Radiation Effects Technical Committee Report to NPSS AdCom Marty Shaneyfelt, Chair REC Feb. 24, 2014 1. Jeff Black of Sandia National Laboratories was the Chair of the 50th anniversary IEEE NSREC held July 8-12, 2013, at the Hyatt Embarcadero in San Francisco, CA. The 2013 NSREC accounts were turned over to the IEEE on Oct 11, 2013 and the committee has been told that the audit is expected to be complete by the end of March or beginning of April 2014. There was $107,619 in the bank account following the payment of the Data Workshop Record. The only remaining expense bills are the shipping of the December TNS to attendees (~$7000) and repayment of the IEEE NPSS loan of $50,000. So, we expect to close the account with slightly over $50,000, and that is a return of ~10%. In association with the 2013 NSREC, the conference sponsored a special commemorative issue of the TNS. This special issue was published in June 2013 and it featured a retrospective of the first 50 years of the NSREC and 22 invited review papers on timely subjects important to the radiation effects community. A copy of the special issue was handed out to all conference attendees. In addition, all NSREC attendees received a DVD that included all NSREC journal articles from the Dec. TNS issues back to 1964. Finally, we note that, for the first time at the NSREC, a student first-authored paper was recognized with the overall Outstanding Conference Paper Award. 2. Robert Ecoffet, CNES, will chair the 2014 IEEE NSREC. The site is the Marriott Rive Gauche in Paris. The conference has decided not to open a bank account in France. All funds will be handled through the IEEE concentrated banking account. The biggest issue for the committee has been associated with how to handle the VAT. They have worked with multiple folks from IEEE and in some cases have received conflicting information. They are now working with IEEE Tax Management staff to develop procedures on how to handle the VAT, including understanding the IEEE report requirements. It is good to hear that the ConfCom AdHoc is looking at the international finance/banking issues. It is essential that the IEEE develop some detailed guidelines/procedures for handling finance and bank issues for international conferences. With that said, we expect to have an outstanding conference in July. Funds have been received from fourteen conference supporters. The exhibit booth space at the conference has already sold out and the conference committee has received 304 abstracts for review for possible presentation at the conference. This is ~125 more abstracts than are typically submitted. 3. Mike Xapsos, NASA GSFC, will chair the 2015 NSREC, which will be held at the Marriott Copley Place in Boston, MA. The Finance Chair will be submitting the initial budget on Nov 23, 2013 for NPSS approval. 4. Robert Reed, Vanderbilt University, will chair the 2016 NSREC, which will be held at the DoubleTree (and Portland Convention Center) in Portland, OR. Robert is the process of selecting his conference committee. 5. Véronique Ferlet-Cavrois, ESA/ESTEC, has been selected as Conference Chair of the 2017 NSREC. She has proposed the New Orleans Marriott as the potential site for the 2017 IEEE NSREC. The RESG will meet in New Orleans, LA in March to evaluate the selected site.
