Rules and Regulations Concilium Toxicologicum Introduction Professionals in the area of toxicology can have their professional skills registered in a national registry of toxicologists, if they meet specific requirements on education and experience. The registration is based on the Rules and Regulations of the Netherlands Society of Toxicology. The requirements for registration have been laid down in the “Besluiten” of the Concilium Toxicologicum (see below). Requirements have been formulated for board certified toxicologists, supervisors as well as for candidate toxicologists. This document is a translation of the Rules and regulations. Please note: In case of dispute or disagreement the Dutch version of the Rules and Regulations will be legally binding. Besluit 1. Requirements for registration as research toxicologists The research toxicologist must have the following knowledge and competences: 1. A general overview of the complete field of Toxicology, conform the curriculum of the Post-graduate Education Toxicology (PET) (http://www.toxcourses.nl/). This consists of: A. Compulsory/mandatory courses 1. General Toxicology 2. Molecular Toxicology 3. Cell Toxicology 4. Pathobiology 5. Organ Toxicology 6. Introduction Laboratory Animal Science 7. Epidemiology 8. Ecotoxicology 9. Risk Assessment B. Optional courses A selection of at least three of the following courses: 1. Medical and Forensic Toxicology 2. Occupational Toxicology 3. Food Toxicology 4. Immunotoxicology 5. Reproduction Toxicology 6. Mutagenesis and Carcinogenesis 7. Toxicogenomics 8. Risk Communication 9. Regulatory Toxicology 2. Information regarding the content, duration, schedule, and other details of the courses from the Post-graduate Education Toxicology can be found on the web site of the PET (http://www.toxcourses.nl/). Proven broad scientific research experience with a toxicological focus with a minimum duration of four years, judged adequate by the Registration Committee Toxicology. The research has resulted in at least four publications in internationally recognised scientific peer reviewed journals, as well as in a successful PhD thesis. 4. The research toxicologist must be able - to lead and be responsible for scientific toxicological research; - to advice on research policy on toxicological topics; - to act as an expert for authorities, regulatory bodies, or the ministry of Security and Justice, regarding result/reports generated under his responsibility as well as regarding results/reports originating from third parties. The registration will be valid for a period of five years. Renewal of registration can be requested as stated in “Besluit” 6. Besluit 2. Proven broad scientific research experience in at least one of the fields of interest of applied toxicology with a minimum duration of four years, judged adequate by the Registration Committee Toxicology. The fields are: 1. Risk Evaluation and policy advice on chemicals 2. Regulatory Toxicology 3. Food Toxicology 4. Veterinary Toxicology 5. Drug Toxicology 6. Occupational Toxicology 7. Environmental Health 8. Ecotoxicology 9. Forensic and Clinical Toxicology (medical, analytical) 10. Toxicological Pathology 3. The expert in applied toxicology must be able: - to lead and be responsible for consultancy and reporting on the full width of a minimum of two fields of toxicology as mentioned under 2; - to act as study director for toxicological (contract)research; - to direct research and consultancy in at least one of the fields of toxicology as mentioned under 2; - to act as an expert for authorities, regulatory bodies, or the ministry of Security and Justice, regarding result/reports generated under his responsibility as well as regarding results/reports originating from third parties. The registration will be valid for a period of five years. Renewal of registration can be requested as stated in “Besluit 6”. Besluit 3. Requirements for supervisors The supervisor must be a PhD and have been registered as a toxicologist for at least ten years. Supervisors based in toxicological research, affiliated to a university or a similar institution, must be employed in the field of toxicology for more than 70% of the time (at least 0.7 fte). They must be a full professor, a guest professor or an extraordinary professor. Moreover they need to have recent or current experience in supervising PhD students. Their expertise must cover at least two fields of toxicology as mentioned in “Besluit 2.2”. Supervisors in the field of applied toxicology need to have extensive (more than 10years) experience in the field of applied toxicological research and/or consultancy. Their expertise must cover at least two fields of toxicology as mentioned in “Besluit 2.2”. They must be a PhD and have broad experience in supervision of toxicological research in an applied environment. They are experienced in research management and/or in supervising toxicologists who (mainly) work as policy consultants. Candidates for registration as Applied Toxicologist will be assigned to a Supervisor from a field of applied toxicology that is (closely) related to the field in which they will be trained. August 2012 3 Rules and Regulations Concilium Toxicologicum A request to be appointed as a Supervisor must be submitted to the Registration Committee (RT) of the NVT. Registration as a Supervisor needs to be renewed every five years. For renewal of registration as supervisor, the same criteria apply as defined for registration, with the additional requirement that a Supervisor in the preceding five years must have mentored at least two candidate toxicologists. Requirements for (members of) the Training Faculty The requirements for the chairman of the Training Faculty (the supervisor) are described in Besluit 3. For the other members of the Training Faculty the following requirements apply: - Each member must be a board certified registered toxicologist for at least five years. - The member works in a (sub)field of toxicology that is closely related to the field in which the candidate receives his practical training. - The member must be able to judge the candidate’s performance and whether he meets the final terms. - They have experience in leading working groups within their own firm or institute. - They are allowed to give (un)solicited advice regarding the training plan. Entrance criteria for candidate toxicologist The candidate has completed university education or HBO successfully (diploma present). A master in a medical, biological, veterinary, biochemical or pharmaceutical field provides the most suitable background for the training program. Deficiencies in basic knowledge in anatomy, histology, physiology, cell biology and chemistry (biochemistry, organic chemistry, analytical chemistry) will require supplementation as requested by the RT; this will become part of the training plan. Besluit 6. Renewal of registration. To guarantee a continuous registration, a candidate needs to apply for renewal of the registration at least three months before the registration will expire. For renewal of the registration the professional activities of the candidate must have been within the field of toxicology (see Besluit 6a and 6b). For those whose professional activities are mainly in the field of toxicological research, the RT will assess whether these activities are reflected in regular publications of research results in scientific journals, in scientific presentations and/or in acquiring funding for their research. If needed the RT, may formulate requirements to obtain sufficient professional competence, as stated in Besluit 1. For those whose professional activities are mainly in the field of applied toxicology the RT will assess whether they meet the requirements of professional competence as defined in Besluit 2.2 and 2.3. If needed the RT, as stated in Besluit 1, may formulate requirements to obtain sufficient professional competence. When requirements defined in this resolution (Besluit) are not met, the RT has the option to make the renewal conditional. Besluit 6a. Requirements for renewal of registration of the research toxicologist Proven research experience with a time commitment of 16 hours per week or about 90 working days per year in the preceding five years with a toxicological focus, judged adequate by the RT. This research must have resulted in at least five publications as author or co-author in internationally recognised peer reviewed journals. Proven activities in the preceding five years, judged adequate by the RT, in the complete field of toxicology, like participation in congresses, courses, national or international advisory boards. Besluit 6b. Requirements for renewal of registration of the applied toxicologist Proven experience with a time commitment of 16 hours per week or about 90 working days per year in the preceding five years in the field of applied toxicology, judged adequate by the RT. This work must have resulted in reports, written opinions or publications. The renewal of registration will be valid for a period of five years, after which one can again apply for renewal. Supervisors. At the moment there are about 15 toxicologists who are registered as Supervisors. They can assist in the process of registration. Forms.
