Saving of £16,500 pa through ceasing independent monitoring of Hackney’s cleanliness
by Keep Britain Tidy.
2. Who are the main people that will be affected? Consider staff, residents, and
other external stakeholders.
This is currently an external contractual arrangement and the impact affects Keep Britain
Tidy.
3. What research or consultation(s) have been carried out? Please provide
more details, together with a summary of what you learned.
The decision to propose this saving derives from the withdrawal of National Indicators,
particularly NI 195 and the growing number of London boroughs undertaking their own
cleansing inspections or to contract other consultants for either financial or performance
issues. Hackney has had eight years of independent monitoring by Keep Britain Tidy and
scores in 2010/11 were the best received to date. London specific benchmarking
information has been available to us through the arrangement with KBT but last year only
12 Boroughs had independent KBT monitoring and the figure could be as low as 6 in

2011/12 including Hackney. Hackney officers already undertake monitoring to the
required standards and there is confidence that internal monitoring very closely matches
the KBT out-turn. Hackney will remain a member of the London Network to share general
benefits of working regionally and nationally with KBT.

The ceasing of KBT inspection will remove independent monitoring by a professional and
well regarded authority on local environmental quality. However, monitoring of standards
will continue using internal resources and feedback from residents and other
representative groups living and working in Hackney eg. through Street-Leaders and
CAPs will still provide an independent view on local environmental quality. Joint working
with other boroughs will also be viewed as an option.

Funding relies on a proposal being submitted and considered suitable for 2011/12
onwards. FinFuture has not put forward a proposal as a result of a lack of support from
Islington and Haringey.

reduced, the standards will still be sufficient to meet operational needs.

A recent joint procurement exercise conducted through the London Waste & Recycling
Board achieved savings on food waste containment as part of the estates recycling
initiative. The NLWA Boroughs (including Hackney) are also working together on a
regional procurement exercise.

Comment : The impact on the service is positive as this project ensures that the Council
is acting more efficiently and will be able to respond in a more timely manner to street
lights not working. There will be no impact to the public as there will be no visible change
to the service delivery.
