Vacancy Announcement Re-advertisement – previous applicants need not apply Haiti Education Cluster, Deputy Coordinator Project Education Cluster, Haiti Position: Country/Place: Deputy Cluster Coordinator Reports to: Country Director, Save the Children and Education Cluster Coordinator (UNICEF) Direct management responsibilities: To be decided Working with Duration of assignment Port au Prince, Haiti UNICEF’s Education Cluster Coordinator, Sub-Cluster Coordinators, Ministry of Education Officials and national and local authorities, education cluster members and sector stakeholders, OCHA and other humanitarian actors Twelve months, with the possibility of extension General On 12 January 2010 an earthquake registering 7.0 on the Richter Scale devastated Haiti’s capital Port au Prince and surrounding areas. With much of the city in ruins, the death toll has been estimated to be 220,000 or higher – making it by far the worst disaster in Haiti in over 200 years. While international relief is reaching the stricken city, children and families who survived are in dire need of humanitarian support. The Haitian Ministry of Education and Vocational Training (MNEFP) estimates that between 5,000 and 8,000 schools have been damaged by the earthquake. With the support of the Education Cluster, the MNEFP has launched a rapid needs assessment to establish exact figures of schools that have been destroyed and damaged, and to ascertain the number of children and teachers in the affected areas. As Lead and Co-Lead agencies of the Education Cluster in Haiti, UNICEF and Save the Children are required to ensure an effective intra- and inter-cluster response. In a country-level Memorandum of Understanding on the Co-Leadership Arrangement, UNICEF and Save the Children have agreed to a working structure which will see UNICEF serve as the Lead organization (and nominate a Cluster Coordinator) and Save the Children will serve as Co-Lead (and nominate a Deputy Cluster Coordinator). Save the Children is seeking to recruit an appropriately qualified candidate to serve as the Deputy Cluster Coordinator. Responsibilities The key tasks and responsibilities of Save the Children’s Education Deputy Cluster Coordinator in Haiti are: inclusion of key humanitarian partners; establishment and maintenance of appropriate humanitarian coordination mechanisms; coordination with national/local authorities, state institutions, local civil society and other relevant actors; ensuring appropriate participatory and community-based approaches; ensuring appropriate attention to priority cross-cutting and cross-sectoral issues (e.g. gender, ECD, HIV and AIDS, Early Recovery); undertaking needs assessment and analysis; coordinating sector-wide emergency preparedness; 1 undertaking planning and strategy development; ensuring the application of appropriate standards; ensuring monitoring and reporting; undertaking advocacy and resource mobilization; undertaking training and capacity building; and provision of assistance or services as a last resort subject to access, security and availability of funding. Qualifications, Competencies and Experiences Required: Qualifications: Excellent written and verbal communication skills in English and French (mandatory) Formal training in cluster coordination and/or demonstrable experience of effective high-level coordination and chairing of meetings Advanced university degree in education or a related field, or equivalent qualification An understanding of and commitment to Save the Children child protection policy A commitment to the aims and principles of Save the Children with a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin all aspects of the job. Demonstrable understanding of international humanitarian response architecture, coordination mechanisms, humanitarian reform and action. Experience of working with humanitarian funding mechanisms including: the Consolidated Appeals Process; the Central Emergency Response Fund and Flash Appeals. A record of advocating for education provision in humanitarian crises. Experience of working in politically and culturally sensitive environment, with qualities of patience, tact and diplomacy. Experience of having to prioritise large amounts of work under pressure and being able to show resourcefulness and flexibility.
