Responsible for the overall management, control and supervision of road transports.
To help the government in framing and implementing motor vehicle laws, rules, regulations, policies
etc and ensure enforcement against violation.
To deal with safety of road users and taking remedial measures for prevention of road accidents.
Registration of motor vehicles, motor repairing workshops and driving schools.
To issue license after conducting competency test for drivers, conductors & driving instructors and to
take measures for renewal of the same.
To issue and renew roadworthiness certificate of motor vehicles.
To find out the cause of accidents, inspecting the vehicles involved in accidents.
To issue and renew route permit for passengers & goods vehicles.
To inspect the Govt. vehicles for repairing, maintenance and condemnation declaration and to advice
Govt. departments in this regard.
Collecting and accounting of taxes and fees on account of motor vehicles.
To collect & maintain the statistics related to motor vehicles, and road accidents, to conduct activities
for the development of the road transport system, implementation of development schemes etc.
To constitute and control the Regional Transport Committee (RTC) for every district and metropolitan
area, coordination between agencies, organizations providing transport services and deals with the
matters relating to road transport owners and workers to suggest appropriate measures therefore.
Road Construction / Maintenance
The Road and Highway Department (RHD) is responsible for the management of the National,
Regional and Zilla road network of about 21.000 Km in road length and some 18.258 bridges with
annual development and revenue funds of 3.463 crore Taka of which about 2.547 crore Taka is from
the Annual Development Budget and 916 crore Taka from the Revenue Budget in fiscal year 2007-08.
RHD has been at the fore point in Bangladesh to introduce E-governance. RHD had officially
launched RHD Website in July 2003.
The Website contains a wide variety of information on technical and managerial issues. This includes
roads and bridges data, personal data, financial project information, different manuals, standard test
procedures, design standards for roads and bridges as well as management plans for each area. The
total number of posts in the Department is almost 20.000.
The Roads and Highways Department (RHD) was created in 1962 when the old 'Construction &
Building (C&B) organisation was split into 2 separate bodies (the other being Public Works
Department). RHD is responsible for the construction and the maintenance of the major road and
bridge network of Bangladesh.
Since the Department was established the size of the major road network in Bangladesh has grown
from 2.500 km to the present network of 20.866,36 km.
The RHD is headed by a Chief Engineer who is supported by a number of Additional Chief Engineers.
It is responsible for an annual budget (2007-08) of 3.462,75 crore Taka, of which about 2.546,79
Crore Taka (1324,03 GoB & 680,21 Project part) is from the Annual Development Budget and 915,96
crore Taka from the Revenue Budget. The total number of posts in the Department is almost 20.000.
