Classification Pavement Surfacing > Bitumen Surfacing Available grade Achieved Explanatory notes 1 The following legislation and requirements apply to this unit standard, and must be complied with: Hazardous Substances and New Organisms Act 1996; Land Transport Rule: Dangerous Goods 2005 (Rule 45001/1) amendment 2010 45001/2; The Safe Handling of Bituminous Materials Used in Roading – Code of Practice RNZ 9904:2006, Roading New Zealand, available for purchase at http://www.roadingnz.org.nz. 2 Assessment against this unit standard may be based on evidence from workplace and/or provider contexts. 3 Definitions Bituminous liquids means hot straight bitumen, hot cutback bitumen, hot polymermodified bitumen, and emulsified bitumen. Bulk, in relation to the transport of dangerous goods in the form of a liquid, means undivided quantities exceeding 450 litres. Company procedures refers to all documented policies, procedures, and methodologies of the candidate’s employer at the time of training including but not limited to those relating to health, safety, environment, quality, and operations. Evidence requirements 1.1 Hazardous goods classifications and placarding requirements for transporting bulk bituminous liquids are described in accordance with the Code of Practice RNZ 9904:2006 and Rule 45001/2. 1.2 Placarding requirements for tank wagons that change from one bituminous product to another are described in accordance with the Code of Practice RNZ 9904:2006 and legislation. 1.3 Placarding requirements for empty tanks that previously contained hot bituminous materials are described in accordance with the Code of Practice RNZ 9904:2006 and legislation. Range cleaned and degassed tank, tank containing product residue. Outcome 2 Describe and complete documentation for the transport and delivery of bulk bituminous liquids. Evidence requirements 2.1 Dangerous goods documentation folder is described in terms of location, access, and availability in an emergency. 2.2 Documentation contained in dangerous goods folder is described in accordance with the Code of Practice RNZ 9904:2006 and Rule 45001/1. Range 2.3 emergency procedure guide, dangerous goods declaration, schedule of quantities, placarding exemption certificate, burns card. Documentation is completed in accordance with the Code of Practice RNZ 9904:2006 and Rule 45001/2. Range evidence is required of cutback bitumen and one other. 2.4 Customer requirements for documentation are described in terms of product quantity, delivery date, and delivery location in accordance with company procedures. 2.5 Company documentation requirements are described in terms of costing, quality assurance, schedule of quantities, and blending certificate.
