MINUTES OF THE PARISH COUNCIL MEETING HELD ON WEDNESDAY THE 26 th NOVEMBER 2014

1904/14Public question time

One member of the public enquired about the parking at the Crossways proposal. His concern was mainly about the drainage of water from the car park. His other concern was about the size of previous extension which was built larger than the original design. Any subsequent development would make the problem of flooding and loss of light worse. The councillors explained the position and suggested that technical queries would best be addressed by the

District Council

1905/14 DECLARATION OF INTERESTS.

None.

1906/14 REPORT FROM COUNTY COUNCILLOR AND DISTRICT COUNCILLORS.

Cllr Galione reported on the application for the racecourse and asked for comments from the council concerning the 365 day, 24 hour entertainment license.

The letter to residents by Mary Ruck way has been published. Rangers to cut weeds on hospital site. Two bids for work to be submitted to the LHP

There will be no increase in the District Council precept, County and Police have not published their precept.

1907/14 MINUTES OF THE MEETING ON THE 22 nd OCTOBER 2014.

Resolved. The minutes of the meeting were accepted as a true record, proposed Cllr Jiggins seconded Cllr Reid.

Clerks report updates– the culvert at John Ray Gardens has been jetted but the action was not effective.

The proposal for a new street light in Brain Valley Avenue has been closed.

1908/14- Correspondence

Election Procedure.

Purdah will come into effect on 30 th March, so care will have to be taken about the annual assembly. The start of the new term will be on 11 th May. An advert/article will go into the

February newsletter drawing attention to the opportunity to become a local councillor

The request from WI to park 6 cars in playing field car park on the 5th December was noted and approved.

1909/14 BAKERS LANE POND CLEARANCE – CLLR SMITH.

It was confirmed that the pond had no known owner and the clerk was asked to continue investigating the possibility of gaining authority to make clear and reduce the pond.

1910/14 PLAYING FIELD UPDATE –

There was no update from the members.

Clarity was requested about the wearing of studded boots into the changing rooms.

1911/14 HIGHWAY ISSUES.

- Local Highway Panel Scheme – by 31st December 2014. - No additional proposals for the LHP.

- Sunday Parking Charges in the town – Cllr Smith (not present).

Cllr Gallione was unaware of any change to the Sunday charge.

-14/00488/LAPRE Great Leighs Racecourse 24 hour bar licence – deadline passed.

Cllr Hunt expressed the concern that the entertainment licence was too liberal and restrictions should be placed on the conditions.

Cllr Abbot would be asked to make representation to this effect.

The council was also concerned that the consultation was limited to Chelmsford Council and was not extended to the Braintree District.

1912/14 FINANCE –

A) CIRCULATION OF THE FINANCE LIST.

Resolved. The cheques were approved for payment proposed Cllr Jiggins seconded Cllr Martin

B) CIRCULATION OF GRANT REQUEST FORM.

The request from the CAB was considered and a grant of £700 was proposed by Cllr Hunt and seconded Cllr Martin and accepted unanimously.

C) CIRCULATION OF THE DRAFT PROPOSAL OF THE PRECEPT.

It was recommended that additional money was allocated for an additional cut for the lime trees and consideration be given to funding the skateboard park. Consideration will be given for allocating funds to manage the John Ray Millennium Green.

Other matters for consideration are -

Legionella testing at the pavilion

Additional funding for vegetation control by Mr Adair.

1913/14 SUGGESTION OF RE-ENGRAVING OF WORDING ON WAR MEMORIAL – Cllr Reid.

At the remembrance ceremony, it was suggested that the wording on the memorial was fading and consideration should be given to re-engraving. The clerk was asked to investigate sources of funding to support this work as it was understood that there was funding available for refurbishing war memorials in the centenary year.

1914/14 DECISION ON BUS SHELTER ON BEDELLS AVENUE.

Resolved. The council will formally consider the installation of a shelter at the December meeting. Proposed Cllr Clarke seconded Jiggins and carried unanimously.

1915/14 PLANNING.

14/01345/FUL Erection of single storey rear extension.

28 Mary Ruck Way, Black Notley, CM77 8RA. Objection to this plan.

This extension is too close to the neighbouring property to the extent that the guttering appears to overhang the neighbours boundary leaving no space for future maintenance or decoration. We could not gain access to 28 Mary Ruck Way, but the garden appeared to be quite small and the planned extension would take up a great deal of it.

14/01456/FUL Demolition of former chapel building and front and side extensions main hall building. Cornerstones Centre, 183 – 185 Witham Road, Black Notley, CM77 8NB.

No objection to the building of the extension but the tarmac extension to the Car Park could further exacerbate the flooding problem, already existing, into the back garden of the house at the rear of the chapel in Brain Valley Avenue. We could not check the views of the local residents at the time of calling as they were all out.

14/01403/FUL Erection of single storey side and rear extensions to form conservatories.

19 Gainsborough Road, Black Notley, CM77 8DU. No objection.

Chelmsford City Council - Employment Land Review (ELR) consultation closes on 27th

November 2014. Comment made was no suggestion for development in our area. The information is noted and we have no comment to make at this time.

Suggestion of letter to Juliet Kirkaldy BDC due to recent visit from Crest Nicholson Housing. The matter will be considered at the December meeting following review of existing correspondence.

1916/14. UPDATE OF THE BYWAYS.

The clerk will liaise with Cllr Cousins and write to Anglian Water enquiring about responsibility for the water flow as it is thought that the water is from outflow from the hospital estate. It is unlikely that the District Council will take responsibility for the grass area.

- Waiting confirmation of ownership of bank near entrance from BDC.

1917/14. UPGRADE OF WEBSITE – Suggestion of upgrade as site is now old and doesn’t always upload information, cost between £150 -£200.

Resolved. The council will appoint Mr Letch to transfer to the new format proposed Cllr Hunt seconded Cllr Cousins and carried unanimously.

1918/14 DATE OF THE NEXT MEETING – Wednesday the 10 th December 2014.

The meeting closed at 9.05.
