Minutes of a Meeting
of Loddon Parish Council
held in The Library Annexe
on Thursday 10 February 2011 at 7pm
Present: Councillors Jane Hale, Sarah Morris, Linda Wilson, Dorothy Jones, Michael
Roe, Rod Williams, Alan Counter, June Strickland, Judith Gray and Margaret Wallace.
Also present were Christine Smith (clerk), Sue Sursham (RFO), County Councillor
Adrian Gunson, District Councillor Colin Gould, PCSO Donna Boggis and 10 members
of the public

Welcome – The chair and welcomed those present

Apologies – none
177.
Declarations of Interest – Cllr Linda Wilson declared a financial interest in
agenda item 12 (Old Town Hall) and Cllr Alan Counter declared a personal
interest in agenda item 21 (Church fete)
178.
Previous Minutes – the minutes of a meeting held on Thursday 13 January 2011
were circulated, APPROVED and signed by the chairman.
179.
Resignation – the council noted the resignation of Cllr Angela Gibson and
AGREED not to co-opt to fill the vacancy (under the six month rule) as elections
were due in May

Police Report – PCSO Donna Boggis reported that there had been a low
number of calls and six recorded crimes in the parish since the previous meeting.
Members of the public in attendance reported that they were currently
experiencing an unacceptable level of anti-social behaviour in their
neighbourhood and detailed various incidents during the past two months. The
clerk would write to the local police sergeant demanding an action plan on how
the police would deal with this problem.
181.
Planning Decisions – the following decision, which was received after
publication of the agenda, was noted:
a) 2010/2074/F – land adjacent to Browne & Sons Ltd., Little Money Road,
Loddon – Framingham House Investments Ltd. – Extension of time limit to
planning permission 2008/0282/F for extension of motor vehicle garage,
vehicle sales and storage areas – APPROVED with conditions, delegated.

Planning Applications – The council considered the following planning
applications; [In order to minimize light pollution the parish council recommended
that any outdoor lights associated with any of the applications below should be:

i) fully shielded ii) directed downwards iii) switched on only when needed iv)
white light low energy lamps and not orange or pink sodium sources]
a) 2011/ 0039 – listed building application for retention of alterations consisting
of: five enlarged roof lights; wooden cladding to internal face of the roof;
double glazed window in north elevation; internal stud partition wall;
covered link to the dwelling house; two new flues; double doors in west
elevation – APPROVE; the council noted that the covered link looked very
temporary and suggested that a more solid construction would be
preferable and the window in the north elevation would be improved with
Georgian panes to match other windows in the property.
183.
Planning Correspondence – The following items were received and NOTED:
a) South Norfolk Council – proposal for replacement timber window to match
existing and installation of new secondary windows internally at 48 High
Street – application withdrawn
b) South Norfolk Council – confirmation that trees removed from area at the
junction of Sandy Lane and the A146 were not the subject of an
enforcement notice and the land owner was not required to replant a copse
on the site
c) South Norfolk Council – notification that a boat, trailer and towing caravan
which were being stored on land to the rear of the Fire Station, Loddon in
breach of planning regulations had been removed.
The meeting was adjourned at 7.50pm for public participation and reconvened at
7.53pm
184. Chairman’s Report – the chair reported that she had attended the AGM of the
Jubilee Hall Management Committee and that all was satisfactory. She also
reminded those in attendance that the Annual Parish Meeting would be held
before the next meeting of the parish council on Thursday 10 March and reports
should be submitted to the clerk by 2 March.
185. Training Policy – the parish council ADOPTED the training policy as circulated.
186. Old Town Hall – this item would be carried forward to the next meeting.
187. Use of Old Hockey Field - the council AGREED in principle to a request from
Medicentres to access a gas supply via the Old Hockey Field. The clerk would
negotiate terms.
188. Village Green Status – the council considered information submitted by a
parishioner that a piece of land in Beccles Road could be eligible to receive
Village Green status. Further information would be sought and the matter
discussed further at the next meeting.
189. Audio Town Guides – Cllr June Strickland reported that the project was
progressing and that Loddon History Group was keen to get involved.

190. Village Name Signs – after considering a quote for supply and installation of
village name signs it was AGREED that no action would be taken.
191. Finance Report – a report was circulated, APPROVED and signed by the chair
and the RFO.
192. Councillors’ Reports – Cllr Michael Roe reported that ten cherry trees had been
planted on the Old Hockey field and that the tarmac had not been reinstated
around the bases of the newly installed street lights in near the Hobart school –
County Councillor Adrian Gunson would pursue this.
Cllr Dorothy Jones stated that the Loddon Day Centre had a new organizer and
was awaiting confirmation of continued funding. She added that the hedge
adjacent to Little Money Road was full of rubbish – District Councillor Colin Gould
would arrange for this to be cleared.
Cllr Linda Wilson reported that the publicized Crime Prevention Surgery due to
be held in January did not take place due to the non-attendance of the police.
Another surgery was arranged at short notice, but due to a lack of publicity was
not well attended by the public.
193. County Councillor’s and District Councillor’s Reports – County Councillor
Gunson’s report was as circulated and was noted. He added that the filling of a
ditch in Pyes Mill Road had been investigated by the Environment Agency. It
was confirmed that the ditch had been piped before filling and so no further
action would be taken. District Councillor Gould tabled a report on a recent
meeting he had attended to discuss the development of the former Ex-Press
Plastics site. He added that Chedgrave parish council was continuing to
investigate ownership of the Millennium Gardens and the Environment Agency
had stated that a report on the plans for the River Chet flood defences would be
published in the near future.
194. Council Elections – the parish council was advised on the timetable for the
parish and district elections to be held on 5 May 2011.
195. Village Fetes and Community Events – it was AGREED that the parish council
would support any community events to be held in 2011 by loaning marquees
and other equipment to the organizers at no charge.
196. Correspondence – A list of significant correspondence, which had been
previously circulated, was NOTED.
197. Date of Next Meeting – confirmed as Thursday 10 March 2011 following the
Annual Parish Meeting at 7pm in the Library Annexe.
