SBAC will work in coordination with the state—via direct advisement to the Bilingual Multicultural Education Bureau (BMEB)—to work on items such as: 1) identifying best practices for training highly effective teachers to work effectively with ELs regardless of placement in BMEPs (i.e. training general education teachers to work with EL and Immigrant students); 2) recruiting, developing and training highly effective bilingual teachers; 3) building the capacity of education administrators to lead effective BMEPs; 4) training all educators to properly consider and address the language and learning needs of ELs; 5) working to develop solutions for streamlining and strengthening program management, implementation and monitoring of BMEPs; 6) ultimately focus on strengthening outcomes (based on data) for BMEP students, including EL and Immigrant students. The council will be composed of teachers, principals, superintendents, higher education representatives, and education administrators (e.g. Bilingual/Title III Directors, etc.) with technical knowledge. Parent and family voice is essential and thus parents with students participating in BMEPs are strongly encouraged to apply. Educators working with underserved cultural and/or linguistic groups that have not previously been represented at SBAC are also strongly encouraged to apply. Note: Educators need not work in an identified BMEP, but must demonstrate genuine interest in and have direct experience working with ethnically/racially diverse students and families—including EL and/or Immigrant students—in a culturally and linguistically responsive manner. The SBAC nominees serve a three-year term, are recommended by a statewide group of stakeholders, and appointed by the Director of Bilingual Multicultural Education Bureau. Please note that the PED will not be able to provide travel reimbursement or substitute coverage for council members. Further, Tittle III funds cannot be used to reimburse for any expenditures related to State Bilingual Advisory Council meetings or activities.
