MINUTES
COMMITTEE OF THE WHOLE MEETING
TUESDAY, FEBRUARY 10, 2015
The Committee-of-the-Whole Meeting of the City Council of the City of
Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey,
on Tuesday, February 10, 2015.
The meeting was called to order at 6:38 p.m. by Mayor John Labrosse and
he asked the City Clerk to call the roll.
Present:
Mayor John P. Labrosse, Jr., Deputy Mayor Canestrino,
Councilman Battaglia, Councilman Sims, Councilwoman Rose Greenman, City
Attorney Thomas Scrivo and City Manager David Troast were in attendance.
Ms. Karlsson: “In accordance with the Open Public Meetings Act, Chapter
231, Laws of 1975, adequate notice of this meeting was provided by sending a
notice to The Record and the Star-Ledger and by posting a copy on the Bulletin
Board in City Hall."
Manager’s Report:
Sanitary and Sewer Separation – There will be a resolution on tonight’s
regular meeting awarding P & M Construction the bid for phase 1 of this project.
Transit Village – We have embellished the resolution, which is on the
docket for tonight’s meeting, as per the State.
Parking Ordinance Changes Main Street – There will be an Ordinance
amendment for the next meeting on this issue.
The Mayor stated that he is glad that we are starting the sewer project. It
is a vital part and necessity. It has a large cost associated with it but we will be
doing the project in three phases.
A motion was made by Deputy Mayor Canestrino and seconded by
Councilman Sims to open the meeting to the public.
Rick Salkin – What area are we starting the sewer project? Not the whole
city. Be careful with the DEP, the Clean River is mandatory by the State. The
cigarette sale issue is still pending, there are many different opinions on this
issue. Has the state preempted this yet? We saw this happen with the cell

phone. Don’t go with all the others, tread lightly.
Regina DiPasqua – Parker Avenue – I have a question about the NJ Transit
buses, are there any regulations regarding these busses parking on Thompson
Avenue? They are diesel and they don’t shut them off. The City Manager said
he would check the Traffic Department on this issue. I have also had these buses
on Parker Avenue, the street is too narrow for this. Could you check for routes.
Maybe it was a rouge bus driver.
Mr. Jackson – I am glad to see the CFO is overseeing the money
management. On River Street there should be a flashing light near the homeless
shelter. Councilman Simms suggested that he speak with Kathleen Salvo.
As no one else wished to be heard, a motion was made by Deputy Mayor
Canestrino and seconded by Councilman Sims to close the public portion of the
meeting.

CITY OF HACKENSACK
A RESOLUTION CALLING FOR AN EXECUTIVE MEETING OF THE CITY
COUNCIL FOR THE FOLLOWING PURPOSES:
WHEREAS, the Mayor and Council of the City of Hackensack deem it necessary to
discuss certain actions under Section 7b7 & 7b8 of the Open Public Meetings Act which pertains
to matters falling within attorney-client privilege, on-going litigation and personnel matters
concerning the employment of a current or prospective public employee(s).
WHEREAS, the Mayor and Council of the City of Hackensack is of the opinion that such
circumstances may presently exist; and
WHEREAS, the City Council wishes to discuss the following issues:

1. Personnel Matters –
2. On-going Litigation – Rottino, Monaghan, Callahan, Heck v City
3. Matters involving attorney/client privilege
NOW THEREFORE BE IT RESOLVED that the Mayor and Council of the City of
Hackensack deem it necessary to exclude the public from this discussion. The outcome of the
discussion will be disclosed within 90 days or at such time as the interests of the City do not
require confidentiality.
