NOTE:
These Fees and Charges represent the Fees and Charges presented to Council at the date of its annual budget meeting.
Council may alter any of the Fees and Charges by resolution at any time prior to the next Budget Resolution.
The Fees and Charges have been set by reference to existing Goods and Services Tax (GST) legislation and in accordance with Australian
Tax Office (ATO) rulings. Council reserves the right to alter the GST status of any Fee and Charge in accordance with any changes to GST
legislation and to ATO rulings.
Council has had various functions and responsibilities delegated to it under State and Federal legislation. Whenever this legislation specifies
the fees and charges that must be charged by Council for undertaking that function or responsibility, the value of any such fee or charge (if
referred to in this document) will be automatically altered by Council to reflect any legislatively mandated changes from the date of such
change.
For other fees and charges set by State and Federal legislation that are referred to in this document but not specified in amount, reference
to that legislation is required to ascertain the current fee or charge.

Note 1: Approval for multiple signs on a single site may be sought on a single (1) application
form.
Note 2: Approval for multiple signs on multiple sites such as a new residential estate or large
development may be sought on a single application as a Signs Package. The application is
required to contain all proposed signs whether permitted or licensable / approved, however a
licence fee is only payable for Licensable / Approved signs.
Note 3: Approval for multiple signs on multiple properties, where those properties are not
part of a single large development and where the signs relate to multiple licence holders,
must be sought on separate applications, i.e. one application per site / licence holder.
Note 4: An application must be made for any sign on a Heritage site, even if that sign is
described as Permitted in the Subordinate Local Law in the applicable City Environment. The
Level 2 application and assessment fee will apply for signs on a Heritage site. No licence fee
will be prescribed.
Note 5: An application can be made for a type of sign not described in the Subordinate Local
Law, in which case, the Level 2 application and assessment fee will apply.
Note 6: Generally inappropriate applications must include assessment fee for the sign type
and the generally inappropriate fee.
Note 7: All applications for temporary signs are to be assessed as a Level 1 application.

Organisations listed in Appendix A of the Brisbane City Council Schedule of Fees & Charges
and not-for-profit educational, child care and sporting organisations (statutory declaration
required) are exempt from all fees, provided the sign is not illuminated and does not contain

Concession is allowed for a non desexed pedigree show dog owned by a member of Dogs
Queensland, or a greyhound owned by a Licensee of the Greyhound Racing Control Board.
Proof of eligibility for concession is required in the form of relevant certificates.
Concessional rate is as per the desexed dog rates.
Concession is allowed for a dog where the owner holds a Brisbane City Council Breeder /
Show permit.
To be entitled to the pensioner fee, the pensioner must be in receipt of a Centrelink Pension
or a Department of Veterans’ Affairs Pension and hold a current Pensioner Concession Card
or Repatriation Health Card – for all conditions.
The declared dangerous or menacing dog registration fee will be payable from the date of
declaration.
New dogs purchased and registered through the RSPCA, Brisbane City Council Animal
Shelters, Council Approved Pet Shops and Breeders will be entitled to 6 months registration
at no charge. After this period, Council will then issue a renewal notice for the next 12
months.
The permit fee for keeping a non desexed, declared dangerous, restricted or menacing dog
is covered in the registration fee.

For the purpose of the Sustainable Planning Act 2009 and Building Act 1975, wherever a fee
or charge is prescribed by this resolution of performing a function under the acts, the fee or
charge is payable by the person who makes application to the Council for the performance of
that function to which the fee or charge relates. Payment of the fee needs to occur at the
time of lodgement of the application.
A discount of 50% shall be allowed in respect of building applications received on behalf of
organisations in Appendix A hereto. Where proposal by an Appendix A organisation is
primarily for commercial purposes, no discount will be allowed.

BUS AND FERRY FARES
Note: From Saturday 26 June 2004, Council bus and ferry services have been part of the
State Government's integrated public transport system in south east Queensland called
TransLink.
Under this integrated system, called Integrated Ticketing, the State Government set fare
zones, fare levels, ticket types, concessions and other ticketing arrangements for all
timetabled bus, ferry and rail services.

City Sights Tour
A hop-on hop-off tour covering the historic and cultural sights around the city, inner city
suburbs and Mt Coot-tha on a City Sights Tour bus. The tour incorporates access to the

Christmas Lights Tour
Brisbane City Council will set fares associated with tours of selected suburbs prior to
Christmas. Concession fares are available to any TransLink or Council concession holder.
Children under 5 years travel free.

Infrastructure Contributions
Adopted infrastructure charges for development applications lodged from 1 July 2011 are not
listed in this document. The infrastructure charges are subject to a Council resolution
pursuant to section 648D of the Sustainable Planning Act 2009. The resolution may be
amended from time to time and in accordance with section 648C of the Sustainable Planning
Act 2009, whereby the Minister may change, by gazette notice, the amount of the maximum
adopted infrastructure charges.

COMMUNITY ORGANISATIONS: LEASES AND LICENCES
Lease / Rent of Facilities
To the extent permitted under each particular lease or tenure arrangement, the following rent
charges shall apply to new leases or tenure arrangements of Council land and facilities to
not-for-profit sporting, recreational, cultural and community organisations.
Rent shall be determined on the basis of the facility type detailed below.
It should be noted that additional charges may also be applicable under each particular lease
or tenure arrangement (such as water and sewerage charges, cleansing dues, fire services
and environmental levies, general maintenance, legal costs and insurance).
Where appropriate (for example, if a lessee generates significant revenues or demonstrates

DEVELOPMENT ASSESSMENT AND COMPLIANCE
Notes:
A. These fees apply irrespective of whether Council's role is assessment manager,
compliance assessor, concurrence agency, advice agency or similar role administering /
assessing / deciding the application / matter.
B. These fees apply to development applications, requests for compliance assessment and
matters under the Sustainable Planning Act 2009 (SPA), or the Integrated Planning Act
1997, or the South Bank Corporation Act 1989.
C. For the assessment of operational work, SPA compliance assessment and BCC
compliance assessment, where Council has been delegated to act as a concurrence agency
on behalf of the Central Distributor - Retailer (Queensland Urban Utilities), the applicable
fees are those outlined in the operational work, SPA compliance assessment and BCC
compliance assessment section of this document.
Should Council be required to implement Central Distributor - Retailer (Queensland Urban
Utilities) fees and charges under a delegation, where Council is to assess applications for
water and wastewater, then the fees for the assessment of these applications are to be taken
as those prescribed by the Central Distributor - Retailer (Queensland Urban Utilities).
D. A separate fee is to be calculated for each assessable component of an application.
E. For staged development, each development stage is treated as a separate assessable
component for fee purposes.
F. Applications involving extensions to existing approved development will be charged for
the new development component only.
G. Applications involving more than one development description (e.g. mixed use
development for multiple dwelling and shop) will be charged the sum of the fees for each
assessable component.
H. Applications involving Material Change of Use and Building Work components (where the
Building Work is explicitly in relation to the Material Change of Use) will only be charged an
assessment fee for the Material Change of Use component.

I. Council's RiskSMART Process
Council's RiskSMART process can streamline the way certain types of straightforward
development applications are assessed. A discount of 20% of the standard relevant
assessment fees will be allowed in respect of planning applications lodged and decided
under the Council's RiskSMART application service. To be eligible for this service the
proposed planning application must be compiled and submitted by an accredited
RiskSMART consultant, and the planning application must meet all other RiskSMART
application requirements as determined by the RiskSMART Delegate.
Applications lodged under the RiskSMART application process that do not meet the eligibility
requirements, will be required to pay the difference between the fees paid and the full cost of
the relevant standard assessment fee. The application will be considered 'not properly
made' until the full standard relevant assessment fee is paid.
J. Where an application under the Environmental Protection Act 1994 involves an
Environmentally Relevant Activity (ERA), additional assessment fees will apply - refer to the
"Environment Protection - Environmentally Relevant Activity" section under LICENSING AND
PERMITS.
K. Applicants may request a fee refund when withdrawing an application. A withdrawn

All applications for a fee refund are to be requested in writing and a decision for a refund is
made on a case by case basis.
The Manager of Development Assessment has the discretion to modify the refund
percentages listed above.
L. Reductions of a required fee may be granted where exceptional circumstances have been
demonstrated at the discretion of the Manager of Development Assessment.
M. A discount of 50% of the fee will be allowed in respect of development assessment and
compliance fees paid on behalf of charitable and religious organisations listed in Appendix A.
Where the proposal is primarily for commercial purposes, no discount will be allowed despite
being listed in Appendix A.
N. Concurrence agency response to referrals required under the Planning Act the fee for a
request for a concurrence agency response to certain referrals (identified by the Manger of
Development Assessment and published on Council's website) is the same as the fees
outlined in the Application Stage of this section.

IMMUNISATION
Immunisation Clinic Services
Immunisation Services have been included in the Fees and Charges to indicate the cost of
providing Varicella and Pertussis vaccinations in accordance with the Australian Standard
Vaccination Schedule published by the National Health & Medical Research Council of
Australia.
Charging for these vaccinations is in line with existing practice and does not impact on the
range of free vaccinations offered by Council as detailed below.

- The following vaccines are provided free of charge to eligible children under the age of 6

General Notes:
i. All charges exclude "out of pocket" expenses, e.g. performance charges for sound /
lighting, technicians, uniformed attendants, cleaning and other costs, made at the request of
the hirer, will be an additional charge in all instances.
ii. Hire of security guards is compulsory for parties and similar gatherings that are
accommodated at eight designated halls. Designation of an event as a party, or similar
event, and requiring security, is at the judgment of the Community Halls Liaison Officer. Two
guards are required for gatherings of up to 80 people, with one additional guard required for
each additional 100 people.

iii. Several halls are provided with sophisticated sound and lighting systems.
Use of these systems at their full extent attracts a Technical Support Fee of $300 per day for
professional organisations such as corporations, government departments and professional
arts organisations.
There is no charge to community-based, non-professional arts groups, for the use of these
systems.
The hirer is responsible for all additional technical support costs and out of pocket expenses
(see Note i) including technicians, repairs, etc. supplied by the Halls technical support
contractor.
Use of the AV facilities for basic meeting or instructional class purposes, such as single
microphones, projection screen and plugged-in iPods and laptops does not attract a fee.
iv. The Hirer is responsible for providing written notification regarding cancellations. Full
refunds will be provided if the Community Halls Liaison Officer is advised 14 days before the
event.
A refund of 50% will be provided if the Community Halls Liaison Officer is advised 7-13 days
before the event.
No refund will be provided if the Community Halls Liaison Officer is notified less than 7 days
before the event.
v. Charitable organisations and churches listed in Appendix A of the Schedule of Fees and
Charges, and Not-for-Profit Organisations with a current Certificate of Incorporation, can
access Community Halls free of charge up to the following time limits:
1. Up to 10 off-peak hours per month; and
2. Up to 6 peak-time hours per month.
The standard community hire rates for Community Halls will apply once those time limits are
reached. This exemption applies only to the hourly hire fee. Other standard charges such as
refundable bonds, out-of-pocket expenses (see General Note i) such as AV hire fees, and
facilities fees (see General Note viii) still apply.
Off-peak hours are 8:00am to 3:00pm Monday to Friday.
Peak-time hours are 3:00pm to 10:00pm Monday to Friday, and 8:00am to 12:00am on
Saturdays and Sundays.
vi. Users are classified as Frequent, Regular or Casual:
- Frequent use means 10 hours or more per week over a 6 month period or users identified
at the discretion of the Community Halls Liaison Officer.
- Regular use means either at least once a week or 4 hours per month over a 6 or more
month period or users identified at the discretion of the Community Halls Liaison Officer.
- Casual use means any use not considered to be Regular or Frequent use.
vii. The Weekend Function Hire charge applies to hire on Friday and Saturday only, between
the hours of 12:00 pm and 12:00 am, for a maximum hire of eight hours. The charge is a flat
rate of $463.90 and applies to eight halls.
Up to 8 hour hire
Weekend Function Hire does not apply to regular hirers conducting activities that they
regularly carry out on a Friday or Saturday, if those activities commence before 12:00 pm
and overlap the weekend function hire period, but conclude by 2:00 pm. The hirer will pay
the usual regular hire rate up till 2:00 pm and, if the activity continues up till 4:00 pm, will be
charged a pro rata hourly rate based on the Weekend Function Hire rate between 2:00 pm
and 4:00 pm. The pro rata hourly rate is calculated as follows: (463.90 / 8) x (No. of hours
used after 2:00 pm).
Up to 8 hour hire
Community festivals and events (such as concerts or performing arts) that are continuous
over a 2-3 day duration conducted in the one facility may have a single day facility and audio
visual hire fee applied at the discretion of the Manager for Community Halls.

To be eligible for inclusion in Appendix A of the Schedule of Fees and Charges, Charitable
Organisations must:
1. Hold registration with the Queensland Government Office of Fair Trading as a Charitable
Purpose (CH type), registration as a Community Purpose (CP type) is not sufficient; and
2. Make application in writing to the Chief Financial Officer, Brisbane City Council, attaching a
copy of the complying registration certificate.
