Project implementation duration: 2 years. 7 .The background and necessity of the project: Management Board of Western Yen Tu Area Nature Conservation came into operation in 2002 , with the main task is managing , protecting , developing and using natural resources rationally, protecting the biodiversity of animals and plants as well as precious genetic resources of Vietnam and the whole world, stabilizing people's life in the area . The detailed data on flora and fauna resources so far mainly bases on the results of preliminary investigations, which is considered as the basis for the establishment of the area. Recent survey results have added more figures of biological diversity of the current resources. However, there are still many factors yet to be fully collected, on both species composition and distribution of their status, especially international conservation importance species. Therefore, the study of the status of rare flora and fauna as a basis to propose conservation solutions are necessary and urgent. 7 . The goal of the project - Long-term goal: contributing to the conservation of biological diversity of ecosystems northeastern Vietnam. - Short-term goal: conserving and developing current existing plants and animals; investigating the current status, recovering rare plants and animals which are in danger of extinction. 8. Items and tentative allocation of project resources No Items Expense (VND) 1 Investigating the situation 4,200,000,000 2 Setting up programs and projects implemented 2,730,000,000 silvicultural items and restoring forest ecosystems 3 Awareness Training, common law institutions for 525,000,000 community 4 Rare flora and fauna conservation Solutions 525,000,000 Total 7,980,000,000 9. Tentative source of financing for the project - NGOs aid capital: 7,182 billion VND, equivalent to $ 340,702 - Reciprocal Capital: 798 million VND, equivalent to $ 37,856 The Reciprocal capital sources are mobilized from provincial government budget and miscellaneous resources. 10. Preliminary study of project feasibility The project “Research situation and conservation solutions for rare flora and fauna species" at Western Yen Tu Nature Conservation is feasible if early invested by aids from foreign NGOs and a part of local reciprocal capital. The implementation solutions are in accordance with the actual situation and have high effectiveness. The project receives full support of the people and local government. Besides, the implementor has much experience in the managing and implementing other projects. 11. Preliminary evaluation of project effectiveness When the project is completed, the Management Board of Yen Tu Nature Reserve will capture the full list of species, discover rare genetic resources and distribution map of species. Since then, the conservation solutions will become more practical and effective. Once the programs and projects on implementation silvicultural items and forest ecosystem restoration are done, the value of the forest will be constantly improved. The educational activities to raise awareness for the community are implemented under various forms. This schedule will provide an opportunity for the Management Board and the local community to identify the demand for resource and forestry access issues, which are closely related to the management and protection of forest resources.
