INFORMATION FLYER Second Flyer, January, 2008 Good Day, 1. Treasurer’s Call for Budget Submissions: Thanks to Craig Ross from Penrith City Council for the following: “New Treasurer Calls for Community Input into Budget Today I call on families, individuals, business and community groups to submit their ideas for the Government’s first Budget, as we go about meeting the big economic challenges Australia faces. These challenges include fighting inflation, tackling climate change and securing water, making our workforce the most highly skilled in the world, lifting workforce participation and productivity in the face of an ageing population, delivering modern infrastructure and a world-class broadband network, and ending the blame game between federal and state governments. They are challenges that can only be met by focussing squarely on the future, and investing in the productive capacity of the economy – that’s our priority. Community views are critical considerations for the Government when forming its policies. That is why I am seeking public submissions regarding priorities for the 2008-09 Budget. In order to allow views to feed into the Budget process, I ask that interested parties lodge submissions as soon as possible, and before Friday, 18 January 2008. Lengthier submissions should ideally include an executive summary of no more than two pages, and be accompanied by an electronic version, either on disk or CD, or emailed in Microsoft Word or Adobe Acrobat format. Submissions should be forwarded to the address below: Budget Policy Division Department of the Treasury FMA Information Flyer, Second 2008 Flyer, January, 2008 Page 1 of 3 Langton Crescent PARKES ACT 2600 Or email to: prebudgetsubs@treasury.gov.au Contact officer: Penny Sirault Telephone: (02) 6263 3725” The FMA is putting a submission in regarding the need for .Retention of a federal flood mitigation/management program Funding required for Flood Management That the cost of Flood can be mitigated That all Flood Management Activities should be eligible for funding A DRAFT Copy of the FMA submission is attached for your information and use. Remember that if your Council has placed a submission before the Treasurer, that when placing submissions before the bureaucracy that you always need to send a copy of your Council’s submission to your local parliamentary member(s). The FMA requests/suggests that you ensure that Flood Funding features in your Council submission. 2. 2008 Annual Conference. Thanks to all who have already registered and to those who have made early submissions. THIS WILL BE A GREAT AND EXCITING CONFERENCE WITH THE FMA BOOK BEING LAUNCHED, THE UTS EDUCATION PROGRAM LAUNCH, EXCELLENT OVERSEAS KEYNOTE SPEAKERS AND SOME INTERESTING ISSUES TO BE DISCUSSED AT THE AGM......YOU NEED TO BE THERE TO PARTICIPATE, IT IS YOUR FMA Some Reminders: Registrations For Conference (26th-29th February, 2008) and Workshop (26th February) For details www.iceaustralia.com/fmawollongong AGM Agenda Items are now due Motions regarding the Constitution are now due Nominations for Executive Member – Planning are now due. Nominations for 2010 Conference Host are now due. Please do not leave these matters to the last minute 3 Has Your Council Area Experienced Flooding in 2007 or 2008? As stated last Flyer “The federal department has undertaken a review of the NDMP, what this review will bring is unknown. The FMA has not been given any direct input into the review, but had on several occasions raised issues of concern with the previous minister. The FMA is seeking to meet with the new Federal Minister and will be raising the issues previously raised”. It would not be wise for Councils to believe that any funding for Flood Mitigation/Management is secure. It is essential that representations to local members and the Minister be made now. The FMA Executive urges all Councils who have experience flooding during 2007 and 2008 to write to their local parliamentary members (both Federal and State) FMA Information Flyer, Second 2008 Flyer, January, 2008 Page 2 of 3 outlining the costs of flooding to the community in social and economic terms, the benefits of flood management and where there are outstanding projects the funding needed by your community whether it be associated with Flood Studies, Flood Risk Management Plans, Mapping , Voluntary Purchase, Flood proofing, Land Use Planning, Flash Flood Warning, Emergency facilities or the provision of Infrastructure. It is essential to get Members of Parliament engaged in the flood issue.....it is essential that local members understand that Flood Management encompasses consideration of the Environment, Social, Economic aspects and is simply not an “infrastructure only” approach. If you have experienced flooding in the recent past, help all members by engaging your local parliamentarians. Please remember to keep the Executive abreast of your situation so that you can be supported in FMA representations. 4 DECC Guidelines. Duncan McLuckie has advised that the following: “A list of released DECC floodplain risk management guidelines is given below. Floodway Definition Temporary/Relocatable Flood Barriers Rainwater Tanks Drainage Systems Behind and Through Levees Flood Emergency Response Planning Classification of Communities SES Requirements from the FRM process These are to be considered in context, ie, the development and implementation of floodplain risk management plans by councils through the floodplain risk management process. They are therefore available through the DECC floodplain risk management staff dealing with specific projects/councils. Alternatively email requests can be directed to duncan.mcluckie@dnr.nsw.gov.au” 5 2009 Annual Conference Just to prove that the 2008 Annual Conference is at hand, I have attached the first flyer for the 2009 conference at Albury.
