2015 International Green Construction Code (IgCC)
Public Comment Hearings
Ft. Lauderdale, FL
October 1-5, 2014
BOMA’s PRIORITY LIST VOTER GUIDE
Proposal GG-9: Deletes the building owner/design team option to comply with
ASHRAE 189.1 (green building standard) instead of IgCC provisions and makes this
a jurisdictional choice only.
Support the Code Development Committee recommendation for Disapproval.
Proposals GG-27 & GG-72: Mandates compliance with ALL ICC codes regardless of
the codes adopted and enforced in the local and/or state jurisdiction.
Support the Code Development Committee recommendations for Disapproval.
Proposals GG-79 & GG-154: GG-79 introduces jurisdictional option to require
recharging/refueling stations for “alternative fuel vehicles” using fuels such as
biodiesel, natural gas, electricity, & hydrogen for buildings over 10,000 sq. ft. GG154 goes further by mandating recharging/refueling stations in such buildings.
Support the Code Development Committee recommendations for Disapproval.
Proposal GG-116: Mandates that post-development stormwater runoff rates &
volumes not exceed pre-development values and requires a hydrologic analysis for
confirmation.
Support the Code Development Committee recommendation for Disapproval.
Proposal GG-145: Reduces the current requirement that bicycle parking spaces be
located within 100 ft. of the building main entrance to 50 ft.
Support the Code Development Committee recommendation for Disapproval.
Proposal GG-147: Mandates a specific type of bicycle parking rack to accommodate
a U-shaped lock in both short & long term bicycle parking spaces.
Support Public Comment for Disapproval.
Proposals GG-153 & GG-155: GG-153 introduces jurisdictional option to require
recharging stations for electric vehicles in buildings over 100,000 sq. ft. & with 250
or more parking spaces. GG-155 goes further by mandating electric vehicle
recharging stations in these buildings.
Support the Code Development Committee recommendations for Disapproval.

Proposals GG-189 & GG-338: GG-189 introduces jurisdictional option to require
“resilient design & construction” that requires buildings achieve a 5% improvement
in environmental performance for global warming potential & unnecessarily limits
materials choices. GG-338 introduces an appendix chapter containing “resilient
design & construction” provisions which can be included in the IgCC by jurisdictions
during the adoption process.
Support the Code Development Committee recommendations for Disapproval.
Proposal GEW-1: Revises the IgCC energy chapter 6 to be consistent with the
requirements in the ICC energy conservation code (IECC) & eliminating the
additional energy use reductions currently mandated in the IgCC.
Support Public Comment #1 for Approval As Submitted. Public Comments 2 & 3
for Approval As Modified are also recommended for Support.
Proposals GEW-9 & GEW-14: Requires additional energy efficiency measures in
addition to the 10% above IECC levels currently mandated by the IgCC.
Support the Code Development Committee recommendations for Disapproval.
Proposal GEW-66: Reduces the 10% additional energy efficiency requirement in
the IgCC to 5%.
Support Code Development Committee recommendations for Approval As
Submitted.
Proposal GEW-134: Increases the amount of annual energy use required to be
provided by on-site renewable energy systems.
Support the Code Development Committee recommendation for Disapproval.
GEW-137: Restricts the use of “Renewable Energy Credits (REC)” to fulfill the onsite renewable energy requirements.
Support the Code Development Committee recommendation for Disapproval.
Proposals GG-235 & GG-267: GG-235 mandates radon testing of buildings on sites
in EPA’s radon potential zones 1 & 2 (covering the bulk of the U. S.) & requires preoccupancy indoor radon levels not exceed EPA’s radon action level. GG-267
mandates installation of radon mitigation systems in all buildings in zones 1 & 2.
Support the Code Development Committee recommendations for Disapproval.
Proposals GG-289: Requires new thermal envelope components (wall, roof & floor
insulation) installed in existing buildings meet the most stringent insulation values
in the IgCC energy chapter 6.
Support the Code Development Committee recommendation for Disapproval.
Proposal GG-290: Requires new fenestration (windows, skylights & doors)
installed in existing buildings meet the most stringent U-value & solar heat gain
values in the IgCC energy chapter 6.
Support Public Comment #2 for Disapproval

Proposal GG-314: Introduces jurisdictional option to require buildings be
maintained & operated to achieve the energy performance levels consistent with
energy use targets in the original design.
Support the Code Development Committee recommendation for Disapproval.
Proposal GG-320: Introduces an appendix chapter containing an “simplified
alternative IgCC” which can be substituted for the current IgCC requirements by
jurisdictions during the adoption process. This alternative IgCC requires energy
efficiency measures complying with the ICC energy conservation code (IECC) rather
than the more stringent mandates in the current IgCC, making this a more attractive
option for many jurisdictions.
Support Public Comment #1 for Approval as Modified by successful assembly
action during the Code Development Committee hearings last April.
