STATE BILINGUAL ADVISORY COUNCIL NEW MEXICO PUBLIC EDUCATION DEPARTMENT 300 DON GASPAR SANTA FE, NEW MEXICO 87501-2786 Hanna Skandera, Secretary-Designate Dr. Icela Pelayo, Director, Bilingual Multicultural Education Bureau Telephone: (505) 827-6666 NOMINATION FORM The purpose of the State Bilingual Advisory Council (SBAC) is to create a work group devoted to issues around Bilingual Multicultural Education, strengthening the quality of our Bilingual Multicultural Education Programs (BMEPs), promoting rigorous culturally and linguistically responsive instruction, supporting effective classroom teaching for participating students, especially English language learners (ELLs). SBAC will work in coordination with the state—via direct advisement to the Bilingual Multicultural Education Bureau (BMEB)—to work on issues such as: 1) identifying best practices for training highly effective teachers to work effectively with ELLs regardless of placement in BMEPs (i.e. training general education teachers to work with ELL and Immigrant students); 2) recruiting, developing and training highly effective bilingual teachers; 3) building the capacity of education administrators to lead effective BMEPs; 4) training all educators to properly consider and address the language and learning needs of ELLs; 5) working to develop solutions for streamlining and strengthening program management, implementation and monitoring of BMEPs; 6) ultimately focus on creating better outcomes (based on data) for BMEP students, including ELL and Immigrant students. The council will be composed of teachers, principals, superintendents, higher education representatives, and education administrators (e.g. Bilingual/Title III Directors, etc.) with technical knowledge. Parent and family voice is essential and thus parents with students participating in BMEPs are strongly encouraged to apply. Educators working with under-served cultural and/or linguistic groups that have not previously been represented at SBAC are also strongly encouraged to apply. Note: Educators need not work in an identified BMEP, but must demonstrate genuine interest in and have direct experience working with ethnically/racially diverse students and families—including ELL and/or Immigrant students—in a culturally and linguistically responsive manner. The SBAC nominees serve a three-year term, are recommended by a statewide group of stakeholders, and appointed by the Director of Bilingual Multicultural Education Bureau.
