MINUTES OF THE MEETING OF THE COHOES HISTORIC PRESERVATION AND ARCHITECTURAL REVIEW BOARD HELD IN CITY HALL ON JUNE 17, 2014 AT 6:30 PM MEMBERS PRESENT: ABSENT: Linda Tremblay, Chairwoman Ms. Daniele Cherniak Ms. Barbara Hildreth, Vice Chairperson Mr. David Koschnick Mr. Herbert Hyde ALSO PRESENT: Melissa Cherubino, Dir. of Building and Planning Chairperson Tremblay called the meeting to order at 6:30 p.m. CONSIDERATION OF MINUTES FROM THE MAY 20, 2014 MEETING Daniele moved to approve the minutes. Barb seconded the motion which passed unanimously. CONSIDERATION OF A PORCH REPLACEMENT AND VINYL SIDING FOR 30 SUMMIT STREET Michael Obzud of 30 Summit Street received approval to side the façade of his home in clay colored vinyl with brick colored shutters and trim, replacing the pre-existing faux brick asphalt siding . He requests permission to replace the same siding on the side of the home with vinyl siding. In addition, his front porch is pulling away from the building and is deteriorating. Therefore he requests permission to replace the decking, railing and stairs in-kind with regard to appearance using a gray or clay colored composite for the stairs and railing and pressure treated wood for the decking. The porch roof will not be changed. Daniele asked if the applicant could provide a rendering. Mr. Obzud provided photos of the balusters for the railing which are square while the posts are rectangular with rounded edges. He would install the same railing around the bottom of the porch, replacing latticework material, and up the stairs. As a result, Barb moved to approve the porch as described: clay colored vinyl siding on the side of the house; inkind porch replacement with composite and pressure treated wood in either clay or gray. Daniele seconded the motion which passed unanimously. CONSIDERATION OF A PERPENDICULAR SIGN AT 203 REMSEN STREET Abdu Haseeb proposes installing a sign at 203 Remsen Street to advertise his grocery store. In the paperwork Mr. Haseeb requested permission to cover the “Looby Funeral Home” sign or the stained glass. The Board deems both contributing historic features on the building, and therefore they should not be obscured by a sign. As a result Mr. Haseeb asked for permission to install a perpendicular sign on the corner of the building so pedestrians on both Remsen and Howard Streets would see the business. He would use his existing perpendicular sign that he installed across the street. This 2x3 sign would hang from a wrought iron bracket bolted to the brick on the corner of the building. Daniele moved to approve the perpendicular sign as described. unanimously. Barb seconded the motion which passed GUIDELINES Daniele and Linda will meet during the month to begin formatting the document, leaving space for photos and illustrations. There being no further business, the Board adjourned at 7:00pm.
