Role synopsis
Waste and Water Compliance Engineer in the Environmental Dept. at BP
West Coast Products, LLC's Carson Business Unit ('CBU').
The CBU is comprised of a 270,000 bpd refinery, a 385 megawatt
Cogeneration plant and a petroleum coke Calciner plant. The CBU employs
approximately 1000 employees and is located in sunny Southern California,
just south of Los Angeles.
This position manages the regulatory aspects of the refinery’s waste and
wastewater programs. Management of waste programs requires knowledge
of RCRA, TSCA, OSHA, DOT & California Environmental regulations.
Management of wastewater programs requires knowledge of the federal
clean water act, NPDES permitting and compliance, Total Maximum Daily
Load (TMDL) development, whole effluent toxicity testing, SPCC and
SWPPP regulations, and California Water and Sediment Quality Standards.
The position is a key role for the business unit liability prevention, waste
reduction and water strategy programs.
The Environmental Department employs air, water, and wastewater
engineers. Opportunities to gain experience with the other media are
frequently available.
Key
accountabilities
Responsibilities include, but are not limited to:
Act as Subject Matter Expert, advising refinery groups on interpretation and
application of requirements and industry practices related to waste and
wastewater compliance, including the NPDES permit.
Actively participate in developing strategies and tactics to ensure regulatory
compliance with rules and permits, including the NPDES permit, while being
proactive and pragmatic in application.
Provide assurance and verification for environmental compliance through
routine field monitoring and data review for waste and waterwater
management activities.
Investigate and correct non-compliant issues associated with waste and
wastewater programs.
Act as field liaison for environmental related outside agency inspections,
audits, inquiries, and notifications.
Respond to agency inquiries and enforcement activities for potential noncompliance with applicable laws and regulations.
Prepare regulatory reports and coordinate fee payments associated with
waste generation and water discharges.
Evaluate wastes for proper identification, handling and disposal site. Prepare
profiles, manifests and other waste shipping documentation.
Monitors and control expenditures, budgeting, planning, and execution of
activities related to environmental consulting or monitoring projects.
Manage the waste handling contractor and work with other contractors to
ensure low cost, environmentally compliant and operationally efficient waste
management processes are in place.
Reinforce environmental compliance through refinery-wide training and
communication of corporate and governmental objectives
Serve on task forces and committees influencing state regulations, BP
regulatory compliance strategies and other committees at request of
management.
Work with agencies to obtain and renew permits, including the site NPDES
permit, required to maintain compliance with waste and wastewater
regulations
Communicate all impending changes, including potential implications, of
regulations and permits upon direction from Environmental Department.
Prepare budget for waste disposal and transportation off-site for the different
units. Approve, allocate and coordinate invoice payments for waste disposal
and transportation.
Perform emergency response activities such as release notification,
equipment breakdown, reporting, odor patrols and agency discussion when
on-call.
Participate in the Community Response Team (CRT) and/or the Carson
Refinery Emergency Operations Center (EOC) if activated, to facilitate the
prompt and timely assessment of potential off-site impacts of
situations/releases/events.
Essential
Education
Bachelors of Science degree in Chemical Engineering, Environmental
Engineering or equivalent.
Essential
Five plus years of previous environmental experience.

Knowledge and understanding of RCRA & Federal Clean Water Act.

without sacrificing quality.
Excellent communication skills interfacing effectively with cross-functional
teams and individuals at all levels of the organization.
Highly motivated self-starter who can work independently, and work as a
member of a cohesive team.
Ability to deal with a constantly changing environment and a fast work pace.
Desirable criteria
