Agenda: Review the four subcommittee groups today
** Priority – Review Academic/Non-Academic Program Review group due to recent developments
concerning the MDHE review of low-producing programs
The original list from MDHE had over 40 UMKC programs for review, but was modified to 23 programs
when it was decided to look at programs in the 4-digit CIP code rather than the 6 digit CIP code. The CIP
code is a government list of course and program designations. The more digits there are in the code, the
more specific the designation. For example, the 4-digit level is for programs, the 6-digit code for courses
within programs.
Three more programs have been added to the list for possible closure in addition to the two from Pharmacy
that were submitted initially. The three additional programs are Baccalaureate degrees in Med Tech (SBS),
German and American Studies (A&S). These programs have the 6-digit CIP code. This brings the total for
UMKC to 5 programs.
No programs have actually been closed yet; this round of discussion is for recommendation only. Doing
nothing is not an option and we need faculty involved in this process immediately. For this reason we are
focused today on the Academic/Non-Academic Program Review Subcommittee of this Task Force. We need
to include working on the MDHE review as part of the charge. It is likely that UMKC will be asked to
revisit the list and make more recommendations.
At the Governor’s Summit the charge to Higher Education was:
Review Low Producing Programs – currently underway
Increase attainment (graduation rates)
More focus on workforce development

The Governor is being pro-active and trying to protect Higher Education with this mandated program review.
Many, if not most, government entities have been examined and cut in a public process. Now it is our turn.
There are political implications involved.
We may be able to reorganize programs and fold some together. For example: have a degree in Languages
with emphasis areas in French, German, Spanish, etc. Select emphasis areas could be collaborative with
other universities in the state. This is an opportunity to think creatively about reconfiguration and course
modification.
Discussion about Program Review Committee:
Charges:
Reorganize the structures we have for delivering education
Make recommendations about programs that should or should not be retained – develop
appropriate metrics.
ADD: deal with the MDHE program review mandate immediately
One suggestion was to have a small internal committee like the UBC that figures out what to do and then
engages others as the plan is formed.
Another suggestion was that the committee must have representatives from each group on campus even
though that would make a large committee.
Provost Hackett and Larry Bunce will draft fuller charges and make recommendations on membership. The
draft will be circulated to the committee for feedback.
Course Re-Design - NCAT
Thirteen public 4-year institutions in Missouri (including UMKC) have agreed to engage in a
statewide redesign effort with the National Center for Academic Transformation (NCAT)
http://www.thencat.org/ At the present time, the discussion centers on which courses to redesign. NCAT is
engaged to consult with us for the next 3 years. All courses that are re-designed will be available to all the
institutions involved. The courses UMKC recommends for redesign are Biology, Mathematics and
Chemistry.

The Big Goal of the Foundation is to increase the nation’s level of high-quality college degrees and
credentials to 60% by 2025. Mel Tyler stated that UMKC plans to bring in representatives from the Lumina
Foundation to talk about the Kansas City region. 2020 Task Force members will be invited to attend.
