Factories such as match factory, tile factory,
cold storage plants, fire works manufacturing,
explosive manufacturing units, tobacco grading
and threshing units, solvent extraction plants,
cotton, jute dyeing and printing paper, saw
mills, timber units require NOC/Licence from
Fire Service department.
Units attracting provisions of manufacturing
and storage of hazardous chemical rules 1989,
the details of hazardous processes, the
maximum quantity of chemicals stored in the
premises and material safety data sheets of all
chemicals, hazard analysis and risk assessment
report and on site emergency plan be enclosed
to the application along with CFE of TSPCB.
Clearance from the explosive authorities is
necessary wherever materials attracting the
provisions of explosives act are handled
/processed/stored.
If there are residential development near or
around the site with in the radius of 400 mts,
the applicant has to furnish NOC from
residents/local authorities.

GUIDE LINES FOR REQUIRED DOCUMENTS FOR TECHNICAL APPROVAL OF INDUSTRIAL
BUILDINGS UNDER SINGLE WINDOW SYSTEM AT HMDA U/S 20 OF THE HMDA ACT-2008
TECHNICAL ASPECTS:
1. Land Use Certificate issued by HMDA, as per the notified master plan.
2. Layout Copy in case the site is part of approved layout.
3. Revenue Sketch issued by the revenue authority by showing the site U/R with in
Sy.No’s. in case site is not a part of approved layout / gram Panchayat layout.
4. Agriculture to Non-Agriculture conversion certificate issued by the revenue authority
in case site is not a part of approved layout.
5. In case the site is located near any water body NOC along with Sketch issued by the
irrigation department showing the respective site with distance from the FTL
boundary with tank position to the site location.
6. Photographs of the site and established BT approach road.
7. NOC from the National Airport Authority (NAAI) for Building height 15.0mtrs and
above (excluding chimney).
8. Fire clearance of the proposal for building exceeding 15.0mtrs height.
9. NOC from the Gas pipeline company incase site is located in the vicinity of the gas
pipeline.
10. In case of sites within 500mtrs distance from the boundary of Defense Areas /
Military Establishments prior clearance of Defense Authority shall be obtained.
11. Latest Market value certificate in case the site is not the part of approved layout of
DTCP or HMDA and the site extent is up to 4000.00Sq.mtrs. to calculated the
proportionate layout charges and short fall of open space charges.
12. Proposal for Non- Residential Group Development i.e., for Industrial including were
housing, Institutional, Commercial and IT related activities for site area above
4000.00 Sq.mtrs, with reference to the Master Plan land use and proposed Master
Plan Roads. Internal Circulation Pattern, Parking area shall be earmarked minimum
10.00% Open Space and other applicable rule as per rule in force.
13. Location Plan drawn to appropriate scale showing site / Plot to be built upon / land
be developed and surrounding physical
features, adjoining neighboring
developments with premises numbers / Sy.No’s. abutting road width, other existing
road network, water supply & sewerage disposal lines, electricity lines HTL /LTL and
other Physical features within the site / plot.
14. Contour plan in regular intervals in case the site is of uneven surface.
15. Site Plan showing setbacks, tot-lot and outer measurements of blocks.
16. Proposal showing plan, section, elevation, of all floors, of all blocks drawn to
appropriate scale in metric system clearly indicating all dimensions, use of each area
/ room, wall thickness columns & beams thickness / dimensions giving statements of
all areas, utility areas general specifications of material to be used.

22. Approach road to site shall be 12.2 mtrs( 40ft) minimum as per Building Rules.

2. Pattadar Pass Book / Title deed issued by Revenue authorities.
3. Pahanies issued by Mandal Revenue officer.
II. Lind documents (in support of Main documents):
1. If the sale transaction is by way of registered sale deed.
2. Proceedings of the Tahsildar / RDO concerned in regard to Mutation.
3. Pattadar pass book / title deed by the Revenue Authorities.
4. Pahanies issued by Mandal Revenue Officer.
III. Others documents:
1. Encumbrance Certificate of last 13 years.

2. ORC issued by the RDO in case of Inam lands.
3. NOC issued by the Collector for alienation of land in respect of assignment to
freedom fighters / defens persons.
4. No objection certificate from MRO / Collector if the land under reference is
recorded as Government land as per records available in HMDA.
