child. NCP has a written plan for Medication administration (see below). Our staff is trained yearly in First Aid and 5 rights of medication administration. Sick Children If a child becomes ill while at Norfolk Cooperative Preschool every effort will be made to keep the child as comfortable as possible. The parents will then be notified to pick up the child. Illness requiring leaving the school: Fever, vomiting, diarrhea, unknown rash, hives, conjunctivitis, uncontrollable cough and runny nose. Children need to be symptom free for 24 hours before returning to NCP. Hand washing All staff and children are required to wash hands daily. Washing hands as it greatly reduces the risk of transmitting infectious diseases to themselves and others. Staff members may assist children with hand washing as needed. All staff are required to use disposable rubber gloves when dealing with blood or body fluids. Children and adults wash their hands: Upon arrival of the day After using the bathroom or changing diapers After blowing or wiping a nose Coughing into a hand Touching any blood, mucus or vomit Before meals After water play After touching any pets Before and after administering medication After cleaning the classroom and taking out trash Proper hand washing The proper hand washing procedures are posted near each sink in the school. The steps are as follows: Turn the water on to a comfortable temperature Wet your hands and apply liquid soap Rub your hands together for 20 seconds (palms, back of hands, wrists, between fingers, around nails, and under fingernails) 13 Norfolk Cooperative Preschool Rinse well under running water Dry hands with a paper towel Use a paper towel to turn off faucet Element Protection Norfolk Cooperative Preschool recommends that all children wear the appropriate clothing for the weather. Winter: Coats, snow pants, hats mittens and boots. Fall/Spring: Lightweight jackets, hats and sneakers. We ask that you apply sunscreen and insect repellent to your child before they come to school in the fall and late spring for the health and safety of your child. Staff will not be applying sunscreen or insect repellent to the children. Medication Policy /Allergic Reaction Medication Please inform the Director if your child has food allergies or other health problems. All health information must be included in the children’s files. Parents will be required to provide the medication to NCP, provide a written doctors note prescribing the medication with dosage, administering information, date and signature. Parents will also need to fill out and sign a medication administration form for all medications. Medications will be stored in a locked cabinet or closet except for emergency medications as stated in the child’s individual Health Care Plan (Epipen, seizure medication, Benadryl). which need to be readily available for use. All emergency medications will be stored out of children’s reach. Norfolk Cooperative Preschool will maintain a written record of the administration of any medication, which will include the child’s name, time, date of each administration, dosage, method of administration and the name of the staff person administering the medication. The completed record will become part of the child’s file. For children with a chronic medical condition including but not limited to allergies and febrile seizures a Individual Health Care Plan will be put into place for the child listing symptoms, medications, side effects and when to administer the medication. All medications will be returned to the child’s parents when prescription expires, when medication expires or when the child is exiting the program and the return will be documented in the child’s file. When return to the parent is not possible, the program director will destroy the medication in accordance with policies of the Department of Public Health. Prescription Medication: Prescriptions must be brought to school in its original container in which they were originally dispensed and with their original labels affixed and a medication administration form must be filled out by the doctor and the parent including the child’s name, the name of the medication, the dosage, and the number of times per the number of days the medication is to be administered. Norfolk Cooperative Preschool will not administer and medication contrary to the directions on the label unless authorized by written order of the child’s physician. NCP will not administer the first dose of any prescription medications with the exception of emergency medication. If a child is in need of an “EpiPen” in case of an allergic reaction, a doctor’s prescription will be required. The “EpiPen” must be brought in the original box with the prescription label attached. The “EpiPen” will be kept in a secure area easily accessed by staff in case of emergency. The “EpiPen” will go with the child on all field trips or extended activities away from the building. Non-prescription Medication: Non-prescription medication will be given only with written consent from the child’s physician. Norfolk Cooperative Preschool will accept a signed statement from the physician listing the medication, dosage, and criteria for administration. The statement is valid one year from the date it was signed. 14 Norfolk Cooperative Preschool Along with written consent from the physician, NCP will also need written consent from the parent. The parent must fill out the Authorization for medication form, which allows NCP to administer the nonprescription medication in accordance with the written order from the physician. The statement will be good for one year from the time it is signed. Tooth brushing Policy: Children who have lunch in school must brush their teeth after the meal unless the parent chooses not to participate. Parents must sign a form stating they do not want their child to participate in the tooth-brushing program. Parents must provide a toothbrush if participating and replace monthly. Rest time: Children attending the full day program of 4 hours or more will have a mandatory rest time. Each child will be given a labeled mat each day and may bring a sheet or blanket. Rest mats will be placed on the floor at least 2 feet apart. Rest mats will be washed with soap and water then disinfected each day and stored on separate shelf. Environmental Hazards: The staff and administration of Norfolk Cooperative Preschool make every effort to keep children and adults safe from environmental hazards according to public health requirements. Staff and director evaluate and assess the building each day to check for hazards. Norfolk Cooperative Preschool has and annual maintenance inspection each August including a playground safety inspection in April. Staff are required to monitor playground structure corkscrew when children are using structure. Children are not allowed to go outside in extreme cold or ozone alert days No Smoking Policy/ No Firearms/ Weapons There shall absolutely be no smoking in the building or on the grounds of Norfolk Cooperative Preschool. Norfolk Cooperative Preschool also prohibits firearms or weapons of any kind to be brought into the building unless carried by official law enforcement officers required to do so. Behavior Management Policy As advocates for young children, we know how important discipline and self-control is in a child. First and foremost, we will reinforce positive behavior. We will be positive and fair in helping children gain self-control. We will always keep in mind the child’s feelings. All children need guidelines in order to feel comfortable in a situation. Therefore, all classrooms, with the children’s assistance, will devise and enforce rules to ensure the safety and well-being of all children. If a child is disruptive, calling out or touching a child near him/her, he/she will be reminded of the rules and encouraged to re-direct his/her behavior. Children will also be encourage and guided by the teachers to problem solve with their peers. As a last resort, a child who continues to be disruptive will be given a time away from the group consisting of one minute for the age of the child, not to exceed five minutes. The child will then be asked if he/she would like to return to the group. The following steps will be taken in regards to continued challenging behavior of a child. 1.The educators at Norfolk Cooperative Preschool will inform the director of their concerns for particular child’s behavior. 2. The educators and program director will observe and record the child’s behavior over a period of a week’s time assessing the function of the child’s behavior. 3. A meeting will then be set up to meet with teachers, parents and the director. 4. An individualized behavior plan will be discussed with the parents and a written plan will be put into effect for the child. 15 Norfolk Cooperative Preschool 5. A list of current resources will be shared with the parents at the time of the meeting as needed. Corporal punishment, including spanking; cruel or severe punishment; humiliation or verbal abuse will not be practiced or tolerated. There will be no denial of food as punishment. There will be no punishment for soiling, wetting or not using the toilet. Emotional Health of Children The Director must determine carefully whether or not a child with emotional issue is disruptive to an otherwise smooth-running program. If the child responds to direction, the program can often be of great help in teaching the child how to handle emotions. However, if a child needs continuous one-on-one supervision and/or an unsafe environment ensues for that child or the group, that child may be asked to withdraw from the program. The family will be consulted before any decisions are made regarding use of special services. The family will be given referral support. The organizations are also posted on the premises and available from the Director. Plan to Avoid Termination/Suspension When a child displays ongoing aggressive or uncontrollable, challenging behavior, the teacher will bring the issues to the director so that they may put together a plan of action for the child to be discussed with the parent. The Director and Teacher will meet with the family to discuss the issue and possible solutions and/or options along with developing a behavior plan for school and at home. NCP will offer referrals to parents for evaluation, diagnostic or therapeutic services with contact information for these agencies. The Director will pursue options for supportive services to the program and staff including consultation with professionals and educator training. NCP will do everything reasonably possible to help the child stay in preschool. Referral Policy The following is a referral procedure for Norfolk Cooperative Preschool to refer a parent to seek appropriate social, mental health, educational, medical, dental, visual or hearing screening should the teachers feel that assessments for such additional services would benefit the child. 1.The educators at Norfolk Cooperative Preschool will inform the director of their concerns for particular children. 2. The educators will observe and record the child’s behavior and prior records before making a referral. 3. A meeting would be set up to meet with teachers, parents and the director. 4. A list of current resources will be shared with the parents at the time of the meeting. 5. Communication with the referral agency will be requested and along with outcomes of the screenings 6. Written plan will be put into effect for the child. In the event that a student or family needs assistance or services that NCP cannot provide, the Director will make every possible attempt to make the necessary referrals. The referrals will be within the student’s or family’s community whenever possible. If the appropriate referrals cannot be found within the home community, every attempt will be made to find assistance in surrounding communities. The Director will keep a list of prospective referrals with telephone numbers on the bulletin board next to the desk. 16 Norfolk Cooperative Preschool Norfolk Cooperative Preschool reserves the right to refer any party to an appropriate agency outside of the school when the Director or Staff cannot provide a needed or recommended service. All referrals made will be documented in the student’s file and the Director shall follow up with the family after making the referral. Developmental Screening: If a child is in need of a developmental screening per recommendations from of the child’s teacher, the parents will be advised to call the H. Olive Day school in Norfolk to have the appropriate screenings conducted. Abuse or Neglect Policy The Norfolk Cooperative Preschool shall report all suspected incidents of child abuse or neglect as required by M.G.L. c, 119 and D.S.S. 51A. The Norfolk Cooperative Preschool’s Director shall notify EEC immediately upon learning that a 51A report has been filed alleging abuse or neglect of a child while in the care of the Norfolk Cooperative Preschool. The Director shall notify the staff member reported of alleged child abuse or neglect, and remind the staff member of reporting procedures. The staff member shall be immediately suspended, without pay, and shall not be permitted to work directly with children at the Norfolk Cooperative Preschool, for a period of ten (10) days, or until the D.S.S. investigation is completed, and for such further time as the EEC. requires. The Executive Committee shall meet during the ten (10) day suspension period to consider further action. A valid finding of a 51A abuse or neglect by D.S.S. in the staff member’s case will result in the dismissal of the staff member. The Norfolk Cooperative Preschool shall cooperate in all investigations of abuse or neglect. All staff members employed by the Norfolk Cooperative Preschool are mandated reporters of suspected child abuse under Massachusetts General Laws, Ch. 119, sect. 51A. As such, any staff member who in her/his professional capacity has reasonable cause to believe that a child enrolled in the program is suffering serious physical or emotional injury resulting from abuse, or neglect shall immediately report such condition to the Director by oral communication and by making a written report within 48 hours after such oral communication. Said report shall contain the names and addresses of the child and his parents or other persons responsible for his care, the child’s age, sex, nature and extent of child’s injuries, type of abuse, maltreatment or neglect, and the times and circumstances under which the staff person became aware of the child’s injuries, suspected abuse or neglect. All circumstances and/or incidents influencing the staff member’s decision to file said report shall be documented in classroom observation logs and included in the written report (including previous injury reports, when applicable). The Director shall assume responsibility for notifying the Department of Social Services of the intent to file. Failure to report incidents of suspected child abuse is punishable by a fine up to $1,000. Any staff member who in good faith files a report as required shall not be held liable in any civil or criminal action by reason of such report, nor shall he/she be discriminated or retaliated against by his/her employer regardless of the outcome of the resulting investigation. Separation Anxiety Separation anxiety is normal and expected the first few days of school. We have dealt with quite a few cases, so please don’t worry or think you are the only one! Please see the enclosed “Dealing With Separation Anxiety” page for some separation anxiety tips! CONFIDENTIALITY All of the children’s files are kept in the strictest confidence in a locked file cabinet in the directors office and are updated quarterly. The child’s parent or legal guardian may only access the content of the file along with administrators and teaching staff with signed permission from parent or legal guardian. The children’s files may be available to regulatory authority upon request with signed consent from parent or 17 Norfolk Cooperative Preschool legal guardian. If you are concerned about a problem or incident concerning a child or children in the classroom, please bring it to the teacher’s attention and we ask that you not discuss it with other parents. If you would like to discuss it further, please do so with the Director and/or President of the Board of Directors. Suggestions/concerns related to policy or procedures should be submitted in writing to the Director and/or President of the Board. Volunteer Policy As we are a parent cooperative preschool each classroom will have a parent volunteer in the classroom daily. The following are the guidelines for the parent volunteer. 1. The parent volunteer will participate in an orientation during the parent night in September. 2. The parent volunteer must read and sign off on the parent handbook. 3. The parent volunteer will be given dates to volunteer in the classroom one month in advance. 4. The parent volunteer must complete a BRC records check. 5. The parent volunteer must be in direct visual supervision of and EEC qualified staff member at all time. Background Record Check Policy A Background Record Check will be performed on all new employees and parents before they begin employment or volunteer schedules in the classroom. The potential employee or parent will be informed of results of BRC. All BRC results will be kept in a locked cabinet. Only a person or persons receiving authorization as an EEC reviewer will review the BRC. EEC will be informed immediately if a BRC reviewer has left employment at which point a new application will be sent to EEC for approval of the new reviewer. The BRC will be conducted on or near the license renewal time for all current employees. The BRC will be conducted at the start of each school year for all incoming parent volunteers. The BRC for parent volunteers is good for two years. Norfolk Cooperative Preschool reserves the right to conduct a BRC at any time on any staff member or parent volunteer if the program receives information that may indicate a new review is appropriate. 18 Norfolk Cooperative Preschool DEALING WITH SEPARATION ANXIETY When a child experiences separation anxiety, it is a difficult time for both parent and child. More frequently than not, it is more difficult on the parent. It hurts to see your child so upset and scared. It is even harder to leave your child in that condition when you know he needs you. Remember that you are not abandoning your child. You are helping him build self-confidence and self-esteem in your absence. It is an essential step in your child’s development. Keep in mind that starting preschool is a transition that some children need extra time adjusting to. It does not mean that you made the wrong decision in sending your child to school. We want you to know that we care and would like to help you and your child get through this transition. We ask that you put your trust in the teachers to do all that they can to comfort your child and make him feel safe. As for what you can do to make this time easier on your child, we suggest the following: - Leave the house early and in a good frame of mind. - Send a family picture, favorite stuffed toy, or blanket to school with your child. - Tell your child ahead of time when you will say good-bye and stick to it! Say, “I will help you hang up your backpack, kiss and hug you, and then I will go home. (Leave even if your child is crying. The teachers will comfort your child.) Although we understand how hard it is to leave a child in tears, we believe it prolongs the separation process if you remain with the child and the problem will most likely continue to occur. If leaving your child in tears is something you are strongly opposed to, please consider sitting near the Director’s office and allowing her to slip in and out of the classroom so she may update you on your child’s situation. - If the teacher allows, get your child involved in an activity before leaving. - Do not sneak out of the classroom! It builds mistrust. - Give the child a concrete time when you will pick him up. (i.e. after recess) - Validate your child’s feelings rather than downplaying them. - Talk about what your child likes about school, but do not try to convince your child that he loves school if that is not how he is feeling at this time. - Invite a classmate over for a play date. - Read books at home about going to preschool. - Allow your child to overhear only positive aspects of his school experience. Try to discuss any concerns regarding school when your child is out of earshot. It may make your child feel good to overhear you saying how much you like his teacher, classroom, etc. after you attend open house. - Do not push the idea of friendships prior to school starting. For example, try not to say, “you’ll make so many new friends.” Let your child explore and build friendships at his own pace. Try saying, “you’ll get to explore and play with lots of interesting things!” 19 Norfolk Cooperative Preschool PARENT HELPER GUIDE Thank you for sharing your day with us! As a cooperative we depend on your help in many capacities. Your assistance is very valuable in the classroom. Plan to arrive five (5) minutes before class begins to give ample time to discuss daily activities planned by the teacher. Activity times will vary according to class and day. Parent helper schedules are prepared prior to the first of the month beginning in mid September. We understand that in some instances you may not be able to fulfill your scheduled time. In such cases, you are responsible for switching days with another parent from your child’s class. You are welcome to switch your scheduled time with another parent, however, please notify the director and the teacher about any change in the parent helper schedules. Enjoy the great feeling of having spent this special time with your child. We will also be asking the parent helper to clean off the tables, sweep the floor area and take out the trash on the way out to your car. This will help us save on our cleaning. We appreciate your help. Note: In addition to assisting during scheduled class time, participating families will also be asked to assist at special school events that may occur throughout the school year. Also, if you do not help when you were scheduled and you do not reschedule during the month, please do not take your participation credit for the month. SNACK As a parent helper in your child’s classroom it is your responsibility to provide a nutritious snack for the classroom, and ask that you keep nutrition in mind when preparing a snack. We appreciate your contribution to what is usually a favorite time of the school day. Due to an increasing number of children each year who have peanut/tree nut allergies, as a safety precaution NCP is totally PEANUT FREE every year. This means THAT ALL SNACKS IN ALL CLASSES AND ALL LUNCHES FOR THE 2 & 3-DAY EXTENDED CLASS AND STAY AND PLAY PROGRAM MUST BE PEANUT FREE AT ALL TIMES. Please also avoid bringing whole grapes, popcorn, pretzels, and raw carrots for children under 4 or any type of candy or high sugar foods. Your child’s teacher may have a suggestion, which might compliment the current theme of the classroom. Also, your child’s teacher will inform you as to the quantity to bring into the classroom. Please refer to the enclosed snack list for ideas. All leftover food is given back to the parent helper or is stored in a sealed container with the date of opening labeled. ****Please do not bring any hot beverages into the classroom. At NCP, we extend the opportunity for you to share your child’s birthday celebration in the classroom. The Parent Volunteer Schedule indicates the day on or close as possible to the day for you to participate in the classroom. Crackers: Graham crackers, animal crackers, Saltines, Ritz, Cheese Nips, Goldfish, bread sticks, rice cakes, Cheeseits. Fruit: Apples, bananas, oranges, strawberries, watermelon, pineapple (all fruit must come in whole and cut at school) Vegetables: Cucumber, green peppers, celery sticks (all vegetables must come in whole and cut at school) Miscellaneous: Gogurts, applesauce, yogurt shakes, packaged cheese slices, prepackaged veggies and dip Please Do Not Bring: Any item containing peanuts, peanut butter, peanut oil, whole grapes, popcorn, or any type of candy or high sugar foods.
