Job Description
Overview: The mission of the Minority Business Office of the Colorado Office of Economic Development and
International Trade is to identify and support growth and development opportunities for minority businesses in the
State of Colorado in alignment with the core objectives of the Colorado Blueprint (the Blueprint).
The successful applicant will be responsible for promoting the interests of minority business by assisting minority
business enterprises in establishing information networks with both government and the private sector, assuring a
greater flow of information about minority business enterprises and the opportunities available to minority
businesses, and providing economic research and information with the ultimate goal of providing the best
opportunities for minority business enterprises to enter the mainstream of Colorado's economy.
Position Description: The position of the Director is responsible for advancing minority businesses, and helping to
retain, grow, and recruit businesses. In addition, the Director is responsible for the direction, management, and
evaluation of all agency operations, programs, and services, and for maintaining effective internal and external
relations. The holder of this position provides leadership to the nonprofit and for-profit minority industries and
organizations in Colorado; represents the agency and its advisory council to governmental and legislative bodies,
arts organizations, minority-owned corporations, private foundations, the media, and the public. The Director
manages the administration of the office operations; and provides leadership to the office’s personnel and
contractors.
Responsibilities
The responsibilities of the MBO Director include the following key functions:
•
Facilitates the MBO advisory council to support and focus the activities of the MBO.
•
Builds understanding around the MBO mission, and develops appropriate goals and strategies to advance the
Division’s vision and mission.
•
Builds a strategy to increase access to innovation, capital, and international markets.
•
Creates an effective process for strategic planning for the Division. That process must incorporate the advice
and interests of constituents from all areas of the state.
•
Establishes annual performance measures that support the Office’s strategic plan and leads the staff in the
implementation of the strategic plan and annual operational plans.
•
Selects and cultivates, supervises, and evaluates qualified staff.
•
Maintains an effective relationship with the minority chambers.
•
Maintains an effective relationship with minority advocates who seek to expand the commitment of local,
state, and federal governments to minority owned businesses and enterprises.
•
Assess, analyze, create, and implement programming to assist minority owned businesses in Colorado.
•
Provide assistance to potential companies being recruited into Colorado as a resource for internal diversity
training.
•
The ability to fundraise to create additional programming for the MBO office.
•
Continue the existing relationship with the statewide MOU signed with SBDC and PTAC.
•
Increases the visibility and viability of minority-owned businesses through targeted events and creation of
strategic partnerships.
•
Engages in and/or commissions research that results in the recommendation of new programs and the
modification or discontinuation of existing programs. Coordinates and collaborates with OEDIT in areas of
administration, finance, and strategic advancement.
•
Directs the development of the Office’s annual budget, prepares state budget requests, and partnership and
special projects proposals.
•
On behalf of Colorado, provides minority business leadership within the state, region, and the nation.

Establishes and maintains positive relationships with state government officials, legislators, and constituents.
Serves as an “information central” to provide referrals to resources for minority-owned businesses.
Collates and makes available statistical information about minority-owned businesses in Colorado.
Facilitates and identifies business and marketing opportunities to enable minority-owned businesses to enter
the mainstream of Colorado’s economy.
Qualifications
The Director must have the capability to be a national leader with the capacity to drive a new and creative vision
for growth of minority businesses in Colorado. As such, the following qualifications are sought:
• Ability to work effectively with diverse interests through coalition building, community relations, and advocacy.
Six years of progressively responsible management experience in private, public or nonprofit organizations or
agencies in the area of diversity or minority awareness, education and assistance.
• Demonstrated expertise in long-range and strategic planning, policy development, and fiscal management.
• Demonstrated success in the areas of program development, personnel management, and public administration.
• Experience with and/or the ability to work with an appointed policy board.
• Knowledge of the process and protocol for working with the state legislature and the Governor’s administrative
staff.
• Ability to manage budgets that align with state and federal requirements.
• Demonstrated ability to provide the highest level customer service to diverse communities.
• Comfortable and sensitive in working with both rural and urban Colorado communities.
• Advanced computer skills, including experience with database and grants management systems.
• Effective oral and written communication ability.
• An undergraduate degree is required; however, a Masters degree in public administration or business
administration is preferred.
• The ability to travel extensively throughout the state, potentially on a weekly basis, is required.
Compensation Range
$65,000- $90,000 annually
