Executive Manager Income & Prosperity (shared)
Direct line management of Economic Development Officer (SHDC),
Economic Development Assistant (SHDC), Technical Support & Claims
Officer (SHDC).
Responsible for the provision of Inward Investment for South Holland
Council, including the development and implementation of strategies,
programmes, policies and procedures that support delivery of the
Council’s priorities.

JOB PURPOSE:
1. To provide leadership for, and to develop the Council’s ambitions for
Inward Investment.
2. To support the Executive Manager Income & Prosperity to give
effective, visible leadership and vision to South Holland District
Council.
3. To co-ordinate and manage the activities associated with Inward
Investment, aligning these to cross cutting corporate priorities of the
authority.
INDIVIDUAL
RESPONSIBILITIES:
1. To assist the Executive Manager Income & Prosperity through the
provision of strategic advice in relation to the development of plans
and policy that are specific to Inward Investment.
2. To provide the leadership and vision necessary to coordinate the
activities of the Inward Investment services to drive forward the
organisation’s key priorities through the effective management of
resources, including contract management, and by ensuring that
opportunities for improving the service are maximised.
3. To ensure that the Council has a strong focus on customer service
and needs.
4. To lead and direct the Council regarding matters of Inward
Investment in line with changing legislation and governance of public
services, and to advise and prepare the Council for future changes.
5. To articulate and deliver an inward investment business
development and support service, and initiatives that stimulate
enterprise. 6. To develop and maintain a detailed understanding of grants and
initiatives available to support the economic growth of the district
and to effectively promote these to local businesses.
7. To establish and maintain effective working relationships with
businesses in the district and support their ongoing prosperity.
8. To work with partner organisations and in particular with the Local
Enterprise Partnership to investigate and prepare funding
submissions to secure support for projects.
9. To develop strong meaningful partnerships with local business,
community and other interests including funding agencies. 10. To lead the development and implementation of inward investment
projects.
11. To maintain an overview of local, county and national trends in
respect of public sector inward investment.
12. To provide specialist, high-level, technical advice and guidance to
senior managers, members, colleagues on matters of inward
investment.
13. To provide strategic leadership to develop and implement
opportunities for innovative and new ways of working, including
shared service arrangement and/or income generating initiatives.
14. To actively promote and contribute to the development of major
Council initiatives as directed by the Executive Manager Income &
Prosperity.
15. To assist the Executive Manager Income & Prosperity in the
monitoring and management of relevant service budgets.
16. To manage the performance of the relevant staff and coaching them
to high achievement through both performance objectives and the
competency framework.
17. To work positively, effectively and collaboratively with partner
organisations for mutual benefit and to deliver the outcomes
required by the Council’s priorities.
18. Responsibilities will also include writing reports, attending meetings
(internal and external) giving presentations, and working to tight
deadlines. A flexible approach to working hours will be essential to
successfully manage the demands of the role.

responsibilities may be changed depending on the strategic and
operational circumstances of the District Council.
