This position supervises engineering group supporting refinery’s release reporting required by environmental
regulations, environmental air permits, company policy. Manages data intensive instrumentation/analyzer dependent
rules. Upkeeps refinery’s environmental data management systems. Serves as technical lead on environmental
compliance requirements for flare systems.
Key Responsibilities:

Manages refinery’s release reporting as required by environmental regulations, environmental air permits, and
company policy. Oversees programs such as annual emission reporting, toxic release inventory, Regional Clean Air
Incentives Market or RECLAIM (South Coast Air Quality Management District), Rule 1173 Fugitive Emissions of
Volatile Organic Compounds and Rule 1118 Control of Emissions from Refinery Flares (South Coast Air Quality
Management District), Environmental Protection Agency Source Performance Standards for Petroleum Refineries
(NSPS Subpart J).

Oversees collection and analysis of environmental data. Leads development and implementation of electronic and
database tools to support data-intensive agency reporting. Works with staff to ensure agency submittals are accurate
and submitted on-time.

Provides technical oversight for emissions calculations and understands impact of various operating conditions on
emissions. Serves as technical lead on compliance requirements for flare systems.

Develops and maintains effective relationships with regulatory agencies’ staffs.

Manages staff. Initiates selection, promotion and corrective actions when appropriate; accountable for fair and
uniform application of human resources policies.

Works with refinery process control, instrumentation, and other groups to ensure completeness and accuracy of
instrumentation data needed to maintain compliance with federal/state/local requirements. Ensures environmental
compliance requirements are adequately documented.

Supports refinery departments with negotiation strategies for complex permit conditions with regulatory agencies.
Advocates permit conditions consistent with operational needs and regulatory requirements.
EDUCATION and Experience:

Minimum undergraduate degree in chemical engineering, chemistry or environmental science related program
required.

Minimum 5 years’ environmental experience in petrochemical industry required.

Minimum 1 year supervisory/management experience preferred.
