National Mental Health Consumer Organisation Establishment Project Request for Expressions of Interest Development of Name and Brand for the future National Mental Health Consumer Organisation Introduction The Mental Health Council of Australia (MHCA) is requesting expressions of interest (EOIs) from an expert consultant to assist in the development of a name and branding for the future National Mental Health Consumer Organisation (NMHCO1). The successful Consultant will work closely with MHCA and the Consumer Reference Group (CRG) to develop the name and branding. Previous experience in developing naming and branding for community sector organisations is preferred. The MHCA is the peak, national non-government organisation representing and promoting the interests of the Australian mental health sector. Background There is currently no national peak body representing the interests of mental health consumers in Australia. To address this gap, in 2011 the then Minister for Mental Health and Ageing announced funding for a project to establish a national mental health consumer organisation. The new peak body will represent mental health consumers and consumer organisations at the national level. The MHCA is funded to auspice the development of the new organisation with advice from the CRG. To date, most of the project’s work has focussed on developing the governance framework for the new organisation and a draft constitution has been developed. It is hoped that providing interested stakeholders, particularly mental health consumers and consumer organisations, with the opportunity to engage in this process will promote a sense of ownership of the new organisation. Objectives The successful consultant will: 1. Provide a recommendation to the CRG and MHCA Board on a name for the new organisation 2. Develop branding elements including a logo and corporate palette 3. Assist in the development of letterhead and other basic corporate documents Key Project Deliverables Provide a timeline outlining the process including costs for naming, logo and brand development for the EOI selection Managing the naming process as a whole Provide advice on ways to engage interested stakeholders in the naming process (including, but not limited to, managing a naming competition) Develop a logo and other branding elements that portray a positive image of people with a lived experience of mental illness Provide a rationale to describe the logo and brand Project Management The NMHCO Project Team will undertake a selective process through expressions of interest, to appoint a consultant to develop a name and brand for the new consumer peak organisation. The consultant will need to possess strong experience in developing names and/or brands for non-government organisations (NGO) and community sectors and be able to work in collaboration with the MHCA and CRG. It is also expected that the successful consultant will have the ability to consult respectfully and sensitively with people who have, or have experienced mental illness or mental health issues. Logo and artwork development completed by 1 August 2014 in preparation the formal launch of the organisation Documentation Expressions of interest should include: a biography of the Consultant and advice of any additional colleagues timeline outlining the process including description of how the project will be undertaken a budget. demonstrated experience undertaking a similar activity including: o outcomes and results of naming and branding o evidence of success (i.e. evaluations, testimonials, referees) o approaches to managing complex expectations demonstrated experience working with diverse stakeholder groups, including examples of innovative methodology for engaging hard to reach groups Selection Process By submitting an EOI the respondent agrees to be bound by the Conditions. The following process will be used for this request, at the MHCA’s discretion: 1. Submissions are checked for completeness and compliance. Submissions that do not contain all the information requested may be excluded from the evaluation. 2. Submissions are assessed against the selection criteria set out in the clause “Selection Criteria” of this request. 3. The most suitable Respondent may be short-listed and may also be required to clarify the offer, make a presentation, demonstrate the product/solution offered and/or to open premises for inspection. 4. Respondents may also be added to or removed from any short list. 5. Referees may also be contacted prior top selection of successful Respondent. 6. Due diligence tasks may also be undertaken in respect to process, financial viability, experience, capacity to deliver, cost and/or other wider economic and community benefits. 7. Negotiations may be undertaken with any Respondent with respect to any aspect of their submission. A contract may then be awarded to the Respondent that represents the best value for money. Selection Criteria 1. The contract may be awarded to the Respondent(s) who best demonstrate the ability to provide quality goods and/or services at a competitive price. 2. Although price is considered, the Submission containing the lowest price will not necessarily be accepted, nor will the submission be ranked the highest on the qualitative or non-price criteria. 4. In assessing Submissions, all information requested in this Request and any relevant additional information available to the MHCA or provided to by the Respondents in response to this Request, may be taken into account. 5. The non-price criteria may include capacity to deliver, previously demonstrated performance, skill and expertise of staff, financial stability, buying locally and such other criteria as determined by MHCA in its discretion. Price The submitted price will be considered along with related factors affecting the total cost to MHCA, including lifetime operating costs of goods and MHCA’s contract management costs. Cost envelope: $20,000 Other considerations The responses used in the EOI will be used to select the successful Respondent and failure to provide specified information may result in elimination from further consideration.
