Division: Public Realm Ref: HCS4 Cabinet Member: Cllr Demirci London Borough of Hackney Equality Impact Assessment Form Title & Purpose of Equality Impact Assessment Ceasing of Keep Britain Tidy Inspections - £16.5K Officer Responsible: (to be completed by the report author) Name: Mark Griffin Ext: 3680 Directorate: H&CS Department/Division: Waste Strategy The assessment must be reviewed and agreed by the relevant Assistant Director, who is responsible for ensuring it is made publicly available and is in line with guidance (staffroom.hackney.gov.uk/equality-impact-assessments.htm). Assistant Director: Date: Comment : PLEASE ANSWER THE FOLLOWING QUESTIONS: 1. Please summarise the service, function, policy, initiative or saving. Describe the key objectives and outcomes you expect. Make sure you highlight any proposed changes. Saving of £16,500 pa through ceasing independent monitoring of Hackney’s cleanliness by Keep Britain Tidy. 2. Who are the main people that will be affected? Consider staff, residents, and other external stakeholders. This is currently an external contractual arrangement and the impact affects Keep Britain Tidy. 3. What research or consultation(s) have been carried out? Please provide more details, together with a summary of what you learned. The decision to propose this saving derives from the withdrawal of National Indicators, particularly NI 195 and the growing number of London boroughs undertaking their own cleansing inspections or to contract other consultants for either financial or performance issues. Hackney has had eight years of independent monitoring by Keep Britain Tidy and scores in 2010/11 were the best received to date. London specific benchmarking information has been available to us through the arrangement with KBT but last year only 12 Boroughs had independent KBT monitoring and the figure could be as low as 6 in PRR1 1/6/11 1 Division: Public Realm Ref: HCS4 Cabinet Member: Cllr Demirci 2011/12 including Hackney. Hackney officers already undertake monitoring to the required standards and there is confidence that internal monitoring very closely matches the KBT out-turn. Hackney will remain a member of the London Network to share general benefits of working regionally and nationally with KBT. 4. Equality Impacts Initiatives will have different impacts on different equality groups. You must consider the ways in which the initiative may positively or negatively affect each of the different protected groups, using evidence (such as consultation data, monitoring reports and research information) to support your analysis. The protected characteristics you must consider are: age disability gender reassignment pregnancy and maternity race religion/belief sex sexual orientation. Please also consider whether there are other specific groups in the community – for example, carers, who may be affected. If the initiative will have an impact on residents or stakeholders – please also consider whether it will affect good relations and cohesion - people from different backgrounds living and working together comfortably? For example: might it bring people from different backgrounds together; support residents to get involved in their local community or area; build trust and confidence in local organisations and services; or risk tension or conflict between different groups of people. 4 (a) What positive impact could there be overall, on different equality groups, and on cohesion and good relations? The ceasing of KBT inspection will remove independent monitoring by a professional and well regarded authority on local environmental quality. However, monitoring of standards will continue using internal resources and feedback from residents and other representative groups living and working in Hackney eg. through Street-Leaders and CAPs will still provide an independent view on local environmental quality. Joint working with other boroughs will also be viewed as an option. 4 (b) What negative impact could there be overall, on different equality groups, and on cohesion and good relations? PRR1 1/6/11 2 Division: Public Realm Ref: HCS4 Cabinet Member: Cllr Demirci Where you identify potential negative impacts, you must explain how these are justified and/or what actions will be taken to eliminate or mitigate them. These actions should be included in the action plan. No negative impacts are foreseen.
