CHECKLIST FOR ZONE CAPTAINS

Note: Please use this checklist during drills and emergency evacuations as
guidelines to follow. Compile this checklists along with Building Coordinator and
Floor Warden checklists and retain for documentation. If EOC is activated,
provide copies to EOC Zone Coordinator for submittal to Documentation Unit.

1. Don vest. Tune 800MHz radio to Zone 3 (or C), Channel 14.
Grab additional emergency equipment.
2. Establish Zone Command Post at on-scene incident
command post or pre-designated location.
3. Establish contact with Field Incident Commander. Participate
in incident assessment.
4. Establish contact with Building Coordinators. Determine
communication channels – runners, phones, radios, others.
5. Monitor building evacuations to Assembly Areas.
6. Select recorder to maintain an information log tracking all
events (who, when, what, where).
7. Receive preliminary reports from Building Coordinators.
8. If EOC is activated, summarize reports and submit
Emergency Status Report to Zone Coordinator. If EOC is not
activated, provide update to Field Incident Commander.
9. Look after safety of evacuees in the Assembly Areas. Gather
and respond to resource request from BC’s as necessary.
10. Do not allow anyone to re-enter buildings if any unsafe
condition is suspected, or as directed by emergency

responders. Work with UCIPD and Field Incident
Commander to establish perimeter as needed.
11. Maintain communications with Zone Coordinator, Field
Incident Commander and BC’s regarding status of event.
Compile and submit revised Emergency Status Reports to
Zone Coordinator as necessary. Work with BC’s to keep
evacuees informed as much as possible.
12. If Campus Search and Rescue teams are activated, serve as
point-of-contact for zone activities. Provide briefings on
current status and receive reports as teams complete
activities.
13. If Damage Assessment/Inspection teams are activated, serve
as point-of-contact for zone activities. Provide briefings on
current status and receive reports as inspections are
completed.
14. Coordinate re-entry of building when “all-clear” notice is given
by Zone Captain or other designated emergency responder.
15. Request release of duty from the Zone Coordinator. If
emergency is continuing, hand-off vest and other equipment
to replacement and provide briefing.
16. Post-event – Document any other observations related to this
incident worth reporting.
17. Post-event – Facilitate or participate in debriefing and
development of action plan based on successes and lessons
learned.
18. Post-event - Replace vest, emergency equipment. Replenish
supplies as necessary.
