*** DRAFT RESOLUTION ON HIGHWAY FUNDING*** Recommendation to the XXXXXXXX Congressional Delegation to enact a multi-year, adequately funded Highway Bill Now! Whereas, a safe, efficient, and reliable highway system is vital to XXXXXX's future economic growth, quality of life, and security; Whereas, the Federal-aid highway program is financed by user fees and is a pay-asyou-go program that does not add to the federal budget deficit; Whereas, the current extension of the Moving Ahead for Progress in the 21st Century Act (“MAP-21” / P.L. 112-141) which funds the Federal-aid highway program will expire on May 31, 2015; Whereas, MAP-21 was not enacted until nearly 3-years and ten extensions after its precursor legislation, SAFETEA-LU, had expired; Whereas, the Highway Trust Fund (HTF) has gone into deficit in the past, requiring general fund revenues to prevent sharp decreases in funding to states; Whereas, XX percent of XXXXXX 's bridges are structurally deficient or functionally obsolete; Whereas, XX percent of XXXXXX’s major urban roads are congested; Whereas, poor road conditions cost XXXXXX's motorists $XXX million a year in extra vehicle repairs and operating costs; Whereas, vehicle travel on XXXXXX’s highways increased by XX percent from 1990 to 20XX and XXXXXX’s population grew by XX percent during that time; Whereas, XX percent of the $XXX billion worth of commodities delivered annually to and from sites in XXXXXX are transported on XXXXXX's highways; Whereas, a total of X,XXX people died on XXXXXX's highways from 2000 to 20XX; Whereas, inadequate investment in XXXXXX's highway and bridge infrastructure system is having a dramatic impact on the citizens of XXXXXX resulting in less time spent with families due to congested roads, wasted fuel due to poor pavement conditions and congested roads, and increasingly unsafe road conditions; and Whereas, devolution of the federal highway program to the states would have a devastating impact upon XXXXXX, cutting funding to levels that would no longer sustain the system and would require a XXX% tax increase at the state level to bridge the unfunded mandate gap left by Congress. Therefore, be it resolved that the (State Legislative Body Name) urges the members of the XXXXXX congressional delegation to push for and the Congress to enact a multiyear, surface transportation reauthorization bill that achieves the following: Authorizes a new surface transportation program based on the requirements of an expanding population, growing congestion, increasing freight traffic and to assure Americans the freedom of mobility they demand; Increases investment in surface transportation infrastructure essential to meet the funding shortfall and grow the multi-year program to meet the requirements of the system into the future; Assures the integrity of the program, and resists diversions that have been harmful to public support; and Creates flexibility in the program to allow innovative funding mechanisms to enhance the user-fee based program.
