Job Purpose

To develop the Fulfilling Lives Islington and Camden Project’s evaluation and research capability, with internal and external partners, contributing to wider national and regional initiatives and designing and leading on specific projects undertaken by the

Project and other initiatives working with clients presenting complex needs.

The key outcome for the post is to enable us to properly evaluate the effectiveness of the service model(s) used to meet multiple and complex needs and make the case for wider adoption, based on the benefits proven by the data collected.

The successful applicant will apply their excellent statistical knowledge across the organisation, in designing and implementing research methodologies and analysing data.

This will include, economic and market analysis as well as using highly developed qualitative methods to give a voice to our service users.

Key Accountabilities

1.0 Project Research & Data Analysis

1.1 Lead the design and implementation of methodologies for a range of projects evaluating approaches to working with complex needs across the organisation, identifying trends and the effect of different interventions on outcomes.

1.2 Support research project delivery by interrogating, analysing and presenting quantitative and qualitative datasets in a clear and concise way.

1.3 To provide expert advice on appropriate methodologies (including for example cost benefit analysis and narrative analysis of client interviews) for undertaking research and apply them in project work.

1.5 To develop bespoke data sets for specific projects and pilots undertaken to support the case for new methods of working with complex needs in Camden and Islington.

1.6 To liaise and work with the Big Lottery Fund National Evaluation Project to agree data requirements, produce reports and participate in on-going development.

1.7 To build and maintain effective strategic relationships with external partners, including ensuring that data required by the Project is able to be shared, collectable and available in usable formats.

1.8 To advise on, undertake and occasionally commission the external validation of the research projects carried out.

1.9 To develop their own knowledge and practice, so as to fulfil the role as an effective resource for the Project and the national Fulfilling Lives programme.

1.10 Ensure that SHP is up to date with developments in statistical techniques, methods and technologies to improve our ability in this area.

2.0 Audit and Evaluation

2.1 To assist in the production of regular service reviews, proposing and carrying out analysis of data and other materials pertaining to the topics covered in the review.

2.2 To assist in the development of appropriate methods of data collection/collation and interrogation, that enables a comprehensive and routine understanding of performance against the Project outcomes.

2.3 To assist in the development of a peer led client satisfaction measurement programme for the Project, designing with service users, appropriate questionnaires, collation methods.

2.4 To help the Project to give voice to its service users, through the collection, cogent presentation and analysis of feedback, opinions, life stories and outcomes of the Project’s clients.

2.5 To undertake reviews of market and intelligence data related to this area of work, presenting clear concise reports on outcomes including, trends in service delivery, commissioning or unit costing.

2.9 To attend the Operational Group meetings and maintain liaison around research and analysis with strategic and operational partners.

2.10 To provide accompanying analysis of statistical reports on a range of topics to the Peer Development Board Project and the Strategic Partnership Group as required.

3.0 Management and Policy

3.1 To occasionally assist in the commissioning and managing of external validation and other research related work from suitable organisations

3.2 To assist in the recruitment, training and utilisation of Peer Auditors/Researchers within an annual service audit process.

3.3 Manage occasional data/admin support staff, volunteer Peer Auditors/Researchers and data collectors.

3.4 Design, organise and deliver training and information sessions to Project and other staff groups in the two Boroughs.

3.5 To contribute to written user guidance and policy as required for data collection and management by the Project team.

4.0

Safeguarding, Quality and Monitoring

4.1

To be aware of the relevant data protection issues pertaining to the holding and sharing of data regarding our client cohort and that of partner agencies.

4.2

To be familiar with the risk and safeguarding issues presented by potential one to one interviewing and the relevant organisational and London wide procedures.

4.3

To ensure all Peer Auditors/Researchers are aware of, sign up to and comply with the Code of Conduct drawn up for the service.

4.4

Via data analysis and specialist advice, help the Project Manager to monitor, review and audit the quality of service delivery as directed.

5.0

5.1

Service Users

To encourage and facilitate user participation and service feedback when involved in in client related activities, ensuring that information captured is reported to the relevant bodies.

6.0

Policy and Procedure

6.1 To ensure that any research and evaluation programmes at all times comply with

SHP policy and procedure concerning; volunteering, lone working, health and safety, risk assessment, equalities and all other relevant policies.

6.2 To attend relevant training and access specialist advice where required in meeting the above responsibilities.

Technical and Professional Knowledge required for Effective Performance

 Degree in a numerate discipline (Statistics, Economics, Mathematics or similar equivalent qualification).

 An MRS Diploma or other recognised research qualifications and/or masters degree or equivalent would be desirable.

 Experience of developing and/or leading a programme of analytical work to meet organisational needs.

 Experience of having created and implemented new analytical solutions to meet complex information needs.

 Knowledge and experience of application of specialist research techniques, e.g. evidence of handling quantitative and/ or qualitative data or econometric analysis.

 Good ICT skills relevant to statistical analysis, including advanced spreadsheet analysis, SPSS and other applications.

 Knowledge of qualitative research techniques and their appropriate usage.

 Knowledge of research, project management and facilitation techniques.

 Knowledge of sources of market and intelligence data, and how to access them.

 An understanding of funding and monitoring requirements in relation to demonstrating outcomes and indicators.

 Ability to present, explain and interpret completed data or analysis to audiences at varying levels. Preparing reports which are both objective and accessible to read.

 The ability to work at a strategic level, applying direction in a sound and practical way.

 The ability to liaise effectively with other professionals to develop and monitor systems of evaluation and research initiatives nationally and locally.

 The ability to devise and deliver training to staff and service users around data collection and usage.

 Be able to communicate confidently and effectively, verbally and in writing.

 Ability to manage time effectively, prioritising different areas of work according to instructions.

 Have a commitment to working flexibly and creatively in response to changing external and organisational requirements and a willingness and ability to work outside standard office hours on occasion.
