Functional Units - Logistics
Red Cross catering transition
What’s happening?
•
After 1 January, Red Cross will no longer provide catering support to
response agencies, and they already have reduced capacity.
•
Red Cross will continue to provide food and water emergency relief to
affected communities, including at relief centres.
•
All agencies to work together at municipal and regional levels to ensure
suppliers are available to meet catering requirements.
•
Plans should be in place before the Fire Danger Period to avoid transitioning
in the middle of summer.
What does this mean?
•
The control agency is responsible for sourcing, supplying and funding
catering for all agencies responding to a local incident.
•
DELWP still has statewide contracts available for catering at a campaign level.
•
Councils are not expected to make catering arrangements or coordinate
catering for response agencies.
Finance
Emergency Event Financial Delegations
Major changes to quote requirements for DELWP.
ALL relevant personnel need to undertake online training to have an emergency
event financial delegation at any DELWP, CFA, or SES event for the coming season
Online training module will be available at the end of the first week of September.
Finance unit at emergency events
Finance Unit to remain under control of Logistics Officer for 2015/16 season (will not
be a separate section as identified in AIIMS 4). Logistics Leader will need to request
resources for both roles, as required.
Finance is split up into 2 sections- Accounts Unit (facilitating the actual payment of
accounts) and Financial Monitoring Unit (cost estimates and reporting on cost of
events).
Online training for Accounts Unit is expected to be available mid-September and
mid-October for Financial Monitoring Unit.
DELWP First Aid Services at an emergency or planned event:
The previous panel contract for first aid services has expired and DELWP is currently
in the process of testing the marketplace to appoint a new provider/s.
Feedback from DELWP stakeholders into this process is being coordinated by the
Tender Lead, Nicole Middleton.
It is anticipated that the new contract will be in place by 1 November 2015.
Until a new contract is in place, approach will be to contact the previous panel
vendors via a Request For Quote (RFQ) process should the need arise for first aid
services at an emergency or planned event.
Statewide Logistics Daily Teleconference:
The teleconference is held during high levels of incident activity (generally when
there are two or more Level 3 incidents). State Logistics will email out in the morning
to confirm teleconference will be held. The group is chaired by State Logistics and
participants provide status updates and discuss strategic issues.
The teleconference is normally held at 14:30 the dial in number will be provided on
the day. Participants include:

 RCC Logistics (where activated)
 Incident Logistics (where activated)
 DELWP Altona Warehouse
 CFA Knox State Logistics Centre
 SES Logistics Centre

Contracts in place for the supply of Aviation fuel and DELWP POs raised:

Drum Fuel Arrangements - Aviation
Regions/Districts can place order directly with supplier by quoting the PO number.
Supplier can deliver if requested or DELWP can use own transport company or
Inproof Transport - Contract Provider.
Specialised Fuels - Burn Mix and Gels
Supplier - Oilchem
Regions/Districts to raise own POs with supplier and supplier can deliver if requested
or DELWP can use own transport company or Inproof Transport - Contract Provider.
Note: Gel drums can be delivered back to supplier - BUT TRANSPORT COMPANY
MUST BE ADVISED PRIOR. Transport company can also take back Burn Mix
empties to Visy Recycling - BUT TRANSPORT COMPANY MUST BE ADVISED
PRIOR.
Pricing updates
Monthly updated prices for drum fuel and specialised fuels come from Mick Somers
to nominated contacts - contact Mick to be included in pricing

Prices fluctuate daily - contact supplier for daily price before placement of order.

Portal. You can also find a Logistics Bulletin with important updates and general
advice information for all Logistics personnel at state, regional and incident level.
Medical Services Unit
Why is the Medical Services Unit important to the management of the
incident

Role in AIIMS 4 that supports the Logistics Officer to deliver his/ her
outcomes.
Provides timely information on incidents, first aid, and welfare to Safety Officer
and Incident Controller at the incident
Capture incident/injury/near miss statistics to provide Incident Controller with
greater reporting to work towards managing and preventing illness/injuries in
real time.
Ability to analyse trends and provide this information to the Safety Officer to
establish/identify potential hazards and risks.
Enables the SCC OHS Executive Advisor to provide timely incident
information to agency commanders and state duty officers.
Provides State OHS Executive Advisor with information that can be compared
across multi events and enable warning to be issued for trends developing
across the state.
Provides information that can be collated and shared with other agencies
Supports relationship with Health Commander and local medical services.
Supports interoperability between all agencies, moving towards all
hazards, all emergency response.
