Wirral Council: Job Role Descriptor Job Role: Service: Reports to: No. of Subordinates: Merseyside Flood Risk Co-ordinator Highways Team Leader (Highway Assets/Drainage) Merseyside Strategic & Tactical Flood Risk Groups 0 HR USE ONLY Job Role Ref: Job Family: Proposed Grade: REG Regulatory PO4 JOB ROLE PURPOSE A multi-disciplinary role to support the Merseyside Flood & Coastal Risk Management (FCRM) Partnership, Strategic and Tactical groups of elected members and officers in the management of Flood and Coastal Erosion Risks on Merseyside. Supporting and co-ordinating member authorities to deliver their FCRM legislative duties, provide a focus for Partnership activities and to raise awareness of the FCRM agenda with other relevant sub-regional groups, e.g. the Local Enterprise Partnership, the Local Resilience Forum. KEY TASKS 1. Co-ordinate and support all members of the Merseyside FCRM Partnership to set and deliver partnership FCRM objectives. 2. Maintain and continue to build effective working relationships with and between all Risk Management Authorities for Merseyside, with other FCRM Partnerships in the North West and with the North West Regional Flood and Coastal Committee. 3. Co-ordinate and facilitate officer and elected member meetings to facilitate monitoring and oversight of FCRM across Merseyside. 4. Support Lead Local Flood Authority (LLFA) members to prepare for and deliver new flood risk management duties as set out in the Flood Risk Regulations and Flood and Water Management Act (2010), in particular Local Flood Risk Management Strategies and surface water management plans. 5. Seek opportunities for risk management authorities to maximise their collective knowledge through partnership working and identify and support initiatives which will increase flood risk management capacity. 6. Provide support to member authorities in developing forward investment plans and capital bids, taking a Merseyside wide view to identify opportunities for collaborative and partnership working across authorities. Use the collaborative insight to develop and submit funding bids for Merseyside– wide investment plans for studies and/or schemes for inclusion on the 6 year forward plan for Local Levy and/or Grant in Aid. 8. Support member authorities to promote partnership funding principles and seek opportunities for maximising contributions from within and outside the member authorities. 9. Work with all Partnership authorities to develop, monitor and periodically review Merseyside wide and local flood management plans. 10. Liaise with, assist and support other Flood Risk Co-ordinators in the North West and Regional Flood & Coastal Committee (RFCC) representatives to facilitate workshops and briefings in connection with the ongoing member authorities flood risk management responsibilities. 11. Attend relevant workshops, presentations, conferences etc. and feedback to relevant officers of member authorities. Provide technical advice to Partnership members on flood risk management measures including local flood resistance and resilience measures for communities. 12. Undertake periodic review of strategic and tactical groups terms of reference. KEY RESPONSIBILITIES People Support partnership working between risk management authorities and with local communities and facilitate the sharing of knowledge, evidence and best practice to support priority setting based on a shared understanding of risk. Ensure relevant officers and elected members of member authorities are informed and briefed appropriately in relation to information emerging from the Environment Agency, Department for Environment, Food and Rural Affairs (Defra) and other key stakeholders regarding flood risk management. Liaise with the Environment Agency, member local authorities and sewerage undertakers in the review and preparation of local resilience and response plans for flood risk management. Continue to develop own knowledge and experience in order to provide high quality advice in relation to flood risk management including requirements under the Flood and Water Management Act 2010. Financial Document1 Page 2 of 5 Assist member authorities with submission of forward plans for investment to the Environment Agency for Grant in Aid or Local Levy contributions. Identify opportunities within the region where collaborative working will enhance opportunities for investment in flood risk management and co-ordinate wider dissemination of these opportunities. Strategic Assist lead local flood authorities in the preparation, delivery and review of Local Flood Risk Management Strategies, ensuring a co-ordinated approach across Merseyside is achieved, taking into account the Environment Agency’s National Flood Risk Management Strategy. Resources Assist member authorities in sharing resources and expertise to meet their flood risk management responsibilities. Planning and Organising Contribute to the formulation of the 6-year forward plan by assisting member authorities in the development of their forward plans and co-ordinating a forward plan for Merseyside-wide schemes and/or studies. Organise own workload. Decision Making Co-ordinate and lead, where necessary and applicable, a Merseyside response to both local and national flood risk management activities and issues. EXPERIENCE, QUALIFICATIONS, KNOWLEDGE AND SKILLS Essential Criteria Qualifications BTec Higher Certificate or equivalent in Civil Engineering, Environmental Engineering or a related subject. Knowledge & Skills Document1 Page 3 of 5 Technical knowledge and professional experience of legislation, guidance, regulations, codes of practice, procedures and requirements relating to flood risk management, sustainable drainage systems, watercourse consenting and designation of flood risk assets. High level of knowledge and professional experience in collaborating with external agencies, local or government authorities and other professional partners in supporting the delivery of flood risk management across Merseyside. Broad understanding of flood risk management arrangements as they apply to Merseyside. Understanding the actions required of a Local Authority to meet drainage and flood risk statutory duties. Experience Experience of multi-agency working. Experience of working with communities. Experience in the water or drainage industries, ideally with project management experience. Desirable Criteria Qualifications Degree or diploma in flood risk management or other equivalent discipline. Knowledge & Skills Appreciation or understanding of the various funding mechanisms available to all partners of the Merseyside FCRM Strategic and Tactical Partnerships. Knowledge and professional experience of Defra and Environment Agency bidding processes. Knowledge and understanding of the Flood and Water Management Act 2010 and the Flood Risk Regulations 2009. Experience Knowledge of strategic land drainage and flood risk management plans. Experience of preparing and submitting successful funding bids. ADDITIONAL WORK ELEMENTS Document1 Page 4 of 5 Must be able to travel around Merseyside using public or private transport and be able to attend meetings within the wider north-west region. Available to work outside of ‘normal’ office hours.
