Full-time Library Circulation Manager (Adopted: 1/21/13) 1. GENERAL PURPOSE: The Circulation Manager is responsible for the planning, supervision, administration and implementation of all circulation functions. Work includes copy-cataloging, overseeing and processing interlibrary loans (ILS, OCLC, SILO), assisting job searchers, managing periodicals, patron registration, circulation statistics evaluation & reporting, and answering reference questions. Assisting patrons with online catalog and Internet computers is also required. The Circulation manager ensures that patrons receive courteous and efficient service when visiting the circulation desk. . 2. SUPERVISION RECEIVED: Works independently under the general supervision of the Library Director. 3. SUPERVISION EXERCISED: Direct supervision of all non-professional/clerical front-line staff and volunteers. 4. APPOINTING AUTHORITY: Library Director. 5. ASSIGNED HOURS: Regular full-time hours will vary depending on Board of Trustees approval of a Library schedule. In general, hours may be between the hours of 9:00 a.m. and 8:00 p.m., Monday through Thursday; and between the hours of 9:00 a.m. and 2:00 p.m. Saturday- Days, evenings and alternate Saturdays, as applicable. 6. ESSENTIAL DUTIES AND RESPONSIBILITIES: Works independently under the direction of Library Director. Oversees all front-line Circulation staff, participates in annual evaluations of all circulation personnel. Performs work involving the use of a computer terminal with extreme accuracy. Checks library materials in and out, (add) registers patrons, performs online catalog & reference searches, readers’ advisory, places materials holds/reserves, enters fines/fees using online integrated library system (ILS). Under the broad direction of the Library Director, acts as Youth Services Coordinator- works with part-time Young 1 Adult & Children’s Services staff in planning programs and activities for youth (aged b-18 years), both in-house and outreach. Open, close and respond to facility emergencies according to policies and procedures. Collects money for overdue fines and library fees. Oversees /manages library Cash Drawer. Assists patrons with public access computers and library catalog and locating materials in the Library. Processes and maintains Library card applications and prepares new Library cards. (online above) Collects circulation, program and meeting room statistics as requested by Library Director. Organizes materials for re-shelving. Listens to complaints and advises inquirers of department policies and procedures. Operates a variety of office machines: will use a telephone extensively in receiving calls, and routing and directing inquiries. 9. PERIPHERAL DUTIES: Oversees and prepares new materials for shelving. Shelves returned items. Reserves meeting, study and conference facilities. DESIRED MINIMUM QUALIFICATIONS: Education and Experience: (A) High school graduate or GED equivalent. (B) One year of library circulation clerical/supervision work, or an equivalent combination of clerical training, experience, and education, preferably in the library field with knowledge of professional library standards is preferred. Requires considerable organizational, typing and word processing skills, along with general computer proficiency. Necessary Knowledge, Skills and Abilities: (A) Knowledge of excellent customer service practices and procedures. (B) Ability to accurately record and maintain records. 2 (C) Ability to establish and maintain effective working relationships with employees, other departments, officials and the public. (D) Ability to communicate effectively verbally and in writing. (E) Ability to work independently and to complete daily, weekly, bi-monthly, monthly, semi-annual, and annual tasks according to work schedules and other time constraints. (F) Considerable skill in following oral and written instructions. (G) Background or experience to provide outreach or professional skills in one or more of the following library service areas: technology, cataloging, youth/adult programming and services. 11. SPECIAL REQUIREMENTS: (A) Pre-employment drug and alcohol testing is required for this position as required per City policy. (B) Must be able to pass a criminal background check. 12. TOOLS AND EQUIPMENT USED: Typewriter, personal computer, including word processing and library records software, 10-key calculator; phone; copy machine; fax machine, and other tools, machines, and equipment typically used in a modern office setting. 13.
