BEHAVIORAL HEALTH CLINICAL SUPERVISOR I/II
DEFINITION
Under general direction, plans, organizes, supervises and participates in a multidisciplinary
behavioral health staff team engaged in providing assessment, referral, authorization and
treatment services; performs other job work as required.
CLASS CHARACTERISTICS
Assignments include intake and evaluation of individuals requesting behavioral health services for
mental health or chemical dependency issues, supervision of staff providing direct services and
coordination of direct and contracted service delivery. The Supervisor II class is distinguished from
the I by possession of a license as a Clinical Social Worker; Marriage and Family Therapist; or
Clinical Psychologist
EXAMPLES OF DUTIES (Illustrative Only)











Plans, organizes and supervises the work of a team of multi-disciplinary behavioral health staff
engaged in the delivery of services;
Provides direct and indirect behavioral health services in outpatient clinics, homes, schools,
and community settings in the provision of assessment, treatment planning and case
management services;
Discusses or interprets departmental rules and programs to staff and public;
Assists and participates in the development of in-services staff development programs;
Conducts studies and provides casework services for selected cases and programs;
Works with other supervisors in coordinating the activities of professional and technical staff,
advises management of problems;
Interviews complainants and makes adjustments, if necessary; in service delivery;
Assists in the development of community resources;
Receives and prepares correspondence and prepares reports;
Evaluates the performance of personnel and takes appropriate action;
Facilitates, monitors and supervises daily program operations; consults with management and
advises on specific case and operational problems, including crisis situations
QUALIFICATIONS
Knowledge of:
• Theories, principles, practices and techniques of mental health treatment including clinical
interviewing, assessment, diagnosis, crisis intervention, individual and group therapy and
counseling
• Psychological, physical and social aspects and characteristics of mental illness, emotional
disturbances and chemical dependency
• Laws, rules, regulations and procedures governing mental health services in relevant
program areas

Principles, practices, procedures and operations of Managed Care programs
County and community mental health systems of care, community resources and related
services
Resources available in the region for referral for specific services or programs.
Basic psychiatric terminology and treatment methods, including uses and effects of
psychotropic drugs
Techniques of supervision, training and of casework consultation to staff members
Skill in:
• Effectively assessing and evaluating mental health status, developing treatment plans,
making appropriate referrals, and providing therapy for individuals, groups and families
• Evaluating mental health service needs and providing and authorizing services
• Providing ongoing therapeutic support and case management services
• Communicating and coordinating services with other county and community agencies
• Responding appropriately in crisis intervention situations
• Evaluating the treatment decisions of other clinicians for appropriateness and
conformance to Managed Care requirements
• Understanding and applying laws, rules, regulations, policies and procedures of mental
health programs, services and treatment methods
• Working cooperatively and effectively as a member of a team, as well as independently
without close supervision
 Exercising sound independent judgment within established guidelines
• Preparing clear, accurate, timely and complete clinical documentation in accordance with
requirements of regulatory and funding agencies
• Establishing and maintaining effective working relationships with those contacted in the
course of the work
• Working in, and with individuals from, various cultural, physical, behavioral and
environmental settings, including those who may be hostile or volatile
Ability to:
• Plan, assign and supervise the work of others
• Apply effective interpersonal skills
• Develop and maintain cooperative relationships with community groups and resource
agencies
• Present oral and written reports concisely and clearly
• Analyze a situation accurately and adopt an effective course of action
Education and Experience:
Equivalent to a Master’s or earned Doctorate degree from an accredited college or
university in psychology, counseling, psychiatric social work, or a related behavioral
science AND three or more years of professional experience as a clinician in a

relevant behavioral health and/or alcohol/drug program, preferably including lead or
supervisory experience.
Licenses and Certificates:
Pursuant to Section 5600 of the Welfare and Institutions Code, must possess a valid
California license as a Clinical Social Worker; Marriage and Family Therapist; or Clinical
Psychologist. Waivers may be granted to the extent necessary to qualify for licensure, in
accordance with regulations. Persons appointed as Behavioral Health Clinical Supervisors
under license waiver shall be designated as Behavioral Health Clinical Supervisor I and paid
accordingly. Only persons qualified for the Nevada County Behavioral Health Therapist II
classification will be considered for appointment as Behavioral Health Clinical Supervisor I.
Possession of a valid California driver’s license within 30 days of hire.
Physical Demands and Working Conditions:
Mobility and manual dexterity to work in a standard office environment and use standard office
equipment; mobility to travel to and participate in counseling sessions and therapeutic activities in
homes, schools and community settings; vision to read handwritten and printed materials and a
computer screen; hearing and speech to communicate in person and by telephone.
