OC_AIAA Council Meeting Minutes January 08, 2013 Venue: Boeing Building No.28, Huntington Beach, CA Attendees: Jim Martin Bob Koepke Dino Roman Phil Ridout Ronald Freeman Jeff Norton Jerry Huang Joseph Justin Meeting started at 6:15pm. Officer Reports: Chairperson (Norton): - There’s a headquarter’s need for cost-cutting measures at Section level. Ideas suggested include: (1) Combining sections, eg. LA-LV combined section; (2) Cancelling, perhaps replacing the yearly Regional Leadership Conference with a Webinar; (3) Discontinuing the annual Congressional Visit Day in Washington DC, though highly unlikely. - Receipts were provided for Toby’s flowers, January dinner expenses. Dino mentioned Pay Pal receipt of $1880. - Noted in the Mindjogger, Engineering Week in February, 2013. May want to set up a mini-booth in Boeing’s observation event. - Note April 18, 2013 for OCEC’s Banquet. Recommend sending Jeff Norton to represent the Council. - Consider sending out a flyer to Section’s membership highlighting the Koepke’s TARC/SLC programs as an outreach to solicit volunteerism. May want to include John Rose’s robotics program as well. Such outreach initiative may be the incentive to develop Young Professionals’ involvement. Chairperson-Elect (vacant): Secretary (Freeman): - Acknowledged receipt of $500 RLC reimbursement. Considers Council obligation settled. - Motion made and passed to approve the minutes for Council meetings of October, November, and December, 2012. Treasurer (Ridout): - December 2012 AIAA_OC Financial Report reviewed and approved. - Need to start thinking about the budget for 2013. Make fiscal 2013 budget similar to 2012’s. - Year-end report (2012) needs to be submitted in order to receive CAT1 funds. - Need judges for the upcoming Science Fair at the end of March. Consider Jim Martin, Tiffany Nyugen, and Roman Dino. Technical (Dino): - Consider the following as ASAT keynote speakers: X48C Flight Test Project Manager Mike Kisska; George Pla, CEO of Cordoba Engineering, the firm responsible for transporting NASA's space shuttle Endeavour from LAX to the California Science Center; Public Relations officer at Space X. - Need to book signed contractual agreements with Doubletree for May 04th ASAT conference. Honors and Awards (Justin ): - OCEC_OC nominations submitted for John Rose, Kamal Shweyk, and tiffany Nyugen. - Need ASAT nominations. Toby to help edit. Need two additional volunteers. - Council needs representation at the OCEC_OC Banquet. Cost is $85/person. Programs (Martin): - Scheduled forthcoming speaker events include: January 14th a Boeing engineer involved in the CST program, and February 19th Kevin Bowcutt’s presentation on Boeing’s CST-100, for which no RSVP has been received. Suggest advertising speaker events in Boeing’s monthly Frontier. Suggested also to have Jody promote the event on section’s website. - Jim Martin to out of town for four consecutive weeks, late February-early March, 2013. Directors at Large ( John Rose, Toby Holtz, John Rose, absent): - Consider a AIAA_OC sponsored Robotics program. Need to have a model patterned after the Rocketry program. Team should meet once monthly. Basic robotics kits cost about $18 each. May contact Nino Policci for suggestions. No other OC representation. 1. Institute Report 1. AIAA has a new Executive Director--former astronaut 2. Dickman didn't support K-12 and hoping for more in the new leadership 3. New event model--essentially combining events--see 4.4 below 4. Discussed declining support for NASA in general--priorities seem to be elsewhere and yet <1% of the budget but perception is that it's close to 15%-general decline in AIAA as well 2. Public Policy Key Items--CVD is May 19/20 2013 1. Deep Space 2. Human orbital access 3. Workforce 4. Support of K-12 5. Viability of industrial base 6. Export control --ITAR issues 7. UAV/UAS 8. Cyber security policy 3. Finance report 1. One bank statement missing from OC 2. No OC Report so no CAT I check--need annual report 3. Education (J. Koepke): - About 35 in a Boy Scouts troop from Tustin have expressed interest in building rockets, possibly to earn a Space Exploration Merit badge. About 30 Girls Scouts from long Beach have also expressed interest. Currently, there are five TARC teams building and launching rockets to qualify for the national competition in 2013. With entry fee of $125 per team, following some discussion, the Council passed the motion to grant $625 for the entry fees. TARC budget for fiscal year 2012 totaled $1500. TARC and Student Launch Initiative (R. Koepke): - Four of the five teams are testing. Six launches are scheduled for January and six in February. Education, (J. Koepke, absent): - Propose the following activity at Youth Expo: Air rocket launches on open field for students, aged 5-15. Public Policy (Shweyk, absent): - Congressional Visit Day scheduled for March 19-20. Public Policy colloquium scheduled for March 02nd, in El Segundo. Communications (Hart, absent): The meeting adjourned at 8:15pm. The next meeting is scheduled for Tuesday, February 05th at 6pm. Jerry Huang volunteered to bring dinner.
