POSITION DESCRIPTION:
GENERAL POSITION SUMMARY
Under the guidance of the agency’s Social Services Director, this position functions as a member
of the Runaway & Homeless Youth Project Program. The general purpose of this position is to
oversee everyday functioning of the Runaway & Homeless Youth Project. Responsible for
employee support, achieving positive outcomes, consumer satisfaction, outreach services,
emergency sheltering services, on-call crisis services, funding compliance, reporting and financial
health. The RHYP Program Manager will monitor and supervise program Clinicians, Outreach
Coordinator, Youth Peer staff and interns along with having ongoing collaboration contacts with
other public and private agencies. This position will have some case management responsibilities
and on-call support hours.
WORKING RELATIONSHIPS:
Internal Relationships: Members of the RHYP team and YFC staff and interns.
External Relationships: Runaway & Homeless youth, families, therapists, counselors,
psychiatrists, school personnel, medical personnel and other
governmental and private agencies.
ESSENTIAL DUTIES AND RESPONSIBILITIES:













Responsible for the supervision of the Runaway & Homeless Youth Project
Responsible for Coordinated Outreach Services.
Responsible for the implementation of Sheltering Services.
Responsible for Family Reunification Services.
Oversees on-call emergency response.
Participates in the recruitment and training of all RHYP staff and employee evaluations.
Supervise, mentor, train, and develop the clinical staff, youth staff, and interns.
Assures development, implementation, and monitoring of policies and procedures that
ensures compliance, health, safety, and protocol issues are met.
Responsible for documentation of services provided, client records and
written reports.
Participates on the Program Managers Team to assist the agency with high performance
in service delivery.
Assists in the development of the annual program budget and monitors the budget
throughout the fiscal year.
Develops treatment plans with clients, families, social worker, therapists, and others.
Responsible for documenting and correcting any violations or deficiencies in policies and
job duties.





Develops and implants ongoing in-service staff training.
Acts as a liaison with funding source and other community resource persons.
Will provide on-call emergency support.
Plans and conducts staff meetings.
Regular attendance.
Perform other duties as assigned.

INTERPERSONAL CONTACTS:
Contacts are numerous and frequent with individuals and groups inside and outside the
organization. Interaction will involve face to face and telephone contact. The interactions may
involve confidential and/or sensitive information requiring discretion at all times. Frequent
interaction with employees at all levels of the organization. Contacts include employees, clients,
customers, youth, and family members of clients, vendor associates, partner associates, legal
consultants, and the general community.
QUALIFICATIONS:

Must possess a license in good standing as a Licensed Clinical Social Worker or Licensed
Marriage Family Therapist with the Board of Behavioral Sciences.

Must have fulfilled requirements to provide clinical supervision.

Have demonstrated ability and leadership through a minimum of three years of
experience in the field of child or family services, two years which have been in an
administrative or managerial position.

Understanding of interpersonal relationships.

Understanding of issues effecting runaway and homeless youth.

Contemporary understanding of children and the skills needed to facilitate their
growth/development.

Knowledge of 24-hour crisis intervention.

Possess State of California Driver’s License.
SKILLS/KNOWLEDGE:
 Knowledge of County, state and Federal laws, statutes, rules, ordinances, codes and regulations.
 Knowledge of the Agency’s policies and procedures.
 Knowledge of protocols and practices in behavioral healthcare, and principles of psychotherapeutic
techniques and procedures, including the Diagnostic and Statistical Manual (DSM-IV).
 Knowledge of the principles and practices of legal, ethical and professional rules of conduct.
 Knowledge of the principles of file systems, case files and records management.
 Skill in assessing and evaluating behavioral health problems, and making recommendations based on
observations and interviews.
 Skill in understanding, interpreting and applying relevant statutes, ordinances, codes and regulations.
 Skill in assessing and prioritizing multiple tasks, projects and demands.
 Skill in working within deadlines to complete projects and assignments.
 Skill in interacting with people of different social, economic, and ethnic backgrounds.
 Skill in assessing, analyzing, identifying issues, and recommending solutions to problems.


Skill in establishing and maintaining effective working relations with co-workers, other Agency
employees and representatives from other city, county, state and Federal agencies.
Skill in operating a personal computer utilizing a variety of business software.
TRANSPORTATION:
If use of your personal vehicle is necessary for Youth for Change business, you will be
responsible for keeping a mileage record and submitting it to your supervisor for reimbursement.
Proof of current liability insurance on your personal vehicle must be provided at time of
employment and when it expires. Personal vehicle insurance is the primary coverage in case you
are in an accident in your vehicle while on business for YFC. Since you will be transporting
children in your vehicle, it must be well maintained. For the transportation policy please see the

LANGUAGE ABILITY:
Ability to read, analyze and interpret common scientific and technical journals, financial reports,
and legal documents. Ability to respond to common inquiries or complaints from customers,
regulatory agencies, or members of the business community. Ability to write speeches and
articles for publication that conform to prescribed style and format. Ability to effectively present
information to top management, public groups, and/or board of directors.
MATHEMATICAL SKILLS:
Ability to add, subtract, multiply and divide in all units of measure, using whole numbers,
common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and
interpret bar graphs.
REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations
where only limited standardization exits. Ability to interpret a variety of instructions furnished in
written, oral, diagram, or schedule form.

Duties are performed inside with climate control unless you are driving to/from and in-between

WORK ENVIRONMENT – SOCIAL
Employee shall work in a non-hostile work office environment. This is, the employee is expected
