October 11, 2011 Work Session
The Work Session of the Township Committee of the Township of Franklin was called to order by Mayor
Dougherty at 7:07 p.m. in the Municipal Building. The following Committee members were in attendance: Mr.
Atkinson, Mrs. Pfrommer, Mr. Petsch and Mayor Dougherty. Mr. Ciancaglini was absent. Mr. DiGiorgio,
Administrator, Mr. Ziegler, Solicitor, Mrs. Carder, CFO, and Lt. Rock, were also in attendance.
Mrs. Toy, Clerk, reviewed the following agenda items:
Correspondence
1.
From NJDOT announcing Fiscal Year 2012 NJDOT federal-aid Safe Routes to School Program.

Resolution from the Borough of Newfield Requesting An Examination Of Alternate Methods For
Funding Of Public School Education
Junkyard License Renewal – Bruce’s Towing – Pennsylvania Avenue
Application for Raffles License – VFW Post 2071

Trick or Treat – Monday, October 31 st from 4 to 7 pm
Mrs. Carder reported that she would need authorization to solicit bids for snow removal, police uniform dry cleaning and pay-to-play.
Mr. DiGiorgio reported on the following:
Has put in a call to the County for a copy of their financial impact statement
Iona Lake – the gates were closed today to take advantage of the expected rainfall. The state will be stocking the lake with trout on October 19 th . While New Pump was working at the site he got a price on repairing the secondary spillway and dam. They said the dam was in good shape. Mr. DiGiorgio said we will be able to pay for the repairs out of the Open Space account, and then apply to FEMA for reimbursement. Mr. DiGiorgio said he and Cpl. DiPietro were going to meet with FEMA tomorrow. More work needs to be done on the secondary spillway then that section will be repaved. The target for completion is October 19 th .
Drainage – he and Engineer Steve Nardelli met with the resident on Catawba Avenue and Mr. Nardelli gave them some options. The suggestion for Lincoln Avenue was to take the pipe out and move it to the ditch as it is now flooding one driveway and yard.
Fire Sub Code interviews – he and Mr. Rickershauser interviewed four candidates and he will have a recommendation for the Personnel Committee.
Mr. Atkinson asked Mr. DiGiorgio to stay on top of the Route 40 and Route 555 intersection issue. Mr. DiGiorgio said he talked to Mr. Fahy today.
The meeting was ordered adjourned at 7:15 p.m.
