Vacancy: Deputy Environmental Specialist
(including Environmental and Field Liaison responsibilities)
The Project Management Unit (PMU) for Phase II of the Lesotho Highland Development Project requires the
services of an experienced professional to strengthen its environmental capacity for the Phase II environmental
management programme. The duties of the Deputy Environmental Specialist will include:


Assisting the PMU’s Environmental Specialist with all aspects of the Phase II environmental
management programme. This will include oversight of consultants appointed to plan and implement
Phase II Environmental and Social Impact Assessments (ESIAs), Cultural Heritage Plan and Integrated
Catchment Management Plan initiatives, liaison with LHDA staff and government officials, and other
environmental planning/oversight activities.
Assisting the PMU’s Environmental Specialist with environmental planning, auditing and oversight
activities of Consultants and Contractors in the field as required.
To be considered for the position applicants need to have the following qualifications, experience and skills:











A post-graduate qualification in the Environmental Sciences or a related field;
At least five years’ experience in EIA processes in Lesotho, including preparation of EIAs and
Environmental Management Plans (EMPs);
Community consultation experience;
Demonstrated experience in Environmental Auditing and Monitoring;
Demonstrated understanding of the Integrated Catchment Management process in the southern
African context;
Demonstrated understanding of Cultural Heritage Management in southern Africa;
Experience in working with rural communities, local/national government institutions and NGOs in
Lesotho;
Experience in supervising environmental consultants and contractors;
To be fluent in English and in Sesotho;
Excellent report-writing skills; and
To be fully computer literate (MS Word, Excel, Powerpoint etc).
Certification as an Environmental Assessment Practitioner or other relevant professional registration will be an
added advantage.
