Ireland 2016 Community Participation Programme Application Form & Guidelines for County Roscommon Local Calendar of Events Comhairle Chontae Ros Comain 1 Closing Date: 5.30pm, Friday 5th June 2015 Roscommon County Council is seeking applications from groups and organisations wishing to participate in County Roscommon’s year-long commemoration of 1916. Applications will be assessed by Roscommon County Council’s “Ireland 2016 Steering Group” and from here a shortlist will be drawn up for consideration. Roscommon County Council will then develop a draft Programme of Events for consideration and possible funding by the Department of Arts, Heritage and the Gaeltacht, incorporating projects that have been short-listed. Delivery of the programme is subject to funding being provided. All applicants must complete the Roscommon 1916:2016 Application Form Themes and Strands: The events and initiatives planned by the Department of Arts, Heritage and the Gaeltacht for Ireland 2016, encompass five themes and seven programme strands. The Five Themes: In order to be included, projects must correspond with one or more of the Ireland 2016 themes: • Remember – Commemorating the historic events of 1916 in the full context of our history • Reconcile – confronting the divisions of the past and reflect on how the ideals of the Proclamation were rekindled and contributed to reconciliation • Imagine – engaging with all of our people to challenge our assumptions to re-imagine our legacy for future generations • Present – Showing how as a Republic we took our place ‘among the nations’ expressing our individuality through our own distinctive culture • Celebrate – the idealism of the Proclamation, exemplified by our legacy of UN peacekeeping, and the developmental and humanitarian work of Irish Aid and our NGOs The Seven Strands The programme of events and initiatives have been categorised into Seven Strands 1. State Ceremonial: formal commemorative events 2. Historical Reflection: projects and activities focussed on the events of 1916 3. An Teanga Beo – The Living Language: Irish language initiatives for 2016 4. 5. 6. 7. Youth & Imagination: Capturing the imagination of our young people Cultural Expression: Engagement with our cultural, arts and heritage Community Participation:Role being delivered by the local authority Global & Diaspora –Engaging with Irish communities abroad. Funding Criteria: Open to groups and organisations based in Roscommon. Organisations must be registered with the Public Participation Network (PPN). See attached application form. Proposals received from organisations already funded by Roscommon County Council, must provide evidence that the project is exceptional and outside the remit of their funded activities. There is no guarantee of funding. The fund will be limited and eligible applications will be evaluated on a competitive basis. Assessment Criteria: The extent to which the proposed initiative is aligned to the five themes outlined above of “Ireland 2016” The extent to which the proposed initiatives maximize community and citizen engagement and mobilisation around the key “Ireland 2016” themes The extent to which the proposed initiative, connects with the events of the 1916 Easter Rising and those who fought or died during that time The extent to which the project proposed is unique, innovative, creative, interesting and likely to make an impact The potential scope of the project within the local authority area, anticipated target and appeal to audience The cost of executing the proposed project Any additional supports and funding that may be required and have been secured from relevant stakeholders The feasibility of project completion within the timeframe allocated and the capacity of the applicant to deliver the project. What may you not apply for? Activities and costs that you may not apply for include the following: Major capital purchases Ongoing operational costs Activities or costs that do not fit the purpose of the award Activities that have already taken place or which will have commenced before a decision is made on your application Activities undertaken for charity fund-raising purposes, for participation in a competition, or for primarily profit-making purposes Spend on alcoholic beverages, fines, penalty payments, legal cost, audit fees, financial consultancy fees and wages and salaries of consultants Who is eligible to apply? The fund is open to groups and organisations (registered with the PPN) that are organising community events/ activities in 2016. To be eligible for funding, the event / project must be based in County Roscommon and take place before December 31st 2016. Projects should emphasise the following: Be focused on developing strong links with the community Demonstrate a capacity to deliver i.e. the Community event Organiser(s) must provide evidence of and have a clear plan for delivering the project Have the capability to promote the event and provide a potential for media coverage Be either a new event which will take place in 2016 or an addition to an existing event which is being expanded to celebrate the 1916 centenary Celebrate / commemorate the event in a sensitive manner How do I apply? You should fill in the attached form and apply directly to Roscommon County Council. Only completed submissions received via the approved application form will be considered. Applications will be accepted by post, email or delivered in person before the deadline on 5.30pm Friday 5th June 2015 Applications must be signed by 2 members of the group or organisation. If I am successful how do I draw down the Fund? Payment will only be made after the event has taken place. In order to receive the payment, the successful applicant must complete a short Post Event Report Form (to be supplied by the Roscommon County Council) and provide the following: Evidence that the event has taken place (e.g. photographic evidence) Receipts for the full costs Note: Payment be made to community group and not to individual(s) Funding not claimed by the agreed deadline will be cancelled. How will I know if my group has been successful? Successful applicants will receive a Letter of offer. This letter will form the contract between Roscommon County Council and the organiser and will detail all conditions and requirements. A list of successful Fundees will be published on Roscommon County Council’s website stating the name and date of the event taking place. Acknowledgement Once you have been notified that you have been successful in receiving funding, you must ensure that your event is promoted as part of this initiative and appropriate guidelines to support this will be included with the letter of offer.
