Between 2013 and 2016 EveryChildaims to ensure that children in 4 provinces of south east Cambodia (Prey Veng, SvayRieng and TboungKhmum, Kampong Cham) are able to exercise their civil and political rights in the Cambodian justice system and in their communities, in partnership with Khemara and LAC (2 national NGOs) with funding from the Big Lottery Fund. We are currentlyseeking a consultant (or team) to conduct a final evaluation for the project.
The evaluation will assess the extent to which the project achieved its aims, by answering the following questions:
1.
To what extent did the project achieve what it set out to do?
2.
What has gone well and why?
3.
What has not gone well and why?
4.
Is there anything that EveryChild, LAC and/or Khemara could have done differently in order to ensure that the project goals were achieved?
5.
To what extent was the learning from LAC’s earlier “Preventing Violence Against
Children” project successfully incorporated into the “Justice for Children!” project?
6.
What lessons can be learnt (positive and negative) to inform future programming and to ensure project sustainability? What implications do the findings of this research have for others overseeing similar projects in the future?
The work schedule is flexible, but it’s envisaged that the research will begin in early 2016, and must be completed by 31 st May 2016 as this will allow the findings to be incorporated into the final project report for the Big Lottery Fund.
We estimate that 32 days workwould be needed.A maximum of £9,300 is available for this evaluation (inclusive of fees and expenses).
EveryChild is inviting initial expressions of interest, consisting of

A covering letter with a summary of: why you are interested in this piece of work, brief details of any relevant experience, how you meet the key competencies,

how you would approach this consultancy and what you anticipate the main challenges to be (3 pages max)
 CV of key consultant(s) including past experiences in relevant field/area. This should be 4 page maximum and include 2 professional referees, including one former client who knows your work



A sample of your work in English: Please provide a copy of an evaluation or piece of analysis you have authored. This will be treated in confidence.
