-Select a service
-Select "Configure Operations of this Service"
-Select an operation
-Select throttling
-Specify a policy and click on finish

Now run wsdl2java.sh with the service's ?wsdl
You will see the following message in code gen console.
cannot find a PolicyExtension to process
http://www.wso2.org/products/wso2commons/throttletype assertions

this is not a bug
you should have generated the code. there was a System out instead of log warn message.
