YUROK TRIBE-JOB DESCRIPTION Environmental Planner Job Title: Environmental Planner Job Grade 9 Department Planning Location Klamath Reports To: Planning Director FLSA Status Exempt ALL HIRING IS SUBJECT TO THE YUROK TRIBE’S HIRING PREFERENCE Salary Range $47,448 - $61,678 POSITION SUMMARY: Under the direct supervision of the Planning Director, the environmental planner will perform research, analysis, and planning activities in support of the Tribe’s Integrated Resource Management Plan, Forest Management Plan, project planning activities and land use efforts. DUTIES AND RESPONSIBILITIES: 1. Gather, develop and analyze GIS data layers for the Yurok Tribe Integrated Resource Management Plan and associated land and resource planning documents; 2. Develop the integrated resource management plan and activity specific plans, policies, standard operating procedures and maps for use in evaluating and identifying habitat, natural and cultural resources, infrastructure and other potential environmental resources and impacts; 3. Collaborate with tribal, state, county and federal departments and agencies to identify potential environmental and resource impacts and assist staff and agencies in identifying potential solutions to preserve, restore and mitigate potential environmental and resource impacts; 4. Prepare the Integrated Resource Management Document to be adopted by Tribal Council and implemented as a tribal-wide mandate; 5. Assist tribal departments in the development and analysis of data layers using GIS based applications and work with outside agencies to acquire and collaborate on data acquisition and development; 6. Conduct NEPA and CEQA analysis and document preparation, as needed, to support the Integrated Resource Management Plan, and other land use planning and development projects; 7. Assist with the presentation of formal reviews of projects or undertakings and prepare recommendations for specific actions necessary or directed to be submitted by the department to the Tribal Council; submit information for periodic and interim reports on project activity as requested by the Planning Director; 8. MINIMUM QUALIFICATIONS: Bachelor’s degree, Master’s or equivalent graduate degree in Biology, Environmental Science, Wildlife Conservation, or similar field of study with concentration in Geographic Information Systems from an accredited educational institute. Progressively responsible work experience in a similar occupation may be substituted for the educational requirement (two years of full time experience equals to one year of college). Specialized training can be considered to meet education/experience requirements; this can include certificate programs and specialized coursework/internships Knowledge of, and familiarity with, the Yurok Reservation land base, the local environment and environmental issues and familiar with GIS based applications, software, hardware and equipment; Good knowledge of the principles, practices and techniques involved in environmental planning. Good knowledge of the procedures involved in conducting, preparing and reviewing environmental assessments and environmental impact studies; Ability to organize and conduct field investigations of land use and natural resources factors; ability to interpret visual data from maps and charts. Ability to prepare sketches, maps and charts from field studies; Ability to work with others and communicate technical concepts and ideas to nontechnical personnel and the public and the ability to establish and maintain cooperative and effective working relationships;. Ability to communicate effectively, both orally and in writing. Ability to gather, analyze, and evaluate data and prepare concise and informative reports; the ability to speak and write skillfully and effectively. Ability to effectively use computer applications such as GIS, spreadsheets, word processing, e-mail, calendar and database software and knowledgeable in Geographic Positioning System software and hardware, uploading into Geographic Information Systems, and ability to use ESRI ArcGIS software.
