WISTOW CUM NEWTON HARCOURT PARISH MEETING Monday 25th January 2009 1 APOLOGIES were received from The Chairman Mr G Spendlove-Mason, Mr and Mrs Cooper, Mrs G Jameson, Mrs M Jones, Mrs R Kellett, Mr and Mrs Mansfield, and Mrs D Taylor. There were 26 persons present including 2 officers. In the absence of the Chairman, the Meeting was chaired by the Treasurer, Mr Richard Jameson. The Meeting was addressed by PC Chrissie Bemand, the local Police Officer for the Parish. She stressed the Force’s desire to return to community policing and working with other agencies, and urged residents to contact her with any problems. A discussion followed in which residents aired their views on the specific problems of the volume and speed of traffic through both Newton Harcourt and Wistow, and the number of heavy goods vehicles travelling through both villages despite the 7.5 tonnes weight limit. It was agreed for a meeting to take place between PC Bemand and Mr David Baker to discuss these problems. 2 MINUTES OF THE MEETING HELD on Monday 26th October 2009 were read, approved and signed. 3 MATTERS ARISING Mr David Baker reported on the findings of the police traffic survey through Newton Harcourt which took place over 6 days in September 2009. On average 2,800 vehicles per day travelled through the village with 33%over 35 mph and 11% over 40 mph. The community mobile speed detection gun was being made available to Newton Harcourt for two weeks beginning 19th April 2010 and Mr Baker would be contacting residents to ask for volunteers to carry out the operation. 4 TREASURER’S REPORT The Precept for £3,516 had been submitted. 5 REPORTS FROM VILLAGE GROUPS FNH – The AGM would take place following the Meeting. PCC – St Wistan’s Church at Wistow would be open at Easter and services would be held there throughout the summer. After the service at St Luke’s, Newton Harcourt, on 7th March there would be a discussion of the accounts and the AGM would be held at St Wistan’s on 21st April at 6pm. Finances continued to be of concern as there would be difficulties in paying the annual £11,000 to the Diocese. Sir Tim Brooks made an appeal to the residents for funds and stated that there may be a need to contact residents to make convenants. NEWTON HARCOURT POORLANDS –Thanks were expressed to Terry Pennington for auditing both the Poorlands’ and the FNH’s accounts. Three residents had received £150 each and Mr Roger Jones asked for any other eligible residents who would like to apply to contact Sir Tim Brooks. Sir Tim explained that the fund had been set up to provide help for the poor and needy of Newton Harcourt but was now distributed to help pensioners. The rent from the land provided an annual income of £760 and as there were now so few recipients the Trustees were considering approaching the Charities Commission to allow them to widen the scope of distribution to include other local charities should there be only a small number of residents applying. The Meeting felt that as the amount involved was so small it would advisable to carry the balance forward this year and review the situation next year. Any suggestions as to how the surplus could be disposed of should be given to Sir Tim. VILLAGE HALL – The main concern was the renovation of the Hall. Mr Mike Kellett had attended the public meeting and had been co-opted onto the planning committee which was currently drafting a bid to the Big Lottery Fund. £50,000 for the main construction work was the maximum that could be applied for. Application could be made to other funds at a later date to complete the inner refurbishment. Letters had been circulated to Newton Harcourt and Wistow residents requesting for support letters to be included in the Bid. Users of the Hall were also being asked for support. Mrs M Spendlove-Mason proposed that the support of the Parish Meeting be given to the Bid. This was seconded by Mr R Jones and carried unanimously. WI – No representative present. 6 AFFILIATED PLANNING COMMITTEE The application to build a two-storey extension to Windybank had been passed. An application to replace the agricultural storage building with a double garage on land belonging to 2 Post Office Lane behind The School House was discussed. Concern was expressed that the proposed garage was larger and higher than the present building. The land was also designated as an Important Open Space and so could not be developed as a garden. Wistow Estate was planning to build on the land at the corner of Glen Road and Wistow Road. Two plans were under consideration; 2 semi-detached cottages or one dwelling. It was felt that if the land were to be built on, one 4 bedroomed house would be preferable. It was hoped that the design would be in keeping with the surrounding properties. Concern was expressed at the loss of trees. No formal planning application had been submitted to build a crematorium and cemetery on the two fields along Glen Road next to the Archery Field. A sketch of the proposed development was shown. After a discussion on the project, which expressed considerable fears for the prospective increase in traffic, Ms S Bloy proposed the Meeting’s objection to the plans. This was seconded by Mrs R Lockwood. This was passed by majority with one abstention. 7 ANY OTHER BUSINESS Ms Bloy stated that road markings needed reinstating following roadwork resurfacing in Newton Harcourt. 8 THE DATE OF THE NEXT MEETING WAS arranged for Monday 26th April 2010 at 8pm.
