Introduction
Country Letter
Major development or political events that have had an effect on the work of the
UNCT
Costa Rica is ranked as a high human development country (2011 HDR) and a middleincome country, with a GDP per capita of US$7,851 (2010). However, the country faces
difficulties in maintaining its historical gains, showing an increase in inequality (Gini index
went from 0.438 in 1990 to 0.492 in 2010, ECLAC), and in providing equal access to
opportunities.
Unemployment has increased in recent years as a result of the crisis, from 4.6 in 2007 to
7.8 in 2009, a situation maintained in 2011. Unemployment rates doubled among women
and youth. Women are also most affected by underemployment, low wages, low social
security coverage and difficulties reconciling work and family life. Women’s net
participation rate is 45.7, almost half of men’s (76.8) – an issue even compared to other LAC
countries.
The 2011 Census shows that demographic trends have changed significantly. Population
growth has diminished from an average growth of 2.8%, (1984-2000), to 1.1% (2000-2011).
These trends are representative of the country’s transition through the demographic
dividend.
In terms of environmental sustainability, Costa Rica ranks third in the EPI (2010). This
results from the country’s commitment as early as the 70s to environmental conservation.
Costa Rica launched a strategy to be the first country to reach carbon neutrality by 2021
and in 2011 reached a consensus on metrics to be met by sectors. Mitigation and adaptation
strategies for selected sectors and new policy documents relevant for carbon neutrality have
been approved during the last year. There are still deficiencies in this area, including
pollution of watersheds and unregulated land use.
As an effect of the global economic crisis, GDP experienced negative growth (-0.7% in 2009).
Although growth rebounded in 2010 reaching 4.2% and an estimated 4.5% in 2011,
unemployment rates have remained high and the country faces significant fiscal problems.
An intense debate has arisen in Costa Rica around fiscal issues and the government has
presented a legal amendment project to raise new taxes, which is still pending approval.
In 2011 the ruling party lost its leading role in Congress as a result of an alliance among
opposition parties. Key decision-making processes for the country are dependent on the
ability of political parties to handle the new power structure. This tension has led to the
delay of the approval of loan agreements, key legislation in a wide array of topics and to
impasses in agreeing budget allocation for 2012.

Summary on progress towards UNDAF outcomes
The UNDAF 2008-2012 functions effectively as overall frame of reference for UNS
programming and coordination with Costa Rica. When the UNDAF was signed in 2008,
Costa Rica was enjoying a moment of economic bonanza and increased flows of cooperation
(particularly from the European Union and Spain). Currently the country is facing a less
auspicious stage.
In general terms, UNS performance has contributed to national development actions and
promotion of country capacities, as well as strengthened inter-agency coordination
capacities furthering synergies and concerted efforts toward accomplishing results.
The review of actions reported by the UNS in annual reports show that initiatives with
potential have been mobilized, revealing a distinct concentration of efforts in the areas of
“Sustainable Human Development” and “Public Policies,” with “Citizen Participation” and
the area of “Sustainable Environment” addressing national challenges of large magnitude.
The report of the UNDAF review highlights strategic outputs obtained in each area.
The UNDAF constitutes a broad frame of cooperation encompassing human development
actions as primordial objective, and hence the reduction of poverty, inequality and social
exclusion. In this sense, all of the cooperation areas it contains impact on and contribute to
the country in those three spheres. While “Inclusive, Sustainable and Equitable Human
Development” is the most related area impacting directly on these problems, at a general
level “Public Policies” strengthen State action and more specifically, social investment. The
nature of the “Citizen Participation” and “Socio-Cultural Practices” areas in promoting and
protecting rights is clearly inclusive; and “Sustainable Environment” contributes to
improvement in quality of life for the entire population.
Performance during the 2008-2011 period makes it possible to underscore important
country contributions according to areas of cooperation.
In common programming, the UNCT formulated the CCA and the foundations of the
UNDAF, and carried out the SPR with 95 persons participating on average as key
government and non-governmental representatives, considering gender and ethnic sectors
and diversity.
Summary on progress in UN Reform
In 2011 a donors round table mechanism was established for the first time as an initiative
of the Embassy of Spain and UN Resident Coordination. Later this mechanism ended up
leading to a broader initiative headed by the Ministry of Foreign Affairs, the United
Nations and the European Community in search of a stronger programmatic alignment and
efficiency of international cooperation in Costa Rica. Also, an international cooperation
round table on Security and Justice was established among selected donors for the
alignment of activities, strengthening and sharing of experience, preventing overlapping
and repetition and the definition of a minimum common framework of work regarding
impact and progress indicators.
In regard to the MDG, UNCT has put in place an advancement strategy for MDG
achievement comprising: UNDP with the support of UNDESA, along with the M. of
Finance, Central Bank, M. of Planning, Education and Health, have established the board
for MDG costing and estimation carrying out workshops, establishing focal points in
strategic national budget units; UNDP approved and initiated a MDGs Acceleration

Framework for employment for disabled youth with the support of ILO and in partnership
with the M. of Labor; UNDP in partnership with UNCTAD, also supported the National
Digital Government Authority to simplify and reduce the bureaucratic process and timeconsuming requirements for enterprises and business opening licenses and operating
authorization, as well as developing a portal on e-regulation made available for foreign
investors and public in general.
In South-South cooperation, by request of the Paraguay Government, Costa Rican
authorities and UNDP initiated support to the development of their National Security Plan.
In common programming, actions continued in the frame of the four Spanish-funded
programmes for achievement of the MDGs (MDGF). To strengthen the Monitoring and
Evaluation team formed to provide technical support for the programmes’ execution, a
convergence strategy was established in 2010 and operationalized during 2011 through a
convergence information system with the flexibility to include all of the common
programming actions, and even become the system of reference in monitoring common
programming actions for the next UNDAF 2013-2017.
In human rights, the UNS supported preparation of the National Plan against Racism, now
in the stage of consultation with civil society actors.
In the area of security, we made notable advances in MOSS compliance scores, rising from
66.71% in el 2008 to 95% in 2011. Of particular note, the Security Management Team
received special training to strengthen its capacities with respect to the Inter-Agency
Security System.
Also noteworthy was the effort of the Inter-Agency Gender Group in positioning the United
Nations Secretary-General’s campaign, “Unite to End Violence against Women,” including
inter-agency mobilization of financial resources to produce promotional materials and carry
out activities. $400 thousand was mobilized for publicity spots executed in the country’s
main media. Both the President of the Republic and the President of the Supreme Court of
Justice officially adhered to the Secretary General’s campaign.
Support was provided to prepare two summits: the “World Afrodescendent Youth Summit”
(13-17 June 2011), organized by the Caribbean Project Association of Costa Rica in
collaboration with the Circle of Afrodescendent Youth of the Americas; and the regional
meeting and conference “Economic Empowerment and Political Power for Afrodescendent
Women” (25-27 July 2011), organized by the Women’s Secretariat of ONECA, University of
the Nicaraguan Caribbean Coast (URACCAN) and the Center for Afro-Costa Rican Women.
Key aspects of the proposed 2012 workplan
For 2012 the UNCT has prioritized work on a funds mobilization strategy through joint
programmes and other initiatives that strengthen joint UN action.
With respect to MDGs, through a joint programme we will follow up on the action plan
prepared in the Acceleration Framework toward the goal of decent work, emphasizing
disabled populations (PwD). UNCT will also continue with preparation of an MDG costing
document (UNDP-UNDESA).
2012 will present important challenges for common programming, as this will be the first
year we must officially close three of the four MDGF joint programmes. There are great
expectations regarding their contributions to country development and the construction of
learnings about combined UNS action. At the close of these programmes, which coincides

with the end of the UNDAF 2008-2012, we propose to have a document on lessons learned
and good practices in coordination as input at the start of a new cycle of common
programming.
For monitoring and evaluation of the new UNDAF, it will be necessary to initiate
preparation of a work plan for 2013 ensuring achievement of all the expected results as of
2013, and also to develop a sustainability strategy for continuity of the joint programme
M&E platform.
Within the UNS, we will continue with: a) awareness and implementation of UN CARES–
HIV/AIDS policies in the workplace, continuing work in staff induction and women’s
empowerment in use of the female condom, as well as staff sensitization in talking about
sexuality with their families (sons and daughters); b) work to maintain MOSS compliance;
c) staff training in personal safety (street crime, anticipating and handling explosives
threat, etc.); and d) the effort to strengthen the preparedness and response capacities of the
UNETE emergency technical team in the frame of both the UN System and in support to
the national emergency system, which positions and generates recognition of the team as
relevant actor in emergency and disaster preparedness and response.
Through the Inter-Agency Communication Group we will be advancing the communication
strategy according to organization priorities in key areas such as Emergencies, Millennium
Development Goals, etc. We will also focus on greater visibility of the main results of
common programming, as well as accompaniment in the celebration of commemorative
activities promoted by the United Nations System.
To mainstream gender perspective in United Nations work in the country, we plan to work
on strengthening the Inter-Agency Gender Group (GIG). Proposed for this, among other
things, is formulation of a joint programme addressing substantive issues in this area and
which strengthens and provides sustainability for the inter-agency actions that have been
and will continue being carried out in the frame of the Secretary-General’s campaign
“UNite to End Violence against Women”.
Recommendations
At the programmatic level: Despite substantial improvements in the content of the new
common programming guides, problems persist that affect the coherence and alignment of
common programming. A clear example: the deadlines for presentation of the Country
Programme Document (CPD) of the excom agencies to their regional offices were in
December 2011, while the deadline to send the signed UNDAF is 31 March 2012. Internal
attempts were made for alignment among the programming of UNICEF, UNFPA and
UNDP, and they constructed their programming based on the outcomes defined in the SPR
(Strategic Priorization Retreat). The rest of the UNDAF programming matrix was
constructed based on the CPDs and other criteria, and not vice versa as the process had
been planned in theory; in other words, we need to close the gaps encountered between the
guides and the on-the-ground reality we experienced in relation to common programming.
At the financial level: The resources assigned to coordination are insufficient to attend a
minimum support staff and other resources for executing certain key activities for the
UNCT. This significantly reduces the CRO’s possibilities of driving a change agenda to
address principles of United Nations reform and common programming. Worse yet, if the
CRO has staff (fixed term), it is impossible to cover basic guarantees and rights such as
maternity/paternity leave. We experienced this situation in 2011 when we had to do
without a replacement for the coordination assistant (administrative and logistics support
to the UNCT) who was out for seven months due to a high-risk pregnancy. We thus
recommend that DOCO have a fund available to ensure an additional resource for countries
in case these rights of coordination offices staff need to be covered.

System development has concluded and is now in the stage of data
loading for information analysis to facilitate inter-programme
coordination and convergence.
Achievements:
1. Promotes and facilitates meeting spaces between the JPs and
formulation of joint agreements 2. Provides information for decision
making 3. Facilitates access to information generated by knowledge
management processes 4. Arranges for follow-up on agreements
between the JPs and between them and other development actors 5.
Leads, facilitates and develops knowledge management tasks in the
context of defining the exit strategies of each of the joint programmes
The direct beneficiaries of this initiative are the coordination structures
of the Joint Programmes, since they can access and consult joint, upto-date information to make the correct decisions. Also, in the medium
term other UNS initiatives could be beneficiaries of this system, making
it a regional cooperation initiative in activities coordination from the
inter-regional and interinstitutional standpoint.
Lessons learned:
Listed below are the main risks identified in implementing the
information system for convergence: 1. Coordinators do not have
information on the activities generated by JP actors. 2. JPs do not
deliver the information on a timely basis. 3. JPs do not deliver
sufficient information. 4. Activities cannot be foreseen with sufficient
anticipation due to external factors (government demands, emergency
situations, etc.). 5. JP coordinators do not adopt coordination or
collaboration agreements. 6. The agreements adopted are not complied
with. The main lesson learned with respect to these risks is that the
Joint Programmes did not in effect have independent databases, which
signified work that in time required more resources (human and
financial) than originally planned. The design of the Joint Programmes
did not contemplate sufficient resources for unified knowledge
management and communications activities.

Recommendations to DOCO
This information system is a good practice
since it addresses the following MDG-F
guidelines at the global level: First, the
Convergence Information System aspires to
ensure the sustainability of its investments.
The MDG-F must assure that national
capacities will be consolidated through the
different interventions, and that these will be
maintained when the grant expires. Second,
the Fund aspires to apply the highest
standards of quality in program formulation,
monitoring and evaluation in a management
structure geared toward results and
accountability. The Concept Notes and,
especially, the complete program design
documents will require structuring a situation
of reference points– with indicators- to
measure the initial situation, the progress
obtained and quality throughout the
implementation phase, as well as the expected
results. Likewise, the Fund will require the
establishment of solid mechanisms for
substantial monitoring, as well as mid-term
and final evaluations, with special emphasis on
assimilation of learnings. The Fund commits to
extensive dissemination of the results.
Preference will be given to innovative
development programs that do not repeat the
same objectives or mechanisms already
selected for existing UNDP/UN/Spain
initiatives, and which expect concrete and
transformational results for intended

beneficiaries. Third, the Fund aspires to
consolidate country-level planning and
management systems. Requests by the United
Nations teams for support must be aligned
with the UN Development Assistance
Framework. In addition, interventions will
normally be designed around a Common
Programming model. This dimension of the
Fund is also important to differentiate the
MDG-F from others in operation backed by the
Government of Spain with numerous UN
entities.
