Agenda: CHAP progress and next step Presentation of winterization plan and 2013 distribution for winterization Description Action 1 None 2 Introduction All participants introduced themselves; the meeting was begun at 10:00 am and was chaired by Dr. Luiza Health Cluster Coordinator. CHAP 2014 Progress and Preparation: CHAP presentation by Dr. Luiza. The presentation was categorized in 4 objectives. 1. To ensure access to critical health services for people affected by conflict and not covered by BPHS 2. To ensure timely access to stabilization, referral and treatment services of civilian war casualties in provinces and districts identified at high risk. 3. To timely and effectively address the health needs created by acute onset emergencies that surpass the local response capacity, including population displacements. 4. Excessive mortality and mortality is prevented through prompt investigation and response of alarms of potential outbreaks based upon effective early warning and adequate surge capacity. Status The Health cluster work plan to be finalized and submitted t OCHA by 27 November done Discussions with other sectors necessary regarding synergic actions, potential joint assessments, and sharing information UNHCR , NGOs, WHO 1 Around 100 high risk districts are targeted across to make, how BPHS, Non BPHS NGOs should response, the need for temporary mobile teams, what kind of health services are needed for addressing critical emergency health needs, type of services and monitoring mechanism will be included in the narrative. Discussions on standards of care and implicitly on proposed indicators; the need for emergency health units to include qualified female health staff and the feasibility of this demand in insecure areas. Cluster members agreed that the indicator should be not more than 70% of the emergency teams as it is almost impossible to find female health staff willing to work in insecure zones. All the comments will be included into the Cluster strategic plan UNICEF and UNFPA to calculate the needs of specific pediatric and reproductive health medical supplies for the population targeted by CHAP 2014 As alternative to address the emergency Obstetric and neonatal cases, was emphasized that each project should include a clear plan for referral of these emergency cases to higher level health care taking into account the closest HF with basic and with comprehensive EMNOC services; international standards – 4 basic EMNOC / 500,000 population. Agreed that an indicator on vaccination coverage will be included to match the indicators for risk and vulnerability analysis done by cluster Emergency medicines and supplies specific for the treatment of children and reproductive health will be included in UNICEF and UNFPA work plans . 3 HEALTH SECTOR, UN agencies and NGOs PLANS for 2014: The feedback from NGOs regarding the number and feasibility of establishment of temporary emergency health units (including FATP) has been emphasized by cluster coordinator. NGOs to send their plans and feed-back More FATP will be needed for next year – potential increase in war related casualties due to political and security changes EMERGENCY NGO to present during the next cluster meeting their approach on FATP – ToR, staffing, negotiation, referral mechanism Cluster members agreed unanimously that WHO will continue to receive the funds and do the procurement for medicines and supplies for health sector contingency plan and emergency action WHO will include inits proposal the procurement of contingency and rapidly evolving emergency stock for all partners WHO with the Collaboration of MoPH and NGOs Health Cluster WHO committed for the development of the project proposal for 2 establishment of a effective mass casualty management mechanism in very high, high risk provinces at health facility level (hospitals and CHC +) – this will include; development of provincial and regional plans, establishment of coordination mechanism, equipment and supplies, blood bank, and training on emergency trauma and simulations. Coordination with UNICEF required NGOs active in these provinces should prepare plans and proposals for mass casualty management at PHC and community level NGOs, MoPH WHO to develop the proposal WHO to work with high level MoPH management staff for the establishment of the task force NGOs NGOs will provide the information A ministerial Taskforce for mass casualty implementation will be established in December 2013 including NGOPs and UN agencies beside the relevant MoPH departments Early warning and response to outbreak is still remaining in the priority, new HFs should report DEWS. 5 Winter distribution has been distributed to all participants and short discussion on the signing of new BPHS contracts MATTERS SHOULD BE DISCUSSED ON THE NEXT MEETING On the next meeting Emergency NGO will do presentation: How to establish FATP? EMERGENCY presentation In 2014 for NGOs which kind of assessment is done for given BPHS projects OCHA to do a presentation on CHF Protection cluster to present their goals and actions for finding ways of better collaboration with health sector Next meeting: Date: 23 December? Time: 10;00 AM Coordinate with UNICEF especially regarding provision of ambulances and WHO and MoPH units on reproductive health for inclusion of a strong gender component WHO to complete winter distribution when the remaining supplies reach Kabul.
