Safety Health and Environment Objectives and Programmes
I.
PURPOSE:
The following presents the procedure for establishing safety, health and
environmental objectives and targets both at a University and School/
Directorate level.
II.
SCOPE :
The following describes the procedures for systematic identification and
monitoring of relevant SMART safety, health and environmental objectives
and programmes which support continual improvement in safety, health and
environmental management throughout the University.
III.
RESPONSIBILITIES:
Director of OSHEU: It is the responsibility of the Director of OSHEU to
ensure that relevant information relating to the performance of the
University is available to the Safety, Health and Environmental Advisory
Group. In addition it is the responsibility of the Director of OSHEU to:
 Advise on University level strategic objectives ;
 advise Schools and Directorates on objectives;
 monitor achievement of University and School/Directorate level
objectives
Heads of Schools and Directorates: are responsible for having mechanisms
in place for identifying objectives and for ensuring that agreed objectives
are addressed.
Safety, Health and Environment Advisory Group (SHEA Group): Is
responsible for advising the Chair of the Health, Safety and Environment
Committee on:
 on effective planning for safety, health and environment
 SHE Performance including workplace health against current
objectives and programmes through reports from the monitoring
systems
 Establishing future SHE objectives and programmes.
University Health, Safety and Environment Committee: It is the
responsibility of the University, Health, Safety and Environment Committee
to establish and monitor University objectives and programmes and to act as
necessary to achieve them.
School and Directorate Safety, Health and Environment Committee or
where not present the senior management team: it is the responsibility of
local committees / senior management team to have in place mechanisms

for establishing, monitoring and reporting on relevant objectives and
programmes.
Council: Have ultimate responsibility for approving University strategic SHE
objectives and programmes and ensuring that they are achieved.
IV.
Definitions:
Objectives – targets which are (where practicable) specific, measurable,
agreed, realistic and time-bound.
Programmes – means by which objectives are achieved and will include
responsibilities and the means and timescale by which the objectives are to
be met.

PROCEDURES
A. Objectives and targets at Central University level:
Council



Council have ultimate responsibility for
approving University SHE objectives and
programmes
Ensure there are mechanisms in-place to
identify and monitor objectives and
programmes
Receive reports on performance against the
objectives.
Health, Safety and Environment
Committee
Objectives / programmes are discussed and agreed by
the committee. Performance against previous
objectives and targets are reviewed. The terms of
reference and membership of the Committee can be
found within University Ordinance 10.1.
Agreed objectives are communicated to Council for
approval through the University’s Communication,
Participation and Consultation Procedure.
Safety, Health and Environment Advisory Group
advise the Chair of the Health, Safety and
Environment Committee on performance against
current objectives and programmes and advise
on future objectives and programmes
OSHEU and EMS Steering Group monitor
performance and report to senior management.
University objectives / programmes are
disseminated to all Schools and Directorates
through established communication streams (see:
Communication, Participation and Consultation
Procedure).
Monitoring of the objectives and programmes is
carried out through the audit processes (see:
procedures…..) and through feedback from each
School and Directorate (see: Procedure…….)
