MINUTES OF THE MEETING OF THE COHOES HISTORIC PRESERVATION AND ARCHITECTURAL REVIEW BOARD HELD IN CITY HALL ON December 23, 2013 AT 6:30 PM MEMBERS PRESENT: ABSENT: ALSO PRESENT: Linda Tremblay, Chairwoman Ms. Daniele Cherniak Mr. David Koschnick Ms. Barbara Hildreth, Vice Chairperson Mr. Herbert Hyde Melissa Ashline-Heil, Dir. of Building and Planning Chairperson Tremblay called the meeting to order at 6:30 p.m. CONSIDERATION OF MINUTES FROM THE NOVEMBER 12, 2013 MEETING Dave moved to approve the minutes. Daniele seconded the motion which passed unanimously. CONSIDERATION OF A REPLACEMENT DOOR FOR 100 NORTH MOHAWK STREET Betty Guerin applied for approval to replace the front door to her hair salon. Her daughter Victoria represented her at the meeting. Dave discovered that a new wall installed too close to the door opening caused much of the problem with using the doorknob. Dave questioned what would alleviate that issue and Betty’s husband explained they will install a gold, straight, front door handle with a push lever rather than the existing round knob that must be turned. Linda added that the door is not original to the building. Daniele asked about the style of the original door on the building, but no information is available, and noted that the existing door and its replacement provide additional light for the space occupied by the business. Dave added that the proposed door and hardware would match the exterior. As a result, Dave moved to approve the application. Daniele seconded the motion which passed unanimously. GUIDELINES Board members discussed the “Painting Wood” through the “Doors and Windows” sections of the Guidelines to determine opportunities for illustrations. Linda found the following items could use illustrations: wood clapboard; railing and fencing under “defining metal components;” how not to modify doors and windows; transom windows; and wood windows. Daniele added window hoods; muntins and mullions; and stormdoors such as crossbuck stormdoors. For the next meeting Linda proposed checking for areas that would benefit from illustrations between the section on “Lead Paint and Historic Windows” to the section on “Storefronts.” DISCUSSION Daniele had reported two months ago month that the developer of Harmony Mill 4 installed side by side casement windows on the south side first floor. The windows weren’t replaced yet and the owner has not reported any plans to replace the windows. Therefore, Daniele will check with SHPO to determine the progress of any approvals. Daniele also commented that Brookfield’s "bus shelter" structure remains in Falls View Park, although Brookfield officials did not seek HPARB approval by claiming that the company would remove the temporary structure during winter months. Daniele also commented on the recently installed wayfinding and traffic signs for the canal heritage trail and asked if the interpretive signs along the trail would be installed this winter or in the spring. Linda agreed to check with the Community and Economic Development Director. There being no further business, the Board adjourned at 6:50pm.
