PEOPLE’S COMMITTEE OF THAI BINH PROVINCE ----------------No.: 1573/QD-UBND SOCIALIST REPUBLIC OF VIETNAM Independence – Freedom – Happiness -----------------------------Thai Binh, July 08th, 2014 DECISION On approving the Project on development of marine and coastal economy in Thai Binh Province by 2020 _____________________________________ PEOPLE’S COMMITTEE OF THAI BINH PROVINCE Pursuant to the Law on Organization of People’s Council and Committee dated 26/11/2003; Pursuant to the 4th Resolution of the 10th Central Committee of the Communist Party of Vietnam (Resolution No. 09-NQ/TW dated 09/02/2007) on VietnamMarine Strategy by 2020; Pursuant to Resolution No. 02-ND/TU dated 16/7/2001 of the 16th Standing Provincial Party Committee on development of marine economy; Conclusion at the Meeting of the Standing Provincial Party Committee dated 13/11/2012 regarding Project on development of marine economy in Thai Binh province by 2015 and orientation to 2020; Considering the proposal made by Thai Binh Department of Planning and Investment in the Statement No. 138/TTr-SHKDT dated 25/6/2014, DECIDES: Article 1. To approve the Project on development of marine and coastal economy in Thai Binh province by 2020 with the following key contents: 1. Development viewpoints: - Promote the sea-focused enrichment and development. Focus on the development of marine economy with abundant and modern structures in consistence with the potential and advantages of the province. - Mobilize resources for the development of socio-economic infrastructure of coastal areas. Encourage and attract economic components to invest and develop strongly and comprehensively marine economic sectors towards sustainable development, high efficiency with long-term vision. Combinethe coastal development with inland development towards industrialization and modernization. - Associate the marine economic development with good resolution of social problems, poverty reduction and improvement of people's living standards; protect the ecological environment and strengthen the national defense and security, build firm defense regions, and maintain the political stability and marine order and safety. 2. Development objectives: a) Overall objectives: Effectively exploit all potentials and resources to strongly and comprehensively develop marine economic sectors with abundant and modern structures towards goods production. Build the coastal economic zone of the province under the regulations on National Coastal Economic Zones, and to make the coastal areas become the key economic zones of the province. Address social problems and improve the income and living standard of people in coastal areas. Closely combine the development of marine economy with the environmental protection, enhancement and improvement of defense and security capabilities, building of strong defense regions, and maintenance of political stability and marine order and safety. b) Specific objectives: - The production value in the coastal regions will have an average growth rate of 11.3%/year during 2014-2015 and 15.1%/year during 2016-2020. By 2015, the coastal regions will contribute about 25-26% of the provincial total production value (including 15-18% contributed by the marine economic sectors) and about 27-29% by 2020 (including 22-25% contributed by marine economic sectors); the production value per capita (based on current price) by 2015 will reach VND 72.1 million equal to 99.3% of the provincial average value, and VND 144.5 million equal to 108.9% of the provincial average value by 2020. - The production value of agriculture, forestry and fishery in the coastal areas will have an average growth rateof 5.6%/year during 2014-2015 and 5.2%/year during 2016-2020. - By 2015, the area of salt/brackish aquaculture will reach 6,992 ha (including 3,000 ha for clam farming), and the average value during 2014-2015 will increase by 3.5%/year; the salt/brackish seafood output will reach 115,929 tons, and the average value during 2014-2015 will increase by 21.9%/year. By 2020, the area of salt/brackish aquaculture will reach 8,218 ha, and the average value during 2016-2020 will increase by 3.3%/year; the salt/brackish seafood output will reach 168,410 tons, and the average value during 2016-2020 will increase by 7.8%/year. - By 2015, keep the number of aquatic exploitation means unchanged, while changing the fleet structure according to capacity, of which offshore fishing ships with capacity of over 90CV account for 30%. By 2020, maintain the current number of ships, of which offshore fishing ships with capacity of over 90CV account for 40%. - The value of industrial production in coastal areas will have an average growth rate of 13.9%/year during 2014-2015 and 21.6%/year during 2016-2020. The production value of trade and services will increase by11%/year on average. The total export turnover in the province will reach USD 40 million by 2015 and USD 65 million by 2020, with an average growth rate of 10.2%/year. By 2020, there will be 300 ships with a total tonnage of over 900,000 tons; the shipping volume will increase by 10%/year on average. 3. Orientations and tasks for developing the marine economy by 2020 a) Construction of sea dykes and development of land fund: Make the general construction planning in coastal areas, and determine the areas and progress for construction of sea dykes and land fund development. Develop policies on encouraging and attracting investment in the construction of sea dykes towards ‘land-for-infrastructure’, follow the progress step-by-step to ensure the safety of property and people's lives. In respects of planning and investment attraction, immediately launch a number of projects on construction of sea dykes at the Diem river estuary (including communes of Thuy Hai, Thuy Xuan and Thuong Thai) in Thai Thuy district; in communes of Dong Hoang and Dong Long, and at Con Vanh in Tien Hai district to extend the land fund by 1,600 ha to be exploited for the purposes of aquaculture, afforestation, development of industrial production, trade and services, tourism, urbanization and national security in coastal areas. b) Build the Coastal Economic Zone, and make planning of sea-based industrial zones and complexes to promote the industrial development with high speed and sustainability: Keep making suggestions and recommendations to the Government for the establishment and support of construction investment, development of coastal economic zone in Thai Binh under the national regulations on coastal economic zones to efficiently exploit the potentials and advantages of the sea, and create a powerful economic development of the province in the near future. Actively coordinate and accelerate the implementation progress of several major and key projects of the central authority in the province to enhance the industrial production capacity of coastal areas (the Thai Binh Power Center project; the project on exploiting and putting gas from the sea into industrial production;the Ammonium nitrate Plant; exploration and evaluation of reserves, and pilot exploitation of the Red River Delta coal basin, etc); gradually relocate businesses and processing facilities from the residential areas to the industrial zones and complexes. Focus on steering, removing difficulties, and restoring the development of shipbuilding industry. Expand the detailed planning of Tien Hai industrial zone to 350 hectares and review the detailed planning of existing industrial clusters in the province; make step-by-step planning of some industrial zones in coastal alluvial areas for development of land fund and investment attraction. Promote the investment in coastal areas; give priority in attracting largescale and hi-tech investment projects of the industries such as: electric power, shipbuilding, seafood processing, production of high-class construction materials, mining, fertilizer and chemical production, and processing ofnatural gas-based productsand so forth. Focus on development of trades and trade villages in coastal communes. c) Focus on strong and comprehensive development of aquatic economy; plant and protect the coastal protective forests: Exploit and use effectively the intertidal zones to boost the aquaculture intensively to provide fresh material for domestic consumption and export. Encourage the application of scientific, technical andbiological progresses in aquaculture to promote the semi-intensive and intensive farming, and improve the productivity, quality and efficiency towards sustainable development. Keep expanding the clam farming area in intertidal zones under the approved planning; transform a part of inefficient tiger prawn farming area to farming of breeding clam, meat clam and some other aquatic products with higher economic value. Diversify the farming subjects; identify a number of key products (such as clams, blue crabs, striped bass, tiger prawn, green prawn, etc); and research to farm a number of aquatic breeds with high economic value and in consistence with the characteristics of the ecological environment of the province. Encourage fishermen to develop the medium-range and off-shore fishing fleets, modernize the fishing ships to expand the fishing ground and improve the fishing efficiency associated with marine security and defense. Form a number of offshore production models such as: Marine militia platoon, fishery trade union, fleets of safety, offshore fishing teams and fleets in charge of support and cooperationfor offshore activities. Develop a fishery management information systemwhile performing flood protection, search and rescue, assurance of safety for life and property of fishermen engaged in offshore production. Encourage and facilitate the development of breed producing and aquatic food processing facilities, and other fishery logistics so as to gradually be active breed sources in the province. Implement effectively the planning of agricultural and aquatic products processing by 2020, ensuring the coherence between the material regions and processing. Implement effectively the planning of forestry protection and development of Thai Binh province by 2020 associated with social policies such as: allocating land and forest, reducing the poverty, encouraging and creating conditions for foresting people in the coastal areas to have income increase and enrichment. d) Develop and improve the service quality of maritime trade, tourism and transport to meet the requirements of production and people's lives in coastal areas: Research to set out specific policies and mechanisms to encourage andattract investment in trading infrastructure development; build supermarkets, shopping centers, wholesale markets and rural markets in the two coastal districts. Step up trade promotion, and develop consumption markets of aquatic products and seafood. Keep investing in tourism infrastructure, set out specific and preferential policies to promote the investment attraction and development of Con Vanh and Con Den eco-tourism zones in accordance with the approved planning; efficiently exploit the advantages of Thuy Truong Mangrove Forest and the Biosphere Reserve recognized by UNESCO to promote the development of marine ecotourism. Focus on addressing problems and building shipping fleets with strong and sustainable development to improve the shipping capacity in terms of number of vessels, vessel tonnage and cargo. e) Increase investment in infrastructure construction and facilitate the socio-economic development of coastal areas: Promote the mobilization of investment capitals to develop the infrastructure system forthe development of marine economy, especially in the transport system. Focus on completing the construction and upgrade of some critical roads and bridges to promote socio-economic development of the coastal areas such as: Road 39B from Thanh Ne town to Diem Dien town, Thai Binh – Ha Nam Road in phase 2 from the intersection of Highway No. 10 to the intersection of the coastal road, etc. Actively propose the Government to make funding support for early deployment of construction of the coastal roads. Actively coordinate with ministries andindustriesforearly investment and completion of the worksmanaged by the Central authorities such as Highway No. 39, Highway No. 37 and Hong Quynh Bridge, etc. Mobilize legal funding resources to implement the construction of sand embankments, stabilize the access channel to Diem Dien port for vessels with a tonnage of from 12,000 to 3.000 tons in order to raise cargo handling capacity. Actively mobilize ODA funding for investment in coastal infrastructure in response to climate change and sea level rise. Invest in the construction and upgrading of the power supply system, development of telecommunication infrastructure, the water supply and drainage networks,security and defense works to serve both coastal security and defense. f) Further the coastal urban building anddevelopment associated with the development of industry, trade, services and tourism: Make planning and strengthen the mobilization of investment resources to build socio-economic infrastructure in the coastal urban areas in conformity with the general urban development planning of the province and the formation and development of zones in respects ofindustry, trade and services, tourism, etc. By 2015, Diem Dien and Tien Hai towns will strive to become grade-4 urban areas, Thai Hung, Nam Trung, and Dong Minh communes will strive to become grade-5 urban areas; and by 2020, Dong Minh and Con Vanh towns will strive become grade4 urban areas, Xuan Thuy commune will strive to develop to a grade-5 urban area and become a town. g) Strengthen the management of natural resources, protection of the marine environment, and disaster prevention. Build and develop scientific and technological potentials; and motivate the development of marine economy. h) Strengthen the security and defense capabilities; build the strong marine armed forces, border guards and militia to ensure the political security and social order and safety in coastal areas. 4. Main tasks and solutions a) Continue to intensify the propaganda, education and enhancement of awareness and responsibility for promoting the development of marine economy associated with maintaining coastal security and defense. b) Improve the construction quality and implement effectively the planning with orientation to the development of marine economy. Make the general construction planning and detailed planning of coastal areas of the province with orientation to the development in the coming years. c) Develop mechanisms and policies on investment incentive for the development of marine economy. Review, amend and supplement the existing policies and mechanisms of the province on investment incentive for the development of sectors and fields related to the marine economy in line with the policies of marine economic development by 2020. Research to develop mechanisms and policies on investment incentive for construction of sea dykes, developmentof land fund, support for fishermen in development of medium-range and off-shore fishing boats, and seafood processing and consumption. d) Strongly mobilize and effectively use the investment capitals for construction of infrastructure in coastal areas. Implement comprehensively and effectively solutions to maximize and diversify the mobilization of investment capitals for development, in which the state budget focuses on the essential infrastructure and roles as the "bait capital" to mobilize investment capitals from all economic sectors for socio-economic development of coastal areas. Take advantages of the central funding with targeted support, the Government bonds, ODA and NGO funding for the development of infrastructure, especially of key projects with large investment scale and active impact on the regional development. Perform a variety of investment forms of BOT, BT, PPP and other legal forms of investment in order to maximize the mobilization of investment capitals from economic sectors for the development of marine economy. e) Develop and improve the quality of human resources to meet the requirements of socioeconomic development of coastal areas. 5. Phases of implementation: Implementing the project from 2014 to 2020. 6. Organization of implementation a) Department of Planning and Investment: To assume the prime responsibility and coordinate with other departments and units concerned in formulation of the general construction planning of coastal areas of the province; to complete the Project on establishment of Thai Binh coastal economic zone to submit to the Prime Minister for approval; to review and develop the provincial mechanisms and policies on encouraging the development of sectors and fields related to the marine economy, and investment attraction in Con Vanh and Con Den eco-tourism zones; to advise in mobilizing investment capitals for development of the marine economy; to allocate the investment capitals for the development under the provincial budget to support the construction of socio-economic infrastructure in coastal areas. b) Department of Finance: To advise the Provincial People's Committee (PPC) in managing budget, taxes, charges, fees and other revenues; to coordinate with the Department of Planning and Investment in advising the budget balance and mobilization of investment capitals for the development of marine economy. c) Department of Agriculture and Rural Development: To chair in drawing up a master plan for forestry development; to make the planning of provincial fishery development by 2020; to develop policies on investment inventive for construction of sea dykes associated with planting of coastal protective forests and land fund development; to develop policies on development of medium-range and off-shore fishing boats associated with assurance of national defense and security and protection of the marine environment; to advise and direct the implementation of marine economic development in the fields of agriculture, forestry, fishery, irrigation, dikes in accordance with assigned functions and tasks. d) Department of Industry and Trade: To preside over the review, amendment and supplementation to policies on investment incentive for development of trading infrastructure; to develop mechanisms and policies on investment attraction for infrastructure construction and trading in industrial zones and clusters in two coastal districts; to advise solutions for removing difficulties, restoring and developing the shipbuilding industry; to advise and direct the implementation of marine economic development in the fields of industry and trade in accordance with assigned functions and tasks. e) Department of Culture, Sports and Tourism: To advise the State management in term of tourism in the province. To advise the promotion and advertisement of coastal eco-tourism and resorts combined with visits to historic and cultural festivals in the province. f) Department of Science and Technology: To draw up policies on encouraging the development and application of science and technology in the sea-related fields; to advise the promotion of sea-based researches in respects of science and technology, and social science and humanity for the marine management and development of marine economy of the province. g) Provincial Military Headquarters, Provincial Headquarters of Border Guards, Provincial Public Security: To advise steering the mobilization of potentials for building strong coastal defense; to perform the tasks of protection of national defense, political security, social order and safety in coastal areas of the province. To fight and prevent infringements of sovereignty over the sea and islands, and protect the marine sovereignty; to participate in flood protection, rescue, and prevention of climate change and sea level rise. h) Department of Information and Communications: To direct post and telecom businesses in giving priorities and gathering resources for solidification and undergrounding of infrastructure in the two coastal districts; to give highest priority for receiving and broadcasting news of tropical depressions, storms and floods; to coordinate with the Committee for Propaganda and Education of the Provincial Party Committee in directing and guiding press agencies and the provincial Radio and Television to strengthen propaganda on the sea and islands, policies of marine economic development, and struggle for protection of sovereignty over our sea and islands. i) Other departments: Department of Transportation, Department of Natural Resources and Environment, Department of Construction, the Industrial Zones Management Board and departments and agencies concerned shall based on their own assigned functions and tasks chair and coordinate with local relevant departments in formulating planning, plans, policies, programs and projects on development of managing sectors and fields for the development of marine economy and assurance of coastal security and defense; to advise directing and implementing the relevant tasks of the Project. k) The People's Committees of Thai Thuy and Tien Hai districts, based on their assigned functions and tasks, shall formulate planning, plans, policies and mechanisms to encourage marine economic development under their jurisdiction and direct the implementation, inspection and supervision of all the activities in terms of coastal socio-economic development, security and defense under the local management; and coordinate with other provincial departments concerned in proposing timely resolution for newly-arising problems. Article 2: The Department of Planning and Investment shall coordinate with all departments, agencies and units concerned, and governments at all levels in implementing the contents of the approved project in accordance with applicable regulations of the State. Article 3: This Decision shall take effect from the date of signing and issuance.
